【摘要】： 改革開放以來(lái),隨著我國(guó)經(jīng)濟(jì)利益多元化發(fā)展和人們民主法治意識(shí)增強(qiáng),人們對(duì)公共事務(wù)參與的要求越來(lái)越強(qiáng)烈,民主協(xié)商作為一種重要的公共參與形式受到廣泛關(guān)注。同時(shí),20世紀(jì)90年代西方興起的協(xié)商民主理論又為研究中國(guó)民主協(xié)商實(shí)踐提供了理論基礎(chǔ)。協(xié)商民主強(qiáng)調(diào)理解和尊重,強(qiáng)調(diào)價(jià)值偏好的轉(zhuǎn)換而非價(jià)值偏好的聚合。協(xié)商民主是一種迎合了社會(huì)需求的新的民主形式,是有效解決政治分歧與沖突的方法和途徑,在社會(huì)主義社會(huì)中,協(xié)商民主所具有的柔性是對(duì)剛性選舉民主的有效補(bǔ)充。 在我國(guó)社會(huì)主義民主政治發(fā)展的進(jìn)程中,協(xié)商民主作為社會(huì)主義民主的一種形式,是在國(guó)家政治制度的發(fā)展和完善中逐漸上升為一種國(guó)家民主政治制度的,在推進(jìn)社會(huì)主義政治文明的建設(shè)中有著重要的價(jià)值作用,對(duì)加強(qiáng)和完善我國(guó)人民政協(xié)工作,推進(jìn)社會(huì)主義和諧社會(huì)的發(fā)展具有重要的實(shí)踐意義。 論文運(yùn)用對(duì)比分析法、文獻(xiàn)調(diào)查法、理論分析法和歸納研究法等方法,首先介紹了文章選題的意義,對(duì)學(xué)術(shù)界關(guān)于協(xié)商民主理論的研究現(xiàn)狀作了簡(jiǎn)單梳理。然后沿著當(dāng)代中國(guó)協(xié)商民主的發(fā)展脈絡(luò),運(yùn)用對(duì)比分析的方法,比較研究了中國(guó)改革開放前后協(xié)商民主的發(fā)展變化。論文第一章從理論上概述了協(xié)商民主的涵義、特征和理論價(jià)值;第二章將協(xié)商民主理論與中國(guó)的具體實(shí)踐相結(jié)合,分析了協(xié)商民主在中國(guó)發(fā)展的可能性,中國(guó)現(xiàn)實(shí)國(guó)情中選舉民主與協(xié)商民主的關(guān)系,以及協(xié)商民主對(duì)中國(guó)社會(huì)的實(shí)踐意義;第三章分析了當(dāng)代中國(guó)協(xié)商民主的歷史進(jìn)程和內(nèi)容。本部分以改革開放為時(shí)間分割點(diǎn),詳述了建國(guó)后至改革開放前以及改革開放以來(lái)兩個(gè)重要時(shí)期中國(guó)協(xié)商民主的發(fā)展歷程、內(nèi)容、形式等,并對(duì)比分析了改革開放前后協(xié)商民主的發(fā)展變化,使得當(dāng)代中國(guó)協(xié)商民主的發(fā)展脈絡(luò)、變化和取得成果更加鮮明突出;最后,論文分析了當(dāng)代中國(guó)協(xié)商民主存在的問(wèn)題及其原因,并為完善協(xié)商民主的途徑提出了一些思考性的建議。
[Abstract]:Since the reform and opening up, with the diversified development of economic interests and the strengthening of people's awareness of democracy and rule of law, people's demand for public affairs participation is becoming stronger and stronger. Democratic consultation as an important form of public participation has received extensive attention.At the same time, the western theory of deliberative democracy developed in the 1990s provides a theoretical basis for the study of the practice of democratic negotiation in China.Deliberative democracy emphasizes understanding and respect, value preference conversion rather than value preference aggregation.Deliberative democracy is a new form of democracy which caters to the needs of the society and is a way to solve political differences and conflicts effectively. In socialist society, the flexibility of deliberative democracy is an effective supplement to rigid electoral democracy.In the course of the development of socialist democratic politics in China, as a form of socialist democracy, the consultative democracy has gradually risen into a national democratic political system in the course of the development and improvement of the national political system.It plays an important role in promoting the construction of socialist political civilization and has important practical significance for strengthening and perfecting the work of CPPCC and promoting the development of socialist harmonious society.By using the methods of comparative analysis, literature investigation, theoretical analysis and inductive research, this paper first introduces the significance of selecting the topic of the article, and makes a brief combing of the current research situation of the theory of deliberative democracy in academic circles.Then, along the development of contemporary China's deliberative democracy, the author makes a comparative study of the development and changes of China's deliberative democracy before and after the reform and opening up by using the method of comparative analysis.The first chapter summarizes the meaning, characteristics and theoretical value of deliberative democracy in theory, the second chapter combines the theory of deliberative democracy with the concrete practice of China, and analyzes the possibility of the development of deliberative democracy in China.The relationship between electoral democracy and deliberative democracy and the practical significance of deliberative democracy to Chinese society in the reality of China. Chapter three analyzes the historical process and content of contemporary Chinese deliberative democracy.Taking the reform and opening up as the time division point, this part details the development course, content and form of China's consultative democracy during the two important periods from the founding of the people's Republic of China to the reform and opening up and since the reform and opening up.And the comparative analysis of the development and changes of consultative democracy before and after the reform and opening up, which makes the development, changes and achievements of contemporary China's consultative democracy more distinct and prominent; finally,This paper analyzes the problems and causes of contemporary China's deliberative democracy, and puts forward some thoughtful suggestions for perfecting the consultative democracy.
