【摘要】：建設(shè)法治邊疆,是維護西藏地區(qū)社會穩(wěn)定長效機制中的關(guān)鍵,依法治藏是最高決策層提出的要求,也是建設(shè)法治邊疆不可或缺的重要一環(huán)。從國家的全局審時度勢,我國的邊疆治理戰(zhàn)略要與時俱進,要選擇符合邊疆實際的方式,受諸多因素制約,但最根本的是從邊疆問題本身的狀況出發(fā),依據(jù)特定的邊疆問題及其特征,采取相應(yīng)的治理方式,邊疆治理才會奏效。對邊疆問題的狀況進行分析,提出治理方式的對策,對理性認識邊疆治理問題具有決定性的意義。西藏在我國邊疆治理中具有其特殊的內(nèi)容和形式,進行法治建設(shè),是維護西藏社會長期穩(wěn)定和持續(xù)發(fā)展的關(guān)鍵和基礎(chǔ)。
[Abstract]:Building a border under the rule of law is the key to a long-term mechanism for maintaining social stability in Tibet. Ruling Tibet according to law is a requirement put forward by the highest decision-making level, and is also an indispensable and important link in building a frontier ruled by law. Judging the situation from the overall situation of the country, China's border management strategy should keep pace with the times, choose a way that conforms to the reality of the frontier, be restricted by many factors, but the most fundamental is to proceed from the situation of the frontier problem itself, according to the specific border problems and their characteristics. It is only by adopting corresponding management methods that the border area governance will be effective. The situation of the border area problems is analyzed, and the countermeasures of the management mode are put forward. Tibet has its special contents and forms in the border area governance of our country. The construction of the rule of law is the key and foundation to maintain the long-term stability and sustainable development of Tibetan society.
