【摘要】：人民政協(xié)民主監(jiān)督是社會主義監(jiān)督體系的重要組成部分,與人大監(jiān)督、司法監(jiān)督和黨內(nèi)監(jiān)督相比,人民政協(xié)民主監(jiān)督具有內(nèi)容廣泛、形式多樣和方式民主的特點,這也使人民政協(xié)民主監(jiān)督在社會主義監(jiān)督體系中獨具特色。但不可否認的是,人民政協(xié)民主監(jiān)督的獨特性并沒有獲得監(jiān)督技術(shù)的充分支持,人民政協(xié)的民主監(jiān)督還基本處于價值表述層面。要落實人民政協(xié)民主監(jiān)督職能,在現(xiàn)有的體制框架內(nèi)可以通過一系列的技術(shù)路徑設(shè)計讓人民政協(xié)民主監(jiān)督得以有效運轉(zhuǎn),其中主要的技術(shù)路徑應(yīng)包括三個方面:一是建立人民政協(xié)民主監(jiān)督委員會以實現(xiàn)對民主監(jiān)督主體的技術(shù)性規(guī)范;二是建立人民政協(xié)監(jiān)督委員會與其他監(jiān)督主體的合作機制以實現(xiàn)對民主監(jiān)督約束力的技術(shù)性規(guī)范;三是各被監(jiān)督單位設(shè)置專門的"政協(xié)監(jiān)督周"以實現(xiàn)對政協(xié)監(jiān)督對象的技術(shù)性規(guī)范。
[Abstract]:The democratic supervision of the CPPCC is an important part of the socialist supervisory system.Compared with the supervision by the people's Congress, judicial supervision and inner-party supervision, the democratic supervision of the CPPCC has the characteristics of broad content, diverse forms and democratic methods.This also makes the people's political Consultative Conference democratic supervision in the socialist supervision system with unique characteristics.However, it is undeniable that the uniqueness of the democratic supervision of the CPPCC has not been fully supported by the supervisory technology, and the democratic supervision of the CPPCC is still basically at the level of value expression.In order to carry out the democratic supervision function of the CPPCC, it is possible to make the democratic supervision of the CPPCC work effectively through a series of technical path designs within the existing institutional framework.The main technical path should include three aspects: first, the establishment of the CPPCC Democratic Supervision Committee to achieve the technical norms of the democratic supervision of the main body;Second, to establish the cooperative mechanism between the CPPCC supervisory committee and other supervisory bodies in order to realize the technical norms binding on democratic supervision;Third, each supervised unit set up a special "CPPCC Supervision week" to realize the technical standard of the supervision object of the CPPCC.
