【摘要】：農(nóng)民工群體作為社會的底層人民,常常被政治體制排除在外,而電子政務(wù)賜予了農(nóng)民工參政議政的可能,并打開了一扇寬敞的面向底層人民的中國特色民主政治的大門。讓農(nóng)民工能夠在公共事務(wù)的管理中盡綿薄之力,用科技開拓的道路來承載其合法合理合情的政治訴求,為公共事務(wù)管理建言獻(xiàn)策和對政府部門及其公務(wù)人員進(jìn)行監(jiān)督。在信息化時代的背景下,政府有理由進(jìn)行電子化轉(zhuǎn)型,聽取和回應(yīng)來自農(nóng)民工的政治呼聲,走出一條新時代中國特色民主政治道路。本文在民主政治參與的理論體系下提出了農(nóng)民工電子政務(wù)參與的發(fā)展現(xiàn)狀和建設(shè)路徑。首先,本論文講述了研究的現(xiàn)實背景與研究目的,國內(nèi)外專家對本課題研究所處的階段以及研究存在的缺陷,對農(nóng)民工群體與電子政務(wù)兩個名詞進(jìn)行了解釋。闡述了農(nóng)民工電子政務(wù)參與的內(nèi)涵,并充分肯定了農(nóng)民工參與電子政務(wù)具有巨大的社會意義和價值。農(nóng)民工的電子政務(wù)參與促進(jìn)了中國民主政治理論的時代更新,促進(jìn)了社會主義和諧社會建設(shè),促進(jìn)了頂層對農(nóng)民工心聲的無障礙傾聽,走出新型群眾路線,促進(jìn)了農(nóng)民工政治利益的暢通表達(dá),促進(jìn)了民主政治渠道的智能力。電子政務(wù)作為服務(wù)型政府建設(shè)的重要舉措、信息化政府的重要項目和政治改革實現(xiàn)的關(guān)鍵環(huán)節(jié),一直以來備受各界人士關(guān)注。具體來說,電子政務(wù)參與具有及時性、便捷性、開放性、自由性等多種多樣的優(yōu)勢。農(nóng)民工作為社會最底層人民,似乎與先進(jìn)的電子政務(wù)系統(tǒng)存在很大差距,且農(nóng)民工參政面臨巨大的挑戰(zhàn),如物資條件具備不足、公民意識條件欠缺、制度缺乏、自治組織不完善、輿論媒體不成熟。但事實上農(nóng)民工迎著時代的發(fā)展,不僅具有參政的必要性,更具有了參政的可能性。文章的第二部分闡述了農(nóng)民工電子政務(wù)參與事業(yè)的興起。經(jīng)濟(jì)實力增強(qiáng)和整體素質(zhì)提高是其根本原因,時代背景、國外經(jīng)驗、國內(nèi)制度建設(shè)和媒介發(fā)展是其促進(jìn)條件。本文第三部分描述的是國內(nèi)農(nóng)民工電子政務(wù)參與的現(xiàn)狀：既方興未艾又前行遇阻。最后一個部分那是本文的結(jié)論部分,探究了克服農(nóng)民工參政挑戰(zhàn)的對策,可以從五個方面著手：一是加強(qiáng)農(nóng)民工電子政務(wù)參與的軟實力和硬實力,二是培育和養(yǎng)成農(nóng)民工電子政務(wù)參與的公民意識,三是拓寬和創(chuàng)新農(nóng)民工電子政務(wù)參與的渠道與形式,四是健全農(nóng)民工電子政務(wù)參與的相關(guān)利益實現(xiàn)的機(jī)制,增強(qiáng)農(nóng)民工電子政務(wù)參與的網(wǎng)絡(luò)安全法制基礎(chǔ)。
[Abstract]:As the people at the bottom of the society, migrant workers are often excluded from the political system, and e-government has given them the possibility to participate in politics. And has opened the door of a spacious democratic politics with Chinese characteristics for the people at the bottom, so that migrant workers can do their utmost in the management of public affairs and use the roads opened up by science and technology to carry their legitimate and reasonable political demands. Advice for public affairs management and supervision of government departments and their civil servants. In the context of the information age, the government has reason to carry out an electronic transformation and to listen to and respond to political calls from migrant workers. This paper puts forward the development status and construction path of migrant workers' e-government participation under the theory system of democratic political participation. This paper describes the realistic background and purpose of the research, the stage in which experts at home and abroad study this topic, and the shortcomings of the research. This paper explains the two terms of migrant workers' group and e-government, and expounds the connotation of migrant workers' participation in e-government. And fully affirmed that the participation of migrant workers in e-government has great social significance and value. The participation of migrant workers in e-government has promoted the renewal of the era of China's democratic political theory and the construction of a harmonious socialist society. It promotes the barrier-free listening to the voice of migrant workers at the top level, steps out of the new mass line, promotes the unimpeded expression of peasant workers' political interests, and promotes the intelligence of democratic political channels. E-government is an important measure in the construction of service-oriented government. The important project of information government and the key link of political reform have been concerned by people from all walks of life all the time. Specifically, E-government participation is timely, convenient and open. As the people at the bottom of the society, there seems to be a big gap between migrant workers and the advanced e-government system, and migrant workers are faced with enormous challenges, such as inadequate material conditions, lack of civic awareness, The lack of systems, the imperfection of autonomous organizations and the immature media of public opinion. But in fact, the fact that migrant workers are facing the development of the times has not only the necessity of participating in political affairs. The second part of the article expounds the rise of the peasant workers' e-government participation, the economic strength enhancement and the overall quality improvement are its fundamental reason, the time background, the foreign experience, The third part of this paper describes the status quo of E-government participation of migrant workers in China: it is both in the ascendant and in the future. The last part is the conclusion of this paper. This paper probes into the countermeasures to overcome the challenge of peasant workers' participation in politics from five aspects: one is to strengthen the soft and hard power of migrant workers' e-government participation, the other is to cultivate and cultivate the citizen consciousness of migrant workers' e-government participation. Third, to broaden and innovate the channels and forms of migrant workers' e-government participation, and fourth, to improve the mechanism of realizing the interests of migrant workers' e-government participation, and to strengthen the legal basis of network security of migrant workers' e-government participation.
