【摘要】：隨著我國社會主義現(xiàn)代化建設的不斷發(fā)展,人民主體意識的不斷增強,社會信息的透明化以及加速傳播,我國政府部門的管理效能面臨著全新的挑戰(zhàn)及要求,而政務公開正是我國政府適應這一新要求的必然措施。政務公開作為社會主義民主政治建設的一個重要方面,對推動社會主義民主政治建設和法治國家建設、推進我國政府管理體制和改革方式、改善政權(quán)機關(guān)施政方式和工作作風、制約權(quán)力和防治腐敗、完善我國民主政治制度、提高我國政府的執(zhí)政能力和水平等方面都具有極其重要的意義。運城市是一個農(nóng)業(yè)大市,農(nóng)村經(jīng)濟更是重中之重。近年來,我國高度重視“三農(nóng)”問題的發(fā)展,并采取各項惠農(nóng)政策扶持農(nóng)業(yè),但由于涉及人群廣,分配過程不公開、不透明,導致貪污腐敗、干群關(guān)系緊張、涉農(nóng)信訪量居高不下。現(xiàn)階段正處在由農(nóng)業(yè)大市邁進農(nóng)業(yè)強市的重要階段,創(chuàng)新政務公開,使群眾更加便捷、真實地了解與自身利益密切相關(guān)的事項,成為運城市政府亟待解決的問題,建設陽光政府已成為必然的趨勢。本文從政務公開的基本概念出發(fā),界定了政務公開的內(nèi)容;通過對國內(nèi)外政務公開的發(fā)展和運城本市政務公開現(xiàn)狀等方面的分析,對運城市推行政務公開工作中存在的主要問題進行了探討;通過研究國外地方政府和國內(nèi)其他地方政府推行政務公開工作的案例,總結(jié)經(jīng)驗、探討規(guī)律,并結(jié)合本市政治、經(jīng)濟發(fā)展的具體情況,提出該市政務公開工作的新思路和實質(zhì)性的建議,推動運城政務公開工作再上一個新臺階。
[Abstract]:With the continuous development of the socialist modernization construction, the continuous enhancement of the people's subjective consciousness, the transparency of social information and the accelerated dissemination of social information, the management efficiency of government departments in China is facing new challenges and requirements. As an important aspect of the construction of socialist democratic politics, it is necessary for our government to promote the construction of socialist democratic politics and the construction of a country ruled by law. We should promote our government management system and reform, improve the administration and work style of the organs of political power, restrict power and prevent corruption, and improve our democratic political system. It is of great significance to improve the ruling ability and level of our government. Yuncheng is a big agricultural city, and the rural economy is the most important one. In recent years, our country attaches great importance to the development of the "three rural issues". And adopted various preferential agricultural policies to support agriculture, but due to the large number of people involved, the distribution process was not open and transparent, resulting in corruption and tension between cadres and the masses. The volume of letters and visits concerning agriculture is high. At this stage, we are at an important stage of moving from a large agricultural city to a strong agricultural city. By innovating the open government affairs, we can make the masses more convenient and truly understand the matters closely related to their own interests. The construction of Sunshine Government has become an inevitable trend for the Yuncheng government to be solved urgently. This paper defines the content of the government affairs openness from the basic concept of government affairs openness; Based on the analysis of the development of the open government affairs at home and abroad and the present situation of the open government affairs in Yuncheng City, this paper probes into the main problems existing in the implementation of the open government affairs work in Yuncheng City. By studying the cases of local governments in foreign countries and other local governments at home in carrying out the work of making government affairs public, summing up experience, discussing laws, and combining the specific situation of political and economic development in this city, This paper puts forward new ideas and substantive suggestions for the opening of government affairs in Yuncheng, and promotes the work of opening government affairs in Yuncheng to a new level.
