【摘要】：國(guó)家治理能否改善從根本上受制于國(guó)家與社會(huì)之間是否形成了相互支持關(guān)系,而政治能力則是塑造國(guó)家與社會(huì)之間相互支持關(guān)系的國(guó)家能力,因此政治能力的強(qiáng)弱是國(guó)家治理的關(guān)鍵所在。只有當(dāng)現(xiàn)代國(guó)家具備塑造國(guó)家與社會(huì)之間相互支持關(guān)系的政治能力時(shí),國(guó)家治理才能依托現(xiàn)代國(guó)家的政治框架獲得改善,因此,對(duì)于政治體制與國(guó)家治理之間關(guān)系的分析就必須以政治能力為中介。如果民主政治體制能夠增強(qiáng)現(xiàn)代國(guó)家的政治能力,從而有力地塑造了國(guó)家與社會(huì)之間的相互支持關(guān)系,那么民主政治體制就能夠改善國(guó)家治理的水平;如果民主政治體制弱化了現(xiàn)代國(guó)家的政治能力,從而瓦解了國(guó)家與社會(huì)之間的相互支持關(guān)系,那么民主政治體制將對(duì)國(guó)家治理產(chǎn)生不利影響,甚至將現(xiàn)代國(guó)家?guī)雵?guó)家治理的危機(jī)狀態(tài)。以增強(qiáng)政治能力為中心來構(gòu)建民主體制,是現(xiàn)代國(guó)家推進(jìn)國(guó)家治理現(xiàn)代化的基礎(chǔ),也是我們重新理解國(guó)家治理的民主之道的關(guān)鍵。
[Abstract]:Whether national governance can improve is fundamentally constrained by whether there is a mutually supportive relationship between the State and society, and political capacity is the national capacity to shape the mutually supportive relationship between the State and society. Therefore, the strength of political capacity is the key to national governance. Only when modern countries have the political capacity to shape mutually supportive relations between the state and society, can national governance be improved by relying on the political framework of modern countries. The analysis of the relationship between political system and national governance must be mediated by political ability. If democratic political system can strengthen the political ability of modern country and thus shape the mutually supportive relationship between state and society, Then the democratic political system can improve the level of state governance; if the democratic political system weakens the political capacity of the modern state, thus disrupting the mutually supportive relationship between the state and society, Well, the democratic political system will have a negative impact on national governance, and even bring modern countries into a state of crisis in state governance. Building a democratic system centered on enhancing political capacity is the basis for modern countries to promote the modernization of state governance. It is also the key to our renewed understanding of the democratic path of national governance.
