【摘要】：基層民主政權(quán)建設(shè)作為執(zhí)政之基與力量之源,是中國(guó)共產(chǎn)黨始終關(guān)注并著力建設(shè)的重大基礎(chǔ)工程之一。改革開放以來,隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的建立、社會(huì)結(jié)構(gòu)的轉(zhuǎn)型以及社會(huì)主義新農(nóng)村建設(shè)的推進(jìn),我國(guó)農(nóng)村基層民主政權(quán)建設(shè)的主題與任務(wù)、內(nèi)容與形式都發(fā)生了重大變化,農(nóng)村基層民主政權(quán)建設(shè)進(jìn)程中出現(xiàn)了民主選舉不規(guī)范,多種力量干預(yù)選舉,民主參與程度低,民主監(jiān)督力量不強(qiáng),村民自治發(fā)展不平衡,鄉(xiāng)鎮(zhèn)管理體制不順,責(zé)權(quán)不清等諸多問題,這些問題直接制約了我國(guó)社會(huì)主義新農(nóng)村建設(shè)與城鄉(xiāng)經(jīng)濟(jì)社會(huì)的協(xié)調(diào)發(fā)展。因此,有必要對(duì)轉(zhuǎn)型時(shí)期當(dāng)代中國(guó)農(nóng)村基層民主政權(quán)建設(shè)問題進(jìn)行探討,揭示當(dāng)前我國(guó)農(nóng)村基層民主政權(quán)建設(shè)存在的各種問題,分析這些問題的原因,提出改進(jìn)我國(guó)農(nóng)村基層民主政權(quán)建設(shè)的對(duì)策與建議,進(jìn)而為構(gòu)建和諧社會(huì)以及全面建設(shè)小康社會(huì)提供有力支撐。
[Abstract]:As the foundation and source of power, the construction of grass-roots democratic regime is one of the major basic projects that the CPC has always paid attention to and put great efforts into building. Since the reform and opening up, with the establishment of the socialist market economic system in China, With the transformation of the social structure and the promotion of the construction of the new socialist countryside, the theme, task, content and form of the rural grass-roots democratic regime construction in China have undergone major changes. In the process of building a rural grass-roots democratic regime, democratic elections are not standardized, various forces interfere in elections, the degree of democratic participation is low, the power of democratic supervision is not strong, the development of villagers' autonomy is not balanced, and the management system of villages and towns is not smooth. There are many problems, such as unclear responsibility and power, which directly restrict the harmonious development of new socialist countryside construction and urban and rural economy and society. Therefore, it is necessary to discuss the construction of rural grassroots democratic regime in contemporary China during the transitional period. This paper reveals the various problems existing in the construction of rural grass-roots democratic regime in China, analyzes the causes of these problems, and puts forward some countermeasures and suggestions for improving the rural grass-roots democratic regime construction in China. And then for the construction of a harmonious society and the overall construction of a well-off society to provide strong support.
