【摘要】：中共十八大報(bào)告明確指出,“要把制度建設(shè)擺在突出位置”,要“加快推進(jìn)社會(huì)主義民主政治制度化、規(guī)范化、程序化,從各層次各領(lǐng)域擴(kuò)大公民有序政治參與,實(shí)現(xiàn)國(guó)家各項(xiàng)工作法治化。"制度作為一種規(guī)則體系,是人類創(chuàng)造并經(jīng)長(zhǎng)期演化而形成的一種文化積淀。好的制度不僅在維護(hù)社會(huì)穩(wěn)定方面具有重要基礎(chǔ)性作用,也是幫助人們獲得幸福生活的重要手段。不斷提高制度化水平,既是加快推進(jìn)社會(huì)主義民主政治制度化的需要,也是促進(jìn)生產(chǎn)力發(fā)展,提高人們生活水平,實(shí)現(xiàn)社會(huì)可持續(xù)發(fā)展的必然選擇。 本文以馬克思主義民主政治理論為指導(dǎo),立足中國(guó)國(guó)情、世情及其發(fā)展趨向要求,從中國(guó)公民政治參與的實(shí)際狀況出發(fā),運(yùn)用政治學(xué)、經(jīng)濟(jì)學(xué)、社會(huì)學(xué)等多學(xué)科理論工具,采用文獻(xiàn)研究、比較分析等多種研究方法,對(duì)當(dāng)前公民政治參與制度的現(xiàn)狀、問(wèn)題進(jìn)行了較為深入全面的探討,并在此基礎(chǔ)上探討了推進(jìn)公民政治參與制度化的方法途徑。 論文共分為六個(gè)部分,第一部分和第六部分為引言和結(jié)論,正文從第二部分開(kāi)始,以發(fā)現(xiàn)問(wèn)題——分析問(wèn)題——提出問(wèn)題——解決問(wèn)題為行文主線,逐步就推進(jìn)公民政治參與制度化展開(kāi)論述。 第二部分,主要論述公民政治參與制度化是社會(huì)主義民主政治的本質(zhì)要求。首先,闡明公民政治參與制度化的相關(guān)概念與特征,然后從多層面多角度闡述推進(jìn)公民政治參與制度化的重要價(jià)值。第三部分,重點(diǎn)分析改革開(kāi)放以來(lái)中國(guó)公民政治參與制度建設(shè)狀況。這是從中國(guó)公民政治參與制度的發(fā)展沿革入手,分析了改革開(kāi)放以來(lái)中國(guó)公民政治參與的選舉、協(xié)商、決策、監(jiān)督等制度的發(fā)展?fàn)顩r與重要特征。第四部分,主要剖析制約中國(guó)公民政治參與制度化的各種因素。這里從經(jīng)濟(jì)、政治、文化三個(gè)方面剖析了制約中國(guó)公民政治參與制度化的原因。市場(chǎng)經(jīng)濟(jì)發(fā)展水平不高、民主政治制度建設(shè)緩慢、傳統(tǒng)文化消極因素等制約著中國(guó)公民政治參與制度化發(fā)展的速度與質(zhì)量。第五部分,主要探討了推進(jìn)公民政治參與制度化的基本路徑。主要從完善社會(huì)主義市場(chǎng)經(jīng)濟(jì),健全社會(huì)主義民主政治,發(fā)展社會(huì)主義政治文化等方面度提出了推進(jìn)公民政治參與制度化的基本思路與對(duì)策。
[Abstract]:The report of the 18th CPC National Congress clearly pointed out that "the construction of the system should be placed in a prominent position," and that it should "speed up the institutionalization, standardization and procedure of socialist democratic politics, and expand citizens' orderly political participation from all levels and fields."To achieve the rule of law in all aspects of the work of the state. "As a rule system, institution is a kind of cultural accumulation created by human beings and formed by long-term evolution.Good system not only plays a fundamental role in maintaining social stability, but also helps people to get a happy life.It is not only the need to speed up the institutionalization of socialist democratic politics, but also the inevitable choice to promote the development of productive forces, improve people's living standards and realize the sustainable development of society.Under the guidance of Marxist theory of democratic politics, based on China's national conditions, the world situation and its development trend, this paper, based on the actual situation of Chinese citizens' political participation, applies the tools of multi-disciplinary theories such as politics, economics, sociology, and so on.By means of literature research, comparative analysis and other research methods, this paper makes a thorough and comprehensive discussion on the current situation and problems of the system of citizen's political participation, and on this basis probes into the ways to promote the institutionalization of citizen's political participation.The thesis is divided into six parts, the first part and the sixth part are the introduction and conclusion, the text starts from the second part, the main line is to find the problem, analyze the problem, raise the problem and solve the problem.Gradually to promote the institutionalization of citizens' political participation.The second part mainly discusses that the institutionalization of citizen's political participation is the essential requirement of socialist democratic politics.Firstly, it clarifies the relevant concepts and characteristics of the institutionalization of citizen's political participation, and then expounds the important value of promoting the institutionalization of citizen's political participation from many aspects and angles.The third part focuses on the construction of Chinese citizens' political participation system since the reform and opening up.This paper begins with the development and evolution of Chinese citizen's political participation system, and analyzes the development and important characteristics of Chinese citizen's political participation system, such as election, consultation, decision making, supervision and so on since the reform and opening up.The fourth part mainly analyzes the factors that restrict the institutionalization of Chinese citizen's political participation.This paper analyzes the reasons of restricting Chinese citizen's political participation from three aspects of economy, politics and culture.The development of market economy is not high, the construction of democratic political system is slow, and the negative factors of traditional culture restrict the speed and quality of Chinese citizens' political participation.The fifth part mainly discusses the basic path of promoting the institutionalization of citizen's political participation.From the aspects of perfecting socialist market economy, perfecting socialist democratic politics and developing socialist political culture, this paper puts forward some basic ideas and countermeasures to promote the institutionalization of citizen's political participation.
