【摘要】：作為新中國成立初期一場大規(guī)模的城市基層社會改造運動,街道民主改革運動對城市基層社會治理基礎性要素的形成起著直接的催生作用。開封在這場運動中,通過政權形式的重新設置與基層干部的重新選擇,促使了城市基層社會治理主體的生成;通過思想動員、走群眾路線等工作方式的運用,促使了城市基層社會治理基本工作方式的確立;通過加強政府與民眾的聯(lián)系以及民眾自身的團結,促使了城市基層社會治理關系的改進;通過肅清封建殘余勢力,促使了城市基層社會治理環(huán)境的改善。隨著治理主體、治理方式、治理關系、治理環(huán)境等基礎性要素逐漸形成,城市基層社會治理開始擺脫“前解放”狀態(tài)而逐步走上現(xiàn)代治理之路。
[Abstract]:As a large-scale urban grass-roots social reform movement in the early stage of the founding of New China, the street democratic reform movement plays a direct role in the formation of the basic elements of urban grass-roots social governance.In this movement, through the re-establishment of the form of political power and the re-selection of grassroots cadres, the formation of the main body of social governance at the grass-roots level in urban areas was promoted, and the use of working methods such as ideological mobilization, mass line, etc.It has promoted the establishment of the basic working methods of the urban grass-roots social governance; improved the urban grass-roots social governance relations by strengthening the relationship between the government and the people and the people themselves; by eliminating the feudal remnant forces,To promote the improvement of the urban grassroots social governance environment.With the formation of the basic elements such as the main body of governance, the mode of governance, the relationship of governance and the environment of governance, the urban grass-roots social governance begins to get rid of the "pre-liberation" state and gradually embark on the road of modern governance.
