【摘要】： 推進農(nóng)村基層民主政治建設(shè),切實保障億萬農(nóng)民群眾當家作主的權(quán)利,是社會主義制度的本質(zhì)要求,也是社會主義制度優(yōu)越性的根本體現(xiàn)。隨著農(nóng)村基層民主政治建設(shè)實踐的不斷深入,民主思想日益深入人心、村民自治制度進一步健全、廣大村民的民主權(quán)利進一步得到保障。農(nóng)村基層民主政治建設(shè)的實踐證明,農(nóng)村基層民主政治建設(shè)是中國特色社會主義民主政治建設(shè)的基礎(chǔ)性工程,更是解決“三農(nóng)”問題的根本途徑,同時還是維護農(nóng)村社會穩(wěn)定、國家長治久安的根本保障,關(guān)系到我國社會主義事業(yè)的前途命運。 目前我國農(nóng)村基層民主政治建設(shè)已經(jīng)推進到了一個嶄新的階段,但是我們還應(yīng)看到,新時期我國農(nóng)村基層民主政治建設(shè)的發(fā)展還面臨著經(jīng)濟、政治、文化、制度等多方面的障礙性因素,依然存在頗多問題,主要表現(xiàn)為:民主政治建設(shè)的物質(zhì)基礎(chǔ)方面,農(nóng)村經(jīng)濟落后;民主政治建設(shè)的政治基礎(chǔ)方面,黨支部領(lǐng)導乏力;民主政治建設(shè)的思想基礎(chǔ)方面,傳統(tǒng)政治文化羈絆;民主政治建設(shè)的制度基礎(chǔ)方面,法制建設(shè)滯后;民主政治建設(shè)的有效監(jiān)督方面,輿論監(jiān)督不足。本文力求通過論述以上問題,提出一些關(guān)于加強和推進農(nóng)村基層民主政治建設(shè)的幾點構(gòu)想。 農(nóng)村基層民主政治建設(shè),要以中國特色社會主義理論體系為指導,堅持黨的領(lǐng)導、人民當家作主、依法治國三者有機統(tǒng)一的原則;要著重處理好“兩委”關(guān)系和“鄉(xiāng)村”關(guān)系;通過發(fā)展農(nóng)村經(jīng)濟,為加強農(nóng)村基層民主政治建設(shè)提供物質(zhì)保障,加強和改善黨的領(lǐng)導,為加強農(nóng)村基層民主政治建設(shè)提供政治保障,依法建制,為農(nóng)村基層民主政治建設(shè)提供制度保障,加強宣傳教育,為加強農(nóng)村基層民主政治建設(shè)提供思想保障,發(fā)揮輿論力量,為加強農(nóng)村基層民主政治建設(shè)提供輿論保障
[Abstract]:To promote the construction of rural grass-roots democracy, safeguard the rights of hundreds of millions of peasants in power, is the essential requirement of the socialist system, but also embodies the superiority of the socialist system. With the practice of grassroots democracy in rural areas deepening democracy is growing in popularity, the villager autonomy system and to further improve the villagers' democratic rights that has been further guaranteed. The practice of the construction of the rural grass-roots democracy, the construction of rural grass-roots democracy is the basic project of the construction of socialist democratic politics China characteristics, is a fundamental way to solve the problem of "three agriculture", while still maintaining social stability in rural areas, the fundamental guarantee for national long period of stability, related to the socialist cause of China's future and destiny.
At present, China's rural grassroots democracy construction has been advancing to a new stage, but we should also see that the new period of the development of rural grassroots democracy in our country is facing economic, political, cultural, barriers and other aspects of the system, there are still a lot of problems, mainly as follows: material based on the construction of democratic politics, backward rural economy; the political basis of democratic politics construction, weak leading Party branch; the ideological basis of democratic politics construction, traditional political culture fetters; system based aspects of the construction of democratic politics, legal system construction lag; effective supervision of the construction of democratic politics, lack of supervision. This paper tries to through discussing the above problems, put forward some suggestions on strengthening and promoting the construction of the rural grass-roots democracy.
The construction of rural grass-roots democracy, to the theoretical system of socialism China as guidance, adhere to the leadership of the party, the people in power according to law, the organic unity of the three principles; to deal well with the relationship between "two committees" and "rural" relationship; through the development of rural economy, to provide material guarantee for strengthening the construction of rural grass-roots democracy, strengthen the and improve the party's leadership, to provide political protection, to strengthen the construction of rural grass-roots democratic political system in accordance with the law, provide an institutional guarantee for the construction of rural grass-roots democracy, strengthen publicity and education, to provide ideological guarantee for strengthening democracy at the grassroots level, play the power of public opinion, public opinion to provide guarantee for strengthening the construction of rural grassroots democracy
