【摘要】：社會(huì)主義協(xié)商民主主體是指能動(dòng)地參與社會(huì)主義協(xié)商民主實(shí)踐并占據(jù)主導(dǎo)地位、起積極作用的具備一定政治愿望或利益訴求的人以及由人組成的群體、組織和機(jī)構(gòu)。黨的十八大提出,要“健全社會(huì)主義協(xié)商民主制度”,強(qiáng)調(diào)了推進(jìn)社會(huì)主義協(xié)商民主建設(shè)的重要意義。社會(huì)主義協(xié)商民主主體是社會(huì)主義協(xié)商民主的建設(shè)者和承載者,主體建設(shè)是發(fā)展社會(huì)主義協(xié)商民主不可或缺的重要環(huán)節(jié)。協(xié)商主體對(duì)協(xié)商理念的認(rèn)同在實(shí)踐中可以轉(zhuǎn)化為物質(zhì)力量,高素質(zhì)的協(xié)商主體可以促進(jìn)社會(huì)主義協(xié)商民主制度的完善與發(fā)展。隨著民主實(shí)踐的不斷深入,社會(huì)主義協(xié)商民主已經(jīng)成為實(shí)現(xiàn)人民當(dāng)家作主的一種有效形式,協(xié)商主體建設(shè)也取得了卓越成效,具體表現(xiàn)為:協(xié)商主體的范圍更加廣泛、協(xié)商主體的類型愈加多元化、協(xié)商主體的結(jié)構(gòu)更具層次、協(xié)商主體的參與方式更為多樣以及協(xié)商主體的協(xié)商意識(shí)與能力逐漸提高等。社會(huì)主義協(xié)商主體建設(shè)受到重視,取得了長(zhǎng)足的進(jìn)步,但仍存在許多亟待解決的問(wèn)題,如協(xié)商主體包容性不夠、協(xié)商主體推選機(jī)制不完善、協(xié)商主體地位與能力不平等、協(xié)商主體之間缺乏共同的價(jià)值原則等,極大地影響著協(xié)商主體積極作用的發(fā)揮。社會(huì)主義協(xié)商民主主體建設(shè)中限制性因素有:協(xié)商民主理論自身的不足、協(xié)商民主制度不健全、經(jīng)濟(jì)發(fā)展失衡、公民社會(huì)發(fā)育不成熟等。這些問(wèn)題與障礙的存在一定程度上制約和限制了社會(huì)主義協(xié)商民主的發(fā)展與完善。為充分發(fā)揮協(xié)商主體在推進(jìn)社會(huì)主義協(xié)商民主發(fā)展過(guò)程中的主體性作用,保障協(xié)商主體自由、平等、真誠(chéng)協(xié)商。我們應(yīng)從提升對(duì)協(xié)商主體建設(shè)重要性的認(rèn)識(shí)、擴(kuò)大協(xié)商主體范圍、充分保障協(xié)商主體民主權(quán)利、強(qiáng)化重點(diǎn)協(xié)商主體自身建設(shè)以及夯實(shí)協(xié)商主體建設(shè)的經(jīng)濟(jì)基礎(chǔ)等方面入手,進(jìn)一步加強(qiáng)社會(huì)主義協(xié)商民主主體建設(shè)。
[Abstract]:The subject of socialist deliberative democracy refers to the people who actively participate in the practice of socialist negotiation democracy and occupy the leading position, who have certain political will or interest appeal, as well as the groups, organizations and institutions composed of people. The 18th National Congress of the Communist Party of China (CPC) put forward the idea of "perfecting the socialist consultative democracy system" and emphasized the importance of promoting the socialist consultative democracy construction. The subject of socialist consultative democracy is the constructor and bearer of socialist consultative democracy, and the construction of subject is an indispensable link in the development of socialist consultative democracy. In practice, the identity of the subject of negotiation to the concept of consultation can be transformed into material strength, and the high-quality subject of consultation can promote the perfection and development of the socialist consultative democracy system. With the deepening of democratic practice, socialist consultative democracy has become an effective form of realizing the people as the master of the country, and the construction of the subject of consultation has also achieved remarkable results. The concrete manifestation is that the scope of the subject of consultation is more extensive. The types of negotiation subject are more diversified, the structure of negotiation subject is more hierarchical, the participation mode of negotiation subject is more diverse, and the negotiation consciousness and ability of negotiation subject are gradually improved. Great progress has been made in the construction of socialist subject of negotiation, but there are still many problems to be solved, such as insufficient inclusiveness of subject of negotiation, imperfect mechanism of selection of subject of negotiation, unequal status and ability of subject of negotiation. The lack of common value principle among negotiation subjects greatly affects the positive role of negotiation subjects. The restrictive factors in the construction of the subject of socialist negotiated democracy are: the deficiency of the theory of consultative democracy itself, the imperfect system of consultative democracy, the imbalance of economic development, the immature development of civil society, and so on. The existence of these problems and obstacles restricts and restricts the development and perfection of socialist consultative democracy to a certain extent. In order to give full play to the subjective role of the subject of consultation in the process of promoting the development of socialist consultative democracy, and to ensure the freedom, equality and sincere negotiation of the subject of consultation. We should enhance the understanding of the importance of the construction of the subject of consultation, expand the scope of the subject of consultation, fully guarantee the democratic rights of the subject of consultation, strengthen the construction of the main body of the key negotiation and consolidate the economic foundation of the construction of the subject of consultation, etc. We will further strengthen the building of socialist consultative and democratic subjects.
