黨內(nèi)民主建設(shè)背景下的干部選拔任用機制改革研究

【摘要】:新時期,干部選拔任用機制改革己成為我國干部人事制度改革的重要內(nèi)容,是民主政治體制改革的核心內(nèi)容之一,也是我國整個社會政治改革攻堅階段的關(guān)鍵環(huán)節(jié)。在我國,以黨內(nèi)民主建設(shè)來推動干部選拔任用機制改革已成為大勢所趨。 文章以黨內(nèi)民主的發(fā)展與建設(shè)為大的理論框架和分析背景,以改革開放為分界點,考察了新中國成立后干部選拔任用機制的歷史發(fā)展,對這一發(fā)展過程進行了一個簡要的回顧。進入新世紀,特別是黨的十六大以后,黨內(nèi)民主建設(shè)的加強助推了干部選拔任用機制改革,干部選拔任用機制改革已經(jīng)成為新世紀社會政治發(fā)展的必然要求。文章以海南省干部選拔任用機制改革的探索為例,對其改革的內(nèi)容,取得的成效,改革過程中存在的問題進行了細致、詳實的闡述,從構(gòu)建干部選拔任用的民主機制、科學機制、監(jiān)督機制以及推動機制的制度化建設(shè)等四個方面提出了完善我國干部選拔任用機制的具體思路與方法,以期對解決這些問題提供一些參考,開創(chuàng)人盡其才、才盡其用的新局面。
[Abstract]:In the new era, the reform of the cadre selection and appointment mechanism has become an important part of the reform of the cadre and personnel system, one of the core contents of the reform of the democratic political system, and a key link in the whole stage of the social and political reform of our country. It has become a general trend to promote the reform of cadre selection and appointment mechanism by building democracy within the Party. Taking the development and construction of inner-party democracy as the theoretical framework and analytical background, and taking the reform and opening up as the dividing point, the article examines the historical development of the cadre selection and appointment mechanism after the founding of New China. In the new century, especially after the 16th National Congress of the Party, the strengthening of inner-party democracy has helped to reform the mechanism of selecting and appointing cadres. The reform of cadre selection and appointment mechanism has become an inevitable requirement of social and political development in the new century. The problems in the process of reform have been elaborated in detail, and the democratic mechanism and scientific mechanism for the selection and appointment of cadres have been constructed. Four aspects of supervision mechanism and institutional construction of promoting mechanism are put forward to perfect the concrete ideas and methods of selecting and appointing mechanism of cadres in our country, in order to provide some references for solving these problems, and to create a new situation in which people can make the best use of their talents.
