【摘要】： 增強農(nóng)民的民主意識和民主觀念,保障農(nóng)民的民主管理和民主監(jiān)督權(quán)利,調(diào)動農(nóng)民民主參與的主動性、積極性和創(chuàng)造性,是社會主義新農(nóng)村建設(shè)的重要內(nèi)容,也是培育社會主義新農(nóng)民的重要方面。新中國建立以來,特別是改革開放之后,我國農(nóng)民的民主意識得到極大提高,民主制度建設(shè)得以不斷完善,民主管理和民主監(jiān)督亦取得較大成效。與此同時,我們也看到,由于廣大農(nóng)村發(fā)展的相對滯后,政治經(jīng)濟文化水平較低,我國現(xiàn)階段的農(nóng)村民主監(jiān)督的狀況仍不夠理想,存在許多問題及不足。這些方面制約了村民自治的發(fā)展,不利于農(nóng)村基層民主建設(shè),影響了建設(shè)社會主義新農(nóng)村的進程。針對這一現(xiàn)狀,論文著重研究了現(xiàn)階段我國農(nóng)村民主監(jiān)督的主要問題,在此基礎(chǔ)上提出了有參考價值的對策建議與思路。 論文理論聯(lián)系實際,運用文獻研究、分析與綜合相結(jié)合、歷史與邏輯相統(tǒng)一等方法,對現(xiàn)階段我國農(nóng)村民主監(jiān)督問題進行了系統(tǒng)深入的研究。梳理了農(nóng)村民主監(jiān)督的理論基礎(chǔ)和發(fā)展進程,分析了我國農(nóng)村民主監(jiān)督取得的成就、存在的問題及產(chǎn)生問題的主要原因,最后提出了加強現(xiàn)階段我國農(nóng)村民主監(jiān)督的具體措施。 本文共分三部分： 第一部分梳理了馬克思、恩格斯關(guān)于民主監(jiān)督的思想,列寧關(guān)于社會主義民主監(jiān)督的思想,以及我黨對農(nóng)村民主監(jiān)督認識的發(fā)展,總結(jié)了我國農(nóng)村民主監(jiān)督的探索歷程。 第二部分分析了我國農(nóng)村民主監(jiān)督取得的成就、存在的問題及問題產(chǎn)生的根源。我國農(nóng)村民主監(jiān)督取得的成就主要有：農(nóng)村民主監(jiān)督的制度體系基本建立；農(nóng)村民主監(jiān)督的組織建設(shè)得到加強；農(nóng)村民主監(jiān)督的內(nèi)容逐步充實；農(nóng)村民主監(jiān)督的形式不斷豐富。當前我國農(nóng)村民主監(jiān)督存在的問題主要有：村民存在不愿、不敢、不善監(jiān)督現(xiàn)象；鄉(xiāng)鎮(zhèn)干部和村黨支部存在權(quán)力越位、錯位現(xiàn)象；農(nóng)村民主監(jiān)督在實踐中流于形式。當前我國農(nóng)村民主監(jiān)督存在問題的原因主要有：環(huán)境因素：農(nóng)村經(jīng)濟、政治、文化相對落后；素質(zhì)因素：村民和基層干部的素質(zhì)有待提高；制度因素：農(nóng)村民主監(jiān)督制度有待完善。 第三部分從環(huán)境保障、素質(zhì)保障、制度保障等方面提出了加強現(xiàn)階段我國農(nóng)村民主監(jiān)督的對策。
[Abstract]:Strengthening peasants' democratic consciousness and concept, guaranteeing their right to democratic management and supervision, and arousing the initiative, enthusiasm and creativity of peasants' democratic participation are the important contents of the construction of new socialist countryside.It is also an important aspect of cultivating new socialist peasants.Since the founding of New China, especially after the reform and opening up, the democratic consciousness of Chinese farmers has been greatly improved, the construction of democratic system has been continuously improved, democratic management and democratic supervision have also achieved great results.At the same time, we also see that because of the relative lag of rural development and the low level of political economy and culture, the present situation of rural democratic supervision in our country is still not ideal, and there are many problems and deficiencies.These aspects have restricted the development of villagers' autonomy, unfavorable to the rural grass-roots democratic construction, and affected the process of building a new socialist countryside.In view of this situation, the paper emphatically studies the main problems of the rural democratic supervision in our country at the present stage, and on this basis, puts forward some countermeasures and ideas with reference value.Combining theory with practice, this paper makes a systematic and in-depth study on the problem of rural democratic supervision in China at present by using the methods of literature research, combination of analysis and synthesis, and unification of history and logic.This paper combs the theoretical basis and development process of rural democratic supervision, analyzes the achievements, existing problems and main reasons of rural democratic supervision in China, and finally puts forward some concrete measures to strengthen the rural democratic supervision in our country at the present stage.This paper is divided into three parts:The first part combs Marx and Engels' thoughts on democratic supervision, Lenin's thoughts on socialist democratic supervision, and the development of our Party's understanding of rural democratic supervision, and summarizes the exploration course of our country's rural democratic supervision.The second part analyzes the achievements, problems and causes of rural democratic supervision in China.The main achievements of rural democratic supervision in our country are: the system of rural democratic supervision is basically established; the organizational construction of rural democratic supervision is strengthened; the content of rural democratic supervision is gradually enriched; the forms of rural democratic supervision are constantly enriched.At present, the main problems of rural democratic supervision in our country are: villagers are unwilling, dare not, poor supervision phenomenon; township cadres and village party branches exist power offside, dislocation phenomenon; rural democratic supervision in practice is a mere form.The main reasons for the problems in rural democratic supervision are: environmental factors: rural economy, politics and culture are relatively backward, quality factors: the quality of villagers and grass-roots cadres need to be improved;Institutional factors: rural democratic supervision system needs to be improved.The third part puts forward the countermeasures to strengthen the rural democratic supervision at present from the aspects of environmental protection, quality guarantee and system guarantee.
