【摘要】：改革開放以來,城市社會的實(shí)際情況發(fā)生了翻天覆地的變化;相比之下,城市社會的管理體制的改革卻相對滯后,城市原有的管理體制、運(yùn)行方式、管理隊(duì)伍和服務(wù)設(shè)施,已經(jīng)無法適應(yīng)轉(zhuǎn)型時(shí)期的社會巨變。隨著經(jīng)濟(jì)體制的改革,市場經(jīng)濟(jì)的快速發(fā)展,單位制的解體和社區(qū)民主建設(shè)的開展,在單位制逐漸衰落的過程中,我國城市基層社區(qū)的地位、作用日益突出。然而,我國城市社區(qū)民主建設(shè)的現(xiàn)狀并不樂觀,民主建設(shè)水平比較滯后,問題重重。所以,加強(qiáng)我國城市社區(qū)民主建設(shè)就顯得尤為重要。本文擬就此展開論述。 本文主要在中國特色社會主義框架內(nèi)討論問題,試圖對社區(qū)民主這一新生事物進(jìn)行較為全面的研究。本文共分為五個部分對促進(jìn)城市社區(qū)民主的發(fā)展進(jìn)行探討。第一部分是文獻(xiàn)綜述,主要闡述了本論題的選題目的和意義、國內(nèi)外研究現(xiàn)狀、研究方法和研究重點(diǎn)、難點(diǎn)。第二部分對城市社區(qū)民主的相關(guān)概念及其發(fā)展歷程進(jìn)行了闡述,指出城市社區(qū)民主的作用和意義在于溝通國家與社會關(guān)系、變革社會治理模式、整合轉(zhuǎn)型社會和創(chuàng)新人民民主實(shí)踐形式,是發(fā)展社會主義民主政治的基礎(chǔ)工程;第三部分主要對發(fā)展社區(qū)民主建設(shè)的條件和體制進(jìn)行了概括性總結(jié),指出要在發(fā)展城市社區(qū)民主中提升廣大人民群眾的民主參與水平,自主參與、理性參與、有序參與、擴(kuò)大參與;第四部分主要分析了現(xiàn)階段我國城市社區(qū)發(fā)展中存在的問題及成因,指出過強(qiáng)的行政干預(yù),民主主體的民主意識薄弱,黨內(nèi)民主制度建設(shè)滯后,法律法規(guī)不完備等,分析了這些現(xiàn)象的根本原因。第五部分是在第四部分的基礎(chǔ)上,結(jié)合我國發(fā)展城市社區(qū)民主實(shí)際情況,給出了解決問題的方略。
[Abstract]:Since the reform and opening up, the actual situation of urban society has undergone earth-shaking changes. In contrast, the reform of the management system of urban society has lagged behind, and the original management system, operation mode, management team and service facilities of the city have lagged behind. With the reform of the economic system, the rapid development of the market economy, the disintegration of the unit system and the development of the democratic construction of the community, the unit system has gradually declined. The status of urban grass-roots communities in China is increasingly prominent. However, the status quo of democratic construction in urban communities in China is not optimistic, the level of democratic construction is lagging behind, and there are many problems. It is particularly important to strengthen the democratic construction of urban communities in China. This paper mainly discusses the problems within the framework of socialism with Chinese characteristics. This paper is divided into five parts to discuss the development of urban community democracy. The first part is a literature review, which mainly describes the purpose and significance of this topic. The second part expounds the related concepts of urban community democracy and its development process, and points out that the role and significance of urban community democracy lies in the communication between the state and social relations. Reforming the social governance mode, integrating the transitional society and innovating the people's democratic practice form are the basic projects of developing socialist democratic politics. It is pointed out that it is necessary to promote the level of democratic participation of the broad masses of the people in the development of urban community democracy, to participate independently, to participate rationally, to participate in order and to expand participation. Part 4th mainly analyzes the existing problems and causes in the development of urban community in our country at present, points out that the administrative intervention is too strong, the democratic consciousness of the democratic subject is weak, the construction of the democratic system within the party is lagging behind, and the laws and regulations are not complete, etc. This paper analyzes the fundamental causes of these phenomena. Part 5th is based on the 4th part, combined with the actual situation of developing urban community democracy in our country, and gives the general plan to solve the problem.
