【摘要】：現(xiàn)代社會的發(fā)展已經(jīng)使權(quán)力重心從議會的時代走向行政主導(dǎo)的時代,民主從政治領(lǐng)域向行政領(lǐng)域延伸是民主發(fā)展的必然和現(xiàn)實需要。公民參與行政過程對于制約政府權(quán)力的正確行使,提高公共服務(wù)的品質(zhì)具有積極意義。民主行政的產(chǎn)生是市場經(jīng)濟發(fā)展成熟的必然結(jié)果,是民主本身價值功能在公共行政管理領(lǐng)域的體現(xiàn),是對行政與公民之間單純的“管理與服務(wù)”關(guān)系調(diào)整的落實。民主行政的核心就是通過公民對于行政管理過程的參與,使得公民擺脫單一的被管理的角色,與行政管理人員成為伙伴,共同解決公共管理的難題,來實現(xiàn)公民的公共利益。因此,公民參與不僅是民主行政的核心,同時也是民主行政的起點和歸宿,加強民主行政過程中的公民參與正在成為新時代公共行政改革的發(fā)展趨勢。 本文從民主行政及公民參與的基本理論出發(fā),對民主行政和公民參與必然性、必要性和重要意義進行分析,在勾勒出民主行政的基本運作框架基礎(chǔ)上,通過對我國的公共行政中公民參與的現(xiàn)實狀況的分析,找出存在的問題和不足,提出了建立和完善我國公民有效參與公共行政的保障機制和途徑選擇。本文的意義就在于,通過理論的探討,落實和貫徹黨的十七大報告提出的“人民依法直接行使民主權(quán)利,管理基礎(chǔ)公共事務(wù)和公益事業(yè),實現(xiàn)自我管理、自我服務(wù)、自我教育、自我監(jiān)督”的民主行政精神,推進公民行政參與實踐的不斷深入。
[Abstract]:The development of modern society has made the center of power from the era of parliament to the era of executive-led, democracy from the political field to the administrative field is the inevitable and realistic needs of the development of democracy.Citizen participation in the administrative process has positive significance for restricting the correct exercise of government power and improving the quality of public service.The emergence of democratic administration is the inevitable result of the mature development of the market economy, the embodiment of the value function of democracy in the field of public administration, and the implementation of the simple "management and service" relationship between administration and citizens.The core of democratic administration is to make citizens get rid of the single managed role and become partners with administrators to solve the problems of public management and realize the public interests of citizens through the participation of citizens in the process of administration.Therefore, citizen participation is not only the core of democratic administration, but also the starting point and destination of democratic administration. Strengthening citizen participation in the process of democratic administration is becoming the development trend of public administration reform in the new era.Based on the basic theory of democratic administration and citizen participation, this paper analyzes the inevitability, necessity and significance of democratic administration and citizen participation, and outlines the basic operational framework of democratic administration.Based on the analysis of the reality of citizen participation in public administration in our country, this paper finds out the existing problems and shortcomings, and puts forward the guarantee mechanism and ways to establish and perfect the effective participation of Chinese citizens in public administration.The significance of this article lies in the realization and implementation of the "people's direct exercise of democratic rights, management of basic public affairs and public welfare undertakings, self-management, self-service, self-education," as proposed in the report of the 17th National Congress of the Party through theoretical discussion.The democratic administrative spirit of self-supervision promotes the deepening of citizen's administrative participation practice.
