【摘要】：政府的公共預(yù)算不只是度量財政收支的會計過程,更是公共利益權(quán)威性分配的政治過程,政府預(yù)算的公共性與民主性問題是中國預(yù)算制度改革必須解決的根本問題。協(xié)商民主理論的興起為參與式預(yù)算的全球擴(kuò)展提供了理論支撐,近10多年來,中國基層政府進(jìn)行了參與式預(yù)算的改革與探索,采取了普通公民建議與人大代表決策對接,以及人大代表與普通公民共同決策兩種參與形式,從預(yù)算參與的協(xié)商主體、協(xié)商路徑和協(xié)商功能等方面的特征來看,中國參與式預(yù)算屬于政府主導(dǎo)的咨詢性協(xié)商模式,該模式離成熟的協(xié)商民主存在一定差距而只具有過渡性質(zhì),因而急需實(shí)現(xiàn)預(yù)算協(xié)商模式的轉(zhuǎn)型,其中包括公共協(xié)商的三個"重心轉(zhuǎn)移":協(xié)商主體重心從政府向納稅人轉(zhuǎn)移,協(xié)商路徑重心從依靠權(quán)力精英自上而下的"內(nèi)輸入"向依靠社會組織和民眾自下而上的"外輸入"轉(zhuǎn)移,協(xié)商功能重心從咨詢性協(xié)商向決策性協(xié)商轉(zhuǎn)移,協(xié)商模式轉(zhuǎn)型有助于提升中國參與式預(yù)算的協(xié)商民主內(nèi)涵。
[Abstract]:The public budget of the government is not only the accounting process of measuring fiscal revenue and expenditure, but also the political process of authoritative distribution of public interest. The public and democratic nature of the government budget is the fundamental problem that must be solved in the reform of China's budget system.The rise of the theory of deliberative democracy has provided theoretical support for the global expansion of participatory budgeting. In the past 10 years, Chinese grass-roots governments have carried out the reform and exploration of participatory budgeting, and adopted ordinary citizens' advice to connect with the decision making of deputies to the people's Congress.And the two forms of participation of NPC deputies and ordinary citizens in joint decision-making. From the characteristics of the consultation subject, negotiation path and consultation function of budget participation, China's participatory budget belongs to the consultative consultation mode led by the government.There is a certain gap between this model and the mature deliberative democracy, so it is urgent to realize the transformation of budget negotiation mode, which includes three "centers of gravity" of public negotiation: the main body of negotiation is transferred from the government to the taxpayer.The focus of negotiation path shifts from top-down "internal input" relying on power elite to "external input" relying on social organizations and people from bottom to top, and the function of negotiation shifts from consultative negotiation to decision-making negotiation.The transformation of negotiation mode helps to enhance the democratic connotation of China's participatory budget.
