【摘要】： 20世紀(jì)80年代以來(lái),協(xié)商民主受到了廣泛關(guān)注。作為一種復(fù)興的民主模式,協(xié)商民主提倡公民積極參與國(guó)家政治生活,試圖通過(guò)完善民主程序、擴(kuò)大參與主體的范圍和強(qiáng)調(diào)自由平等的對(duì)話討論來(lái)化解矛盾、保證公共利益的實(shí)現(xiàn),以彌補(bǔ)代議制民主模式的缺陷與不足。本文通過(guò)闡述西方協(xié)商民主興起的背景、含義和特征,構(gòu)建了一個(gè)規(guī)范的協(xié)商民主模式。協(xié)商是人類社會(huì)處理政治問(wèn)題的基本方式之一。 中國(guó)共產(chǎn)黨自誕生之日起,就以實(shí)現(xiàn)和發(fā)展人民民主為目標(biāo),積極探索人民參與政治的形式。人民政協(xié)是中國(guó)共產(chǎn)黨和中國(guó)各民主力量的偉大創(chuàng)造,它是各民主黨派、無(wú)黨派人士、各族各界參與政治生活的重要形式之一。此外,人民政協(xié)具有廣泛的代表性、巨大的包容性和民主協(xié)商性的特點(diǎn)。這些使人民政協(xié)與協(xié)商民主具有天然的聯(lián)系,它是實(shí)踐協(xié)商民主的重要形式。文章在此基礎(chǔ)上提出了人民政協(xié)協(xié)商民主的概念,并設(shè)計(jì)了一個(gè)由價(jià)值、制度和程序三要素構(gòu)建起來(lái)的分析框架。價(jià)值決定了人民政協(xié)協(xié)商民主的目標(biāo)取向與合法性基礎(chǔ),制度決定了人民政協(xié)協(xié)商民主的結(jié)構(gòu)與功能,程序決定了人民政協(xié)協(xié)商民主運(yùn)行的方式與手段。對(duì)于人民政協(xié)協(xié)商民主的建設(shè)和發(fā)展來(lái)說(shuō),三要素之間是辯證統(tǒng)一,相互影響,缺一不可的,具有同等重要的意義。 當(dāng)前,我國(guó)正在進(jìn)行社會(huì)主義政治文明建設(shè),發(fā)展民主政治是政治文明建設(shè)的重要內(nèi)容。而民主政治的主要目標(biāo)就是要實(shí)現(xiàn)和發(fā)展人民民主權(quán)利,豐富和發(fā)展人民參與政治的形式和途徑。人民政協(xié)協(xié)商民主的實(shí)質(zhì)就是擴(kuò)大公民有序的政治參與,是我國(guó)發(fā)展人民民主的現(xiàn)實(shí)選擇。文章通過(guò)分析新時(shí)期人民政協(xié)協(xié)商民主發(fā)展的動(dòng)力、表現(xiàn)、意義和面臨的問(wèn)題等,概括了新時(shí)期人民政協(xié)協(xié)商民主發(fā)展的基本情況。文章最后提出了完善新時(shí)期人民政協(xié)協(xié)商民主的對(duì)策。結(jié)合協(xié)商民主理論分析人民政協(xié)協(xié)商民主發(fā)展的相關(guān)問(wèn)題具有重要的理論意義和現(xiàn)實(shí)意義。
[Abstract]:Since the 1980s, deliberative democracy has received extensive attention. As a democratic model of rejuvenation, it advocates the active participation of citizens in the political life of the country and attempts to improve the democratic process. By expanding the scope of the participants and emphasizing the dialogue and discussion of freedom and equality to resolve the contradiction and ensure the realization of the public interest in order to make up for the defects and shortcomings of the model of representative democracy, this paper expounds the background of the rise of western deliberative democracy. This paper constructs a normative model of deliberative democracy, which is one of the basic ways for human society to deal with political problems. Since its birth, the Communist Party of China has taken the realization and development of people's democracy as its goal and actively explored the forms in which the people participate in politics. The CPPCC is a great creation of the Communist Party of China and all democratic forces in China, and it is a democratic party. One of the important forms of participation in political life by non-party personages, people of all ethnic groups and all walks of life. In addition, the CPPCC has broad representativeness, great inclusiveness and democratic consultative characteristics, which make the CPPCC and consultative democracy have a natural link. It is an important form of deliberative democracy in practice. On this basis, the article puts forward the concept of consultative democracy of the CPPCC, and designs a new concept of consultative democracy. The value determines the objective orientation and legitimacy foundation of the CPPCC consultation democracy, and the system determines the structure and function of the CPPCC consultative democracy. The procedure determines the ways and means of the democratic operation of the CPPCC consultation. For the construction and development of the CPPCC consultative democracy, the three elements are dialectical unity, influence each other, and are indispensable and have the same important significance. At present, China is carrying out the construction of socialist political civilization, and the development of democratic politics is an important part of the construction of political civilization. The main goal of democratic politics is to realize and develop the people's democratic rights. Enrich and develop the forms and ways for the people to participate in politics. The essence of the CPPCC consultative democracy is to expand citizens' orderly political participation. It is a realistic choice for the development of people's democracy in our country. This article analyzes the motive force, performance, significance and problems faced by the CPPCC people's political Consultative Conference in the new period. This paper summarizes the basic situation of the development of the consultative democracy of the CPPCC in the new period. Finally, the article puts forward the countermeasures to perfect the consultative democracy of the CPPCC in the new period. Combined with the theory of consultative democracy, the paper analyzes the relevant questions on the development of the consultative democracy of the CPPCC. The problem has important theoretical and practical significance.
