【摘要】：正近年來(lái),江蘇省沛縣通過(guò)健全完善民主、法治、監(jiān)督三位一體的制度體系,加強(qiáng)對(duì)權(quán)力運(yùn)行的監(jiān)督制約,提高公共權(quán)力運(yùn)行的科學(xué)化、規(guī)范化水平。2012年初,全縣千名干部自帶干糧到村組、農(nóng)戶家中調(diào)研,共收集意見(jiàn)建議400余條,形成調(diào)研報(bào)告22篇。根據(jù)調(diào)研結(jié)果,當(dāng)年全縣組織實(shí)施總投資87億元的10類88項(xiàng)為民辦實(shí)事工程,讓發(fā)展成果普惠于民。沛縣把民主作為科學(xué)決策的基礎(chǔ),實(shí)施"重大事項(xiàng)深入調(diào)研、了解民情,雙向討論、集中民智,征求意見(jiàn)、服從民愿,集體決策、尊重民意,跟蹤問(wèn)效、保障民利"的五步民主決策法。每年對(duì)重大事項(xiàng)的安排,先由縣委、縣政府依據(jù)調(diào)研情況提出初步意向,然后下發(fā)到基層單位征求意見(jiàn),
