【摘要】： 中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度是我國(guó)的一項(xiàng)基本政治制度。民主黨派作為參政黨,參政議政、民主監(jiān)督是其基本職能。民主監(jiān)督是共產(chǎn)黨與民主黨派互相監(jiān)督的的一個(gè)方面,其中民主黨派的監(jiān)督又是互相監(jiān)督的重點(diǎn)。民主監(jiān)督作為黨外監(jiān)督體系中的重要組成部分在執(zhí)政黨政策制定中發(fā)揮了十分重要的作用。進(jìn)入新世紀(jì),進(jìn)一步發(fā)揮民主黨派在民主監(jiān)督中的作用,是堅(jiān)持和完善中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度的重要內(nèi)容之一,對(duì)于加強(qiáng)和改善中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo),提高執(zhí)政能力和水平,進(jìn)一步推進(jìn)我國(guó)政治文明建設(shè),具有十分重要的意義和作用。但是我們應(yīng)該看到,民主黨派兩大基本職能中,民主監(jiān)督較之參政議政顯得比較薄弱。 本文主要從我國(guó)公共政策的特征以及多黨合作、民主監(jiān)督的性質(zhì)和作用于政府公共政策的方式、渠道等入手,分析民主黨派同執(zhí)政黨就構(gòu)建社會(huì)主義和諧社會(huì)所涉及的國(guó)家路線、方針、政策及政治、經(jīng)濟(jì)、文化和社會(huì)生活中的重大問題如何進(jìn)行有效的監(jiān)督作用,以實(shí)現(xiàn)政府公共政策的科學(xué)化和民主化。 本文結(jié)構(gòu)上首先從闡述政黨在公共政策中的民主監(jiān)督的理論為基礎(chǔ),對(duì)公共政策、公共決策、政黨監(jiān)督、民主監(jiān)督等概念進(jìn)行了系統(tǒng)分析,并介紹了西方的分權(quán)制衡監(jiān)督以及我們國(guó)家的多黨合作下的民主監(jiān)督。同時(shí)又以近幾年山東省部分地市民主黨派的民主監(jiān)督作用發(fā)揮為例,分析了多黨合作與民主監(jiān)督的實(shí)踐意義以及發(fā)揮民主監(jiān)督職能的價(jià)值與優(yōu)勢(shì)、參與公共政策制定的真實(shí)情形等。在此基礎(chǔ)上進(jìn)一步探討了民主黨派在公共政策中監(jiān)督作用存在的問題及原因,并從完善民主黨派監(jiān)督的機(jī)制與政治環(huán)境,促進(jìn)公共政策的民主化、科學(xué)化,擴(kuò)大民主黨派監(jiān)督的形式和渠道三方面分析民主黨派在公共政策中發(fā)揮監(jiān)督作用的對(duì)策。 通過分析進(jìn)一步在理論上正確認(rèn)識(shí)民主黨派民主監(jiān)督的性質(zhì)和民主黨派民主監(jiān)督的法律地位,促進(jìn)以制度建設(shè)為重點(diǎn),健全民主黨派民主監(jiān)督運(yùn)行機(jī)制。從制度內(nèi)尋找民主黨派民主監(jiān)督突破口,將民主監(jiān)督的內(nèi)容、范圍、方式、程序、反饋、保障等規(guī)范化、制度化、程序化,從而克服民主黨派監(jiān)督的隨意性和軟弱性。同時(shí),在當(dāng)前我國(guó)進(jìn)入構(gòu)建社會(huì)主義和諧社會(huì)的重要?dú)v史時(shí)期,希望通過此項(xiàng)研究能夠有助于提高政府決策水平和工作效率,打造服務(wù)政府、責(zé)任政府和法治政府,不斷完善政府決策機(jī)制,逐步健全政府管理體制,在推進(jìn)社會(huì)主義和諧社會(huì)建設(shè)進(jìn)程中發(fā)揮應(yīng)有的作用。
[Abstract]:The multi - party cooperation and political consultation system under the leadership of the Communist Party of China is a basic political system in our country . The democratic parties , as a political party , participate in political affairs and democratic supervision , are the basic functions of our country . The democratic supervision is one of the important parts of the supervision of the Communist Party and the democratic parties . The democratic supervision plays a very important role in the development of the ruling party ' s policy . Starting from the characteristics of public policy in our country and the nature and function of the multi - party cooperation and democratic supervision , this paper analyzes how the democratic parties and the ruling party can effectively supervise the national route , policy , policy and political , economic , cultural and social life involved in the construction of the socialist harmonious society , so as to realize the scientific and democratization of public policy of government . Based on the theory of democratic supervision of political parties in public policy , this paper systematically analyzes the concepts of public policy , public decision making , political party supervision and democratic supervision . Through the analysis of the nature of democratic parties ' democratic supervision and the legal status of democratic party democratic supervision , it is necessary to improve government decision - making level and working efficiency , to build service government , responsible government and rule of law government , to improve the government decision - making mechanism , to improve the government management system , and to play a proper role in the process of building a harmonious socialist harmonious society .
