【摘要】：推進農(nóng)村基層協(xié)商民主制度化對于維護農(nóng)民根本利益、實現(xiàn)農(nóng)村社會有效治理具有重要意義。發(fā)展農(nóng)村基層協(xié)商民主,關(guān)鍵在于實現(xiàn)制度化。當前,我國農(nóng)村基層協(xié)商民主還存在制度供給不足、監(jiān)督問責機制缺失、農(nóng)民主體理性不足以及基層干部協(xié)商民主意識不強等實踐困境。推進農(nóng)村基層協(xié)商民主制度化,應完善基層社會的協(xié)商參與機制,健全法律法規(guī),保障基層群眾的協(xié)商權(quán)利,實行有效監(jiān)督,建立問責機制,培育農(nóng)民理性精神,增強基層干部協(xié)商民主素質(zhì),切實推進農(nóng)村基層協(xié)商民主制度化建設(shè)。
[Abstract]:It is of great significance to promote the institutionalization of consultation democracy in rural grassroots to safeguard the fundamental interests of farmers and to realize the effective governance of rural society.The key to developing rural grassroots consultative democracy lies in institutionalization.At present, there are still some practical dilemmas such as inadequate supply of system, lack of supervision and accountability mechanism, lack of rationality of farmers' main body and weak democratic consciousness of consultation among grassroots cadres in rural areas.To promote the institutionalization of consultation democracy at the grass-roots level in rural areas, we should perfect the consultation and participation mechanism of the grass-roots society, perfect laws and regulations, guarantee the consultation rights of the grassroots people, carry out effective supervision, establish an accountability mechanism, and cultivate the rational spirit of the peasants.We will enhance the quality of consultation democracy among grassroots cadres and promote the institutionalization of consultation democracy at the grass-roots level in rural areas.
