【摘要】： 黨內(nèi)民主是黨的生命,對人民民主具有重要的示范和帶動作用。它是馬克思主義黨建學說和無產(chǎn)階級政治學說的重要組成部分,研究和解決好馬克思主義政黨的黨內(nèi)民主課題,具有重要的理論和實踐意義。黨的十七大報告強調(diào)指出:“積極推進黨內(nèi)民主建設(shè),著力增強黨的團結(jié)統(tǒng)一”。這是我們黨總結(jié)歷史經(jīng)驗得出的科學結(jié)論,也是我們黨對共產(chǎn)黨執(zhí)政規(guī)律認識的進一步深化。 本文以論黨的十七大在擴大黨內(nèi)民主上的新貢獻為題,全文由導論、正文四章和結(jié)束語組成。正文第一章從宏觀上剖析了黨內(nèi)民主的科學內(nèi)涵,并進一步闡述了發(fā)展黨內(nèi)民主的重要意義;第二章系統(tǒng)回顧了馬克思主義黨內(nèi)民主理論的歷史發(fā)展,簡要概述了從馬克思恩格斯對黨內(nèi)民主的理論認識、到列寧對黨內(nèi)民主理論認識的深化、再到中國共產(chǎn)黨對黨內(nèi)民主理論的探索與發(fā)展過程;第三章著重闡釋了黨的十七大在黨內(nèi)民主理念上所作出的一些突出新貢獻,從“黨內(nèi)民主與黨內(nèi)集中”、“黨內(nèi)民主與人民民主”、“黨員民主權(quán)利”三大關(guān)系方面具體來進行了探討;第四章重點在制度建設(shè)層面對黨的十七大所作的新貢獻進行了論析,在有關(guān)黨內(nèi)民主的制度構(gòu)成中,著重分析了黨代表任期制、黨委會制度、選舉制度等對于發(fā)展黨內(nèi)民主的作用,并提出了健全完善相關(guān)制度的具體對策。 本文采用縱向歷史比較法,系統(tǒng)地分析了黨的十七大在黨內(nèi)民主理念和制度建設(shè)上所作的新貢獻,這些思考反映了本文作者解放思想、勇于創(chuàng)新的心意,希望對相關(guān)領(lǐng)域?qū)＜覍W者的研究能夠有所助益。
[Abstract]:Inner-Party democracy is the life of the Party and plays an important role in demonstrating and driving people's democracy. It is an important part of Marxist theory on party building and proletarian politics. It is of great theoretical and practical significance. The report of the 17th National Congress of the Communist Party of China emphatically pointed out: "actively promote the building of democracy within the party and strive to strengthen the unity and unity of the party." this is the scientific conclusion reached by our party in summing up its historical experience. It is also the further deepening of our party's understanding of the ruling laws of the Communist Party. This paper discusses the new contribution of the Seventeenth National Congress of the Party in expanding inner-party democracy, which consists of an introduction, four chapters and concluding remarks. The first chapter of the text analyzes the scientific connotation of inner-party democracy from a macro point of view. The second chapter systematically reviews the historical development of Marxist theory of inner-party democracy and summarizes the theoretical understanding of inner-party democracy from Marx and Engels. To the deepening of Lenin's understanding of the theory of inner-party democracy, and then to the exploration and development of the CPC's theory of inner-party democracy. Chapter three focuses on explaining some outstanding new contributions made by the 17th National Congress of the CPC in the concept of inner-party democracy. This paper discusses the relationship between "inner-party democracy and centralization", "inner-party democracy and people's democracy", "democratic rights of party members", and analyzes the new contributions made by the Seventeenth National Congress of the Communist Party of China at the level of system construction in Chapter 4th. In the constitution of the system of inner-party democracy, the functions of the term system of party representative, the system of party committee and the system of election for the development of inner-party democracy are analyzed emphatically, and the concrete countermeasures to perfect the relevant system are put forward. By using the method of vertical historical comparison, this paper systematically analyzes the new contributions made by the 17th National Congress of the Party in the construction of democratic ideas and systems within the Party. These reflections reflect the author's intention of emancipating the mind and daring to innovate. It is hoped that it will be helpful to the research of experts and scholars in related fields.
