【摘要】：社會轉(zhuǎn)型時期，各種社會矛盾開始凸顯，給我國傳統(tǒng)的社會管理模式帶來了巨大的挑戰(zhàn)，嚴峻的社會安全形勢要求必須我們進行社會管理創(chuàng)新。 本文從公眾參與社會管理的概念界定入手，分析了公眾參與社會管理的理論依據(jù)。同時針對新時期社會管理領(lǐng)域出現(xiàn)的新變化及其帶的挑戰(zhàn)，闡述了公眾參與社會管理的必要性。同時本文對西方國家在社會管理方面的經(jīng)驗和探索進行闡述，并結(jié)合我國在公共參與社會管理方面的研究，系統(tǒng)分析了我國在公眾參與社會管理問題的諸多問題。從總體來看，我國社會管理方面存在著社會階層的、收入結(jié)構(gòu)、人口結(jié)構(gòu)、公民價值觀念和社會的組織、動員方式的變化，這些變化帶來了社會管理的挑戰(zhàn)。然而，在新形勢下我國公眾參與社會管理嚴重不足，，主要表現(xiàn)為公眾參與社會管理缺乏體制保障；公眾參與社會管理的意識和參與能力不強；公眾與政府社會管理方面的溝通、協(xié)同不夠，并缺乏實效性。從主體上看，社會管理可以分為政府力量和社會力量。盡管政府在社會管理方面承擔著主要職責，但面對復(fù)雜的形勢變化，必然充分發(fā)揮社會自身的力量，與政府的管理職能有機結(jié)合起來，才能形成社會管理新格局。在創(chuàng)新社會管理的過程中，需要完善公眾參與社會管理的法制體系，培育社會管理的公眾主體，充分發(fā)揮人民團體和基層群眾自治組織的社會管理作用，同時要創(chuàng)新公眾參與社會管理機制，并加強政府與公眾在社會管理方面的協(xié)同。
[Abstract]:During the period of social transformation, various kinds of social contradictions began to highlight, which brought great challenges to the traditional social management model of our country. The severe social security situation required us to carry on the social management innovation. Starting with the definition of the concept of public participation in social management, this paper analyzes the theoretical basis of public participation in social management. At the same time, it aims at the new changes and challenges in the field of social management in the new period. This paper expounds the necessity of public participation in social management. At the same time, this paper expounds the experience and exploration of western countries in social management, and combines the research on public participation in social management in our country. This paper systematically analyzes many problems of public participation in social management in our country. In general, there are social stratum, income structure, population structure, civic values and social organization in our social management. The change of mobilization mode brings challenges to social management. However, in the new situation, the public participation in social management in China is seriously inadequate, mainly because of the lack of institutional protection of public participation in social management; The awareness and ability of public participation in social management is not strong; the communication between the public and the government in social management is not coordinated enough, and it lacks effectiveness. Social management can be divided into government forces and social forces. Although the government bears the main responsibility in social management, but in the face of the complex situation changes, it must give full play to the power of the society itself, and combine with the management functions of the government organically. In order to form a new pattern of social management, it is necessary to perfect the legal system of public participation in social management and cultivate the public main body of social management in the process of innovating social management. It is necessary to give full play to the social management role of people's organizations and grass-roots mass autonomous organizations, at the same time to innovate the mechanism of public participation in social management, and to strengthen the coordination between the government and the public in social management.
