【摘要】：中國特色社會主義協(xié)商民主是中國特色社會主義民主政治的重要組成部分,構(gòu)建完善的中國社會主義協(xié)商民主是建立有別于西方選舉民主的符合國情的具有中國特色的民主政治制度的必然選擇。本文從四個方面對中國特色社會主義協(xié)商民主發(fā)展問題進(jìn)行了研究。首先,中國特色社會主義協(xié)商民主的內(nèi)涵和發(fā)展意義。開篇介紹了中國特色社會主義協(xié)商民主的概念和概念的形成過程及其主導(dǎo)性、實(shí)踐性、多樣性、和諧性四個特點(diǎn),并且從四個方面分析了其重要價值:理論上豐富和發(fā)展馬克思民主理論寶庫,實(shí)踐上探索社會主義民主政治實(shí)現(xiàn)形式,在國際環(huán)境上有利于有效應(yīng)對西方國家民主模式挑戰(zhàn),同時還可為世界民主政治發(fā)展提供中國方案。其次,中國特色社會主義協(xié)商民主的思想理論來源和實(shí)踐基礎(chǔ)。這一部分分別闡述了中國特色社會主義協(xié)商民主的理論和實(shí)踐來源問題。理論來源有三個方面:一是傳統(tǒng)文化方面,分別是天下為公的價值取向、民貴君輕的民主思想和和而不同的共處之道;二是馬克思主義民主政治理論方面,分別是馬克思主義統(tǒng)一戰(zhàn)線理論、政黨合作理論、民主政治理論;三是西方國家民主政治方面,分別是西方協(xié)商民主理論和普選民主形式中的協(xié)商意蘊(yùn)。中國社會主義協(xié)商民主的實(shí)踐基礎(chǔ)是革命時期中國共產(chǎn)黨領(lǐng)導(dǎo)統(tǒng)一戰(zhàn)線中的協(xié)商萌芽和建國后政治協(xié)商制度的初步建立及其在挫折中的發(fā)展。并且經(jīng)過建國后幾十年的發(fā)展,中國社會主義協(xié)商民主成果豐碩,協(xié)商民主分別在人民政協(xié)的實(shí)踐中、人民代表大會的實(shí)踐中、基層自治中和信息數(shù)字化中不斷得以踐行和拓展。再次,中國特色社會主義協(xié)商民主存在的問題及原因分析。中國社會主義協(xié)商民主在發(fā)展取到了豐碩成果,但也存在著問題,主要表現(xiàn)為協(xié)商民主參與主體要素發(fā)育不足、制度建設(shè)不夠完善、成果轉(zhuǎn)換艱難、民主文化氛圍不濃等方面。本文從協(xié)商民主自身的缺陷、選舉民主發(fā)展不完善和社會公民民主政治素養(yǎng)發(fā)育不全等視角分析了中國的協(xié)商民主發(fā)展不健全的原因。第四,推進(jìn)中國特色社會主義協(xié)商民主的對策思路。這部分首先提出了要正確處理好協(xié)商民主與選舉民主、中國共產(chǎn)黨與其他協(xié)商主體、國家層面與社會層面三個重要的關(guān)系,然后提出推進(jìn)中國特色社會主義協(xié)商民主發(fā)展的建議,分別是加強(qiáng)民主協(xié)商參與主體要培育、推進(jìn)協(xié)商民主制度完善、促進(jìn)民主協(xié)商成果落地和推動民主協(xié)商文化發(fā)育發(fā)展等。
[Abstract]:The consultative democracy of socialism with Chinese characteristics is an important part of democratic politics with Chinese characteristics. To build a perfect Chinese socialist consultative democracy is an inevitable choice to establish a democratic political system with Chinese characteristics, which is different from western electoral democracy. This paper deals with the socialist consultation with Chinese characteristics from four aspects. The issue of democratic development has been studied. First of all, The connotation and development significance of the socialist consultative democracy with Chinese characteristics are introduced in the beginning of the article. The concept and the forming process of the concept and its leading, practical, diverse and harmonious characteristics are introduced in the beginning of the article. It also analyzes its important value from four aspects: enriching and developing the treasure house of Marx's democratic theory theoretically, exploring the realization form of socialist democratic politics in practice, which is beneficial to meet the challenge of democratic model in western countries in the international environment. At the same time, it can also provide a Chinese plan for the development of democratic politics in the world. Secondly, The theoretical and practical sources of the deliberative democracy with Chinese characteristics are discussed in this part. The theoretical and practical sources of the deliberative democracy with Chinese characteristics are discussed in three aspects: first, the traditional culture. They are the value orientation of the world for the common, the democratic thought of the people and the noble monarchies and the way of coexistence between them; the second is the Marxist theory of democratic politics, the theory of the Marxist United front, the theory of political party cooperation, Theory of democratic politics; third, democratic politics in western countries, The practical basis of China's socialist consultative democracy is the germination of consultation in the United front of the Communist Party of China leadership during the revolutionary period and the political consultation after the founding of the people's Republic of China. And after decades of development after the founding of the people's Republic of China, China's socialist consultative democracy has yielded fruitful results. In the practice of the CPPCC and the people's congresses, the practice of grass-roots autonomy and information digitization has been continuously practiced and expanded. Once again, Analysis of the problems and causes of Consultative Democracy in Socialism with Chinese characteristics. The development of Chinese socialist deliberative democracy has achieved fruitful results, but there are also problems, which are mainly manifested in the lack of development of the main elements of the participative subject of the deliberative democracy. The system construction is not perfect, the result conversion is difficult, the democratic culture atmosphere is not strong and so on. From the perspective of imperfect development of electoral democracy and incomplete development of democratic political literacy of social citizens, this paper analyzes the reasons for the imperfect development of deliberative democracy in China. 4th, The first part of this part puts forward three important relations between the democracy of consultation and election, the CPC and other subject of consultation, the national level and the social level. Then some suggestions are put forward to promote the democratic development of the socialist consultation with Chinese characteristics, which are to strengthen the subject of democratic consultation, to promote the perfection of the democratic system of consultation, to promote the achievement of democratic consultation and to promote the development of democratic consultation culture.
