【摘要】：共識建構(gòu)是協(xié)商民主的核心價值、關(guān)鍵特征和終極目標(biāo),協(xié)商民主通過建構(gòu)共識從而得以消解公共事件�，F(xiàn)實(shí)中政治系統(tǒng)的日漸開放和公民參與意識的強(qiáng)化為協(xié)商民主的實(shí)踐提供了土壤。但是如何能在具體事務(wù)的處理中合理靈活有效地應(yīng)用協(xié)商民主,促使各方形成最大公約數(shù)、達(dá)成共識還有待深入研究。論文從協(xié)商民主理論的視角,以青海XX環(huán)境公共事件為案例,分析當(dāng)前環(huán)境類公共事件發(fā)生過程,并根據(jù)政府—企業(yè)—公眾—第三方的多元主體分析模式,認(rèn)為主體間的合作與平等是協(xié)商民主的基本價值訴求。因此各主體轉(zhuǎn)變態(tài)度,科學(xué)理性協(xié)商;擴(kuò)大主體范圍,多元協(xié)商是化解此類風(fēng)險的必由之路。唯有各利益相關(guān)者在客觀、科學(xué)、理性的基礎(chǔ)上,所構(gòu)建的共識才是完全破解當(dāng)前困局的根本路徑。
[Abstract]:Consensus building is the core value, key characteristics and ultimate goal of deliberative democracy. In reality, the gradual opening of political system and the strengthening of citizen's participation consciousness provide the soil for the practice of consultative democracy. But how can we handle the concrete affairs? The rational, flexible and effective application of consultative democracy, From the perspective of the theory of deliberative democracy, this paper takes XX environmental public events in Qinghai as a case to analyze the process of occurrence of environmental public events. According to the multi-subject analysis model of government, enterprise, public and third party, the author thinks that the cooperation and equality among the subjects are the basic value demands of consultative democracy. Pluralistic negotiation is the only way to resolve this kind of risk. Only on the basis of objectivity, science and rationality, can the consensus be the fundamental way to solve the current predicament completely.
