【摘要】：二十世紀(jì)六七十年代以來,隨著以電視、電話、計(jì)算機(jī)網(wǎng)絡(luò)等為代表的電子信息技術(shù)的快速發(fā)展以及西方傳統(tǒng)代議制民主赤字的出現(xiàn),利用電子信息技術(shù)來增進(jìn)政治民主的民主新形式的“電子民主”應(yīng)運(yùn)而生。而幾乎與此同時(shí),伴隨著通訊信息技術(shù)的快速發(fā)展,社會(huì)媒介形式不斷發(fā)生深刻變革,以計(jì)算機(jī)互聯(lián)網(wǎng)為代表的“新媒體”逐漸取代報(bào)紙、廣播、電視等傳統(tǒng)媒體形式開始進(jìn)入了社會(huì)生活,并直接對(duì)社會(huì)公眾的生活方式和政府的公共管理行為產(chǎn)生了巨大影響。 改革開放以來,伴隨著中國(guó)經(jīng)濟(jì)的快速發(fā)展以及其取得的巨大成功,當(dāng)代中國(guó)社會(huì)正在不自覺的進(jìn)入社會(huì)政治領(lǐng)域的轉(zhuǎn)型期。在中國(guó)的民主政治文明建設(shè)進(jìn)程中,如何利用科技、社會(huì)發(fā)展的后發(fā)優(yōu)勢(shì),從戰(zhàn)略高度審視新媒體背景下中國(guó)電子民主發(fā)展的重大意義與可行性,并進(jìn)而提出切實(shí)可行的發(fā)展辦法,對(duì)新世紀(jì)中國(guó)快速躋身世界綜合性大國(guó)行列具有重要意義。 本文以民主理論為基礎(chǔ),結(jié)合國(guó)內(nèi)外相關(guān)領(lǐng)域先進(jìn)發(fā)展經(jīng)驗(yàn)和中國(guó)的現(xiàn)實(shí)國(guó)情,理論聯(lián)系實(shí)際,首先,從準(zhǔn)確把握“電子民主”和“新媒體”的具體內(nèi)涵出發(fā),深入分析了國(guó)內(nèi)外新媒體和電子民主的發(fā)展現(xiàn)狀及其社會(huì)影響;其次,以我國(guó)當(dāng)代社會(huì)公民高漲的政治參與熱情和現(xiàn)今中國(guó)社會(huì)新媒體領(lǐng)域的蓬勃發(fā)展為契機(jī),指出了新媒體背景下當(dāng)代中國(guó)電子民主構(gòu)建所面臨的良好發(fā)展機(jī)遇;再次,結(jié)合中國(guó)的信息化建設(shè)成果、電子政務(wù)發(fā)展現(xiàn)狀、民主政治發(fā)展環(huán)境、新媒體領(lǐng)域發(fā)展?fàn)顩r等各個(gè)方面,從理論可行性和現(xiàn)實(shí)可行性兩大方面嚴(yán)密分析了新媒體背景下中國(guó)電子民主構(gòu)建的可行性;最后,從政治環(huán)境的完善、技術(shù)應(yīng)用模式、媒介素養(yǎng)工程和法律制度保障四大方面提出了新媒體背景下中國(guó)電子民主的綜合構(gòu)建方法,以期為中國(guó)民主政治的深入發(fā)展提供新的視角和積極建議。
[Abstract]:Since 20th century, with the rapid development of electronic information technology, represented by television, telephone and computer network, and the emergence of the western traditional representative democracy deficit, The new form of "electronic democracy", which uses electronic information technology to promote political democracy, emerges as the times require. At the same time, with the rapid development of communication and information technology, the forms of social media continue to undergo profound changes. The "new media", represented by the computer Internet, has gradually replaced the traditional media forms, such as newspapers, radio, television and so on, and has had a great impact on the way of life of the public and the public administration behavior of the government. Since the reform and opening up, with the rapid development of China's economy and its great success, the contemporary Chinese society is involuntarily entering the transformation period of social and political fields. In the course of the construction of democratic political civilization in China, How to make use of the advantage of science and technology and social development to examine the significance and feasibility of the development of electronic democracy in China under the background of new media from a strategic perspective, and then put forward practical development methods. It is of great significance for China to rapidly join the ranks of the world's comprehensive powers in the new century. Based on the theory of democracy, combining the advanced development experience of related fields at home and abroad and the reality of China, this paper combines theory with practice. Firstly, it starts from accurately grasping the specific connotation of "electronic democracy" and "new media". This paper deeply analyzes the development status and social impact of new media and electronic democracy at home and abroad. Secondly, it takes the rising enthusiasm of citizens' political participation and the booming development of new media in Chinese society as an opportunity. The paper points out the good development opportunities of the construction of electronic democracy in contemporary China under the background of new media, and thirdly, combines the achievements of China's information construction, the current situation of e-government development, and the environment of democratic political development. This paper analyzes the feasibility of the construction of electronic democracy in China under the background of new media from the aspects of theoretical feasibility and practical feasibility, and finally, from the perfection of political environment, the mode of technology application, and so on. Four aspects of media literacy engineering and legal system guarantee are put forward in order to provide a new angle of view and positive suggestions for the further development of Chinese democratic politics in the light of the comprehensive construction method of Chinese electronic democracy under the new media background.
