【摘要】：在長期的工作實踐中,圍繞民族區(qū)域自治政策與制度的法制保障,烏蘭夫從馬克思主義的基本立場出發(fā),在民族立法的地位、任務、原則、理念、民族自治權的理解及其實現(xiàn)、民族立法的貫徹執(zhí)行等諸多方面,提出了一系列富有前瞻性的真知灼見與極具現(xiàn)實穿透力的思想觀點。他認為,民族立法要實事求是體現(xiàn)民族特點,應保障民族平等權利與自治權利;民族自治權主要體現(xiàn)在民族自治地方自治機關的自治權,要恰當處理自治權與民族化的關系;重視以資源管理權為重心的經濟與財政管理方面的自治權的建構。民族自治權利必須得以有效實現(xiàn)。法規(guī)的權威首先來自于法規(guī)文本本身的科學和嚴謹,自身必須有足夠的明確性和嚴密性,這于當下民族法制建設工作有重要的現(xiàn)實意義。
[Abstract]:In his long-term work practice, focusing on the legal guarantee of the policy and system of regional national autonomy, Ulanhu proceeded from the basic position of Marxism, and understood and realized the position, tasks, principles, concepts, and the right of national autonomy in the national legislation.The implementation of national legislation and other aspects, put forward a series of forward-looking insights and extremely practical penetrating ideas.He believed that national legislation should seek truth from facts to reflect the national characteristics, should protect the equal rights and autonomous rights of ethnic groups, and that the right of national autonomy is mainly embodied in the autonomy of organs of self-government in national autonomous areas, and the relationship between autonomy and nationalization should be properly handled.Attach importance to the construction of autonomy in economic and financial management with resource management as the focus.The right to national autonomy must be effectively realized.The authority of laws and regulations first comes from the scientific and rigorous nature of the text itself, and it must be clear enough and strict enough, which is of great practical significance in the construction of the national legal system.
