【摘要】： 中國特色協(xié)商民主是中國共產(chǎn)黨領(lǐng)導(dǎo)和中國特色政治制度下的協(xié)商民主。從廣義來看,協(xié)商民主在我國政治生活中的體現(xiàn)是多方面的,凡是關(guān)系到國家政治、經(jīng)濟、文化、社會建設(shè)的重大事項,在決策過程中均需要進行協(xié)商民主。從狹義上來看,協(xié)商民主是指我國的多黨合作和政治協(xié)商制度,是一種制度化的民主機制。 本文從歷史和現(xiàn)實的角度對中國協(xié)商民主的進程進行了梳理,分析了中國特色協(xié)商民主的起源、形成和發(fā)展歷程,尋找出其特有的發(fā)展脈絡(luò),從理論上對其主要特征和歷史經(jīng)驗加以闡述和論證,從而在整體上把握中國特色協(xié)商民主的基本內(nèi)涵和社會主義民主政治發(fā)展的未來走向,并進一步闡述中國特色協(xié)商民主所具有的當代價值和意義。 本文認為中國特色協(xié)商民主的思想淵源來自中國悠久的儒家思想和“和“合政治文化傳統(tǒng),思想基礎(chǔ)來自馬克思主義政黨理論、統(tǒng)一戰(zhàn)線理論和人民民主理論,在中國共產(chǎn)黨領(lǐng)導(dǎo)中國的革命和發(fā)展的實踐中不斷完成理論創(chuàng)新。中國特色協(xié)商民主的形成過程經(jīng)歷了抗日戰(zhàn)爭時期和新民主主義革命時期的萌芽階段、建國初期到文化大革命時期的形成階段和改革開發(fā)以后至今的確立階段。在形成發(fā)展的過程中,中國特色協(xié)商民主與西方協(xié)商民主的包容性、平等性和協(xié)商性等核心特征具有一定契合性,同時又具有具有堅實的領(lǐng)導(dǎo)核心、扎實的制度構(gòu)成和獨特的實現(xiàn)途徑等主要特色。在此基礎(chǔ)上,論文以思考和展望的方式分析了中國特色協(xié)商民主的價值、經(jīng)驗和發(fā)展方向。我國應(yīng)進一步堅持和完善中國特色協(xié)商民主這種民主形式,進一步擴大有序的政治參與,發(fā)展社會主義民主政治,建設(shè)社會主義政治文明,使我國社會更加和諧有序、更加充滿活力。
[Abstract]:Deliberative democracy with Chinese characteristics is a deliberative democracy under the leadership of the Communist Party of China and the political system with Chinese characteristics. In a broad sense, deliberative democracy is embodied in many aspects of our political life, and it is always related to national politics, economy, and culture. In a narrow sense, the consultative democracy refers to the system of multi-party cooperation and political consultation in our country, and it is an institutionalized democratic mechanism. This paper combs the process of China's deliberative democracy from the historical and realistic point of view, analyzes the origin, formation and development of the consultative democracy with Chinese characteristics, and finds out its unique development context. Theoretically, it expounds and demonstrates its main characteristics and historical experience, so as to grasp the basic connotation of consultative democracy with Chinese characteristics as a whole and the future trend of the development of socialist democratic politics. And further expounds the contemporary value and significance of consultative democracy with Chinese characteristics. This paper holds that the ideological origin of deliberative democracy with Chinese characteristics comes from China's long Confucian ideology and "harmony" political and cultural tradition, and its ideological basis comes from Marxist party theory, United front theory and people's democratic theory. In the practice of the Communist Party of China leading the revolution and development of China, the theoretical innovation has been continuously completed. The forming process of consultative democracy with Chinese characteristics has gone through the embryonic stages of the Anti-Japanese War period and the New Democratic Revolution period. From the early period of the founding of the people's Republic of China to the period of the Cultural Revolution and the stage of establishment after the reform and development. In the process of formation and development, the inclusive nature of the consultative democracy with Chinese characteristics and that of the Western consultative democracy, The core characteristics such as equality and negotiation have some similarities, at the same time, they have the main characteristics of solid leadership core, solid system structure and unique way of realization. On this basis, The paper analyzes the value, experience and development direction of the consultative democracy with Chinese characteristics in a way of thinking and prospect. China should further adhere to and improve the democratic form of consultative democracy with Chinese characteristics, and further expand orderly political participation. The development of socialist democratic politics and the construction of socialist political civilization will make our society more harmonious, orderly and full of vitality.
