【摘要】：服務(wù)型政府，是就管理型、權(quán)力型、命令型政府而講的，是在公民本位、社會(huì)本位理念指引下，在整個(gè)社會(huì)民主秩序的范圍內(nèi)，通過(guò)法律規(guī)定程序，按照公民意愿組建起來(lái)的以為公民服務(wù)為宗旨而且擔(dān)負(fù)著服務(wù)責(zé)任的政府。服務(wù)型政府的基本特征包括：民主法制、權(quán)威、互動(dòng)、高效、有限。構(gòu)建服務(wù)型政府的理念包括合法性、法制性、透明性、責(zé)任性、回應(yīng)性、有效性、參與性、穩(wěn)定性、廉潔性、公正性等要求。 服務(wù)型政府的構(gòu)建是中國(guó)政府借鑒西方國(guó)家長(zhǎng)期的實(shí)踐，也就是“新公共管理”的成功經(jīng)驗(yàn)，結(jié)合中國(guó)實(shí)際國(guó)情提出來(lái)的。2004年中國(guó)政府首次提出建設(shè)服務(wù)型政府的目標(biāo)，全國(guó)各級(jí)政府在中央領(lǐng)導(dǎo)下積極實(shí)踐，，取得了輝煌的成就：政府機(jī)關(guān)的行政審批制度改革深化，服務(wù)型政府形象逐步確立；機(jī)關(guān)作風(fēng)建設(shè)加強(qiáng)，政府服務(wù)意識(shí)顯著增強(qiáng)；政府公共部門服務(wù)承諾制度的推行，政府服務(wù)水平和質(zhì)量明顯提高；政府政務(wù)公開(kāi)的全面推行，使服務(wù)體系逐步完善等等。但是，取得成績(jī)的同時(shí)，一些問(wèn)題也涌現(xiàn)出來(lái)，比如政府服務(wù)體制需要調(diào)適；政府服務(wù)制度需要健全；政府服務(wù)技術(shù)操作有需要調(diào)高；服務(wù)型政府的建設(shè)要求公務(wù)員整體素質(zhì)提高；政府公共服務(wù)的不完善引發(fā)市場(chǎng)混亂和社會(huì)失序等，產(chǎn)生這些問(wèn)題的原因有很多，本文將會(huì)就幾條主要原因進(jìn)行闡述。 中國(guó)建設(shè)服務(wù)型政府既要借鑒西方經(jīng)驗(yàn)，又不能完全照搬，必須將西方建設(shè)服務(wù)型政府的規(guī)律與中國(guó)的實(shí)際情況相結(jié)合，才能找到符合中國(guó)建設(shè)服務(wù)型政府的切實(shí)路徑�！瓣�(yáng)光計(jì)生行動(dòng)”是人口和計(jì)劃生育部門為深入貫徹落實(shí)黨的十七大精神，以“陽(yáng)光管理”為基礎(chǔ)，以“陽(yáng)光服務(wù)”為手段，以“陽(yáng)光維權(quán)”為保障，加強(qiáng)社會(huì)監(jiān)督，切實(shí)保障人民群眾在人口計(jì)生領(lǐng)域的知情權(quán)、參與權(quán)、表達(dá)權(quán)、監(jiān)督權(quán)和救濟(jì)權(quán)，加強(qiáng)黨風(fēng)廉政建設(shè)和反腐敗工作的新舉措，糾正行業(yè)不正之風(fēng)和加強(qiáng)行業(yè)作風(fēng)建設(shè)的新載體。“陽(yáng)光計(jì)生行動(dòng)”在解決服務(wù)型政府構(gòu)建問(wèn)題方面做出了很好的探索。 “陽(yáng)光計(jì)生行動(dòng)”的主要做法主要遵循堅(jiān)持以人為本、執(zhí)政為民的理念；注重加強(qiáng)領(lǐng)導(dǎo)，搞好結(jié)合；始終堅(jiān)持以群眾滿意為標(biāo)準(zhǔn)；采取建立保障和運(yùn)行體系等等一系列有效措施，有效地解決了我國(guó)在服務(wù)型政府構(gòu)建方面產(chǎn)生的問(wèn)題，成為我國(guó)服務(wù)型政府建設(shè)的一個(gè)典范。 鑒于“陽(yáng)光計(jì)生行動(dòng)”的成功啟示，筆者認(rèn)為，中國(guó)服務(wù)型政府的構(gòu)建應(yīng)當(dāng)遵循以下幾點(diǎn):堅(jiān)持政務(wù)公開(kāi)是建設(shè)服務(wù)型政府的必要前提；堅(jiān)持群眾路線是建設(shè)服務(wù)型政府的推動(dòng)力量；堅(jiān)持利益導(dǎo)向是建設(shè)服務(wù)型政府的重要條件；堅(jiān)持明確標(biāo)準(zhǔn)是建設(shè)服務(wù)型政府的重要內(nèi)容。
[Abstract]:The service-oriented government is talking about management-oriented, power-oriented and command-oriented government. Under the guidance of the concept of citizen standard and social standard, and within the scope of the democratic order of the whole society, the procedures are prescribed by law. A government formed in accordance with the will of the citizen to serve its citizens and be responsible for service. The basic features of a service-oriented government include: democracy and the rule of law, authority, interaction, and efficiency. The concept of building a service-oriented government includes the requirements of legitimacy, legality, transparency, accountability, responsiveness, effectiveness, participation, stability, integrity, impartiality, and so on. The construction of service-oriented government is put forward by the Chinese government for reference from the long-term practice of western countries, that is, the successful experience of "new public management", and combined with the actual conditions of China. In 2004, the Chinese government put forward the goal of building a service-oriented government for the first time. Under the leadership of the central government, the governments at all levels of the country have made brilliant achievements: deepening the reform of the administrative examination and approval system of the government organs, gradually establishing the image of the service-oriented government, strengthening the construction of the work style of the organs, and strengthening the government's consciousness of service; With the implementation of the service commitment system in the government public sector, the level and quality of government services have improved significantly, and the overall implementation of government affairs openness has gradually improved the service system. However, while achievements have been made, some problems have also emerged. For example, the government service system needs to be adjusted; the government service system needs to be improved; the technical operation of the government service needs to be upgraded; the construction of the service-oriented government requires the improvement of the overall quality of the civil servants. The imperfect government public service leads to market chaos and social disorder. There are many reasons for these problems. This paper will explain several main reasons. China's service-oriented government should not only learn from the experience of the West, but also not copy it completely. It is necessary to combine the laws of the construction of service-oriented government in the West with the actual situation in China. In order to find a practical path in line with the construction of a service-oriented government in China, the "sunshine family planning action" is a means for the population and family planning departments to carry out the spirit of the 17th National Congress of the Party in depth, to take "sunshine management" as the foundation and "sunshine service" as a means. To strengthen social supervision and ensure the people's right to know, participate in, express, supervise and remedy the work in the field of population and family planning, and to strengthen the construction of a clean and honest party and anti-corruption work. Correcting the unhealthy trend of the industry and strengthening the new carrier of the construction of the trade style. "the action of sunshine family planning" has made a good exploration in solving the problem of the construction of the service-oriented government. The main practice of "sunshine family planning action" is to adhere to the concept of "people-oriented, ruling for the people", pay attention to strengthen leadership, do well in combination, always adhere to the standard of mass satisfaction; A series of effective measures, such as establishing guarantee and operation system, have effectively solved the problems arising from the construction of service-oriented government in China, and become a model for the construction of service-oriented government in our country. In view of the successful enlightenment of "sunshine family planning action", the author believes that the construction of service-oriented government in China should follow the following points: insisting on the openness of government affairs is the necessary prerequisite for the construction of service-oriented government; Adhering to the mass line is the driving force of building a service-oriented government, insisting on the guidance of interests is an important condition for the construction of a service-oriented government, and insisting on clear standards is an important content of the construction of a service-oriented government.
