【摘要】： 黨的十七大報(bào)告指出,發(fā)展基層民主,保障廣大人民群眾享有更多更切實(shí)的民主權(quán)利。人民群眾依靠憲法和法律直接行使民主權(quán)利,共同管理基層公共事務(wù)與公益事業(yè),實(shí)行自我管理、自我教育、自我服務(wù)、自我監(jiān)督,對(duì)廣大干部實(shí)行民主監(jiān)督,是人民群眾當(dāng)家作主最有效與最廣泛的途徑,必須作為社會(huì)主義民主政治建設(shè)的基礎(chǔ)性工程重點(diǎn)推進(jìn)。這表明了黨和國(guó)家對(duì)我國(guó)基層民主建設(shè)的高度重視。黨的十六屆四中全會(huì)明確提出了構(gòu)建社會(huì)主義和諧社會(huì)的重大戰(zhàn)略任務(wù),并提出了構(gòu)建社會(huì)主義和諧社會(huì)的基本要求�；鶎用裰鹘ㄔO(shè)是社會(huì)主義民主政治建設(shè)的重要內(nèi)容,也是構(gòu)建社會(huì)主義和諧社會(huì)的政治基石和重要保障。在一定意義上說(shuō),沒(méi)有社會(huì)主義基層民主,就沒(méi)有社會(huì)主義和諧社會(huì)。 在當(dāng)前構(gòu)建社會(huì)主義和諧社會(huì)的背景下,我國(guó)基層民主建設(shè)已取得了巨大的成就,但同時(shí)也存在著種種突出的問(wèn)題。鑒于此,本文共分為三部分,第一部分介紹加強(qiáng)基層民主建設(shè)是構(gòu)建社會(huì)主義和諧社會(huì)的基礎(chǔ)工程,第二部分分析構(gòu)建和諧社會(huì)過(guò)程中我國(guó)基層民主建設(shè)的發(fā)展現(xiàn)狀,包括構(gòu)建和諧社會(huì)過(guò)程中我國(guó)基層民主建設(shè)所取得的成就和存在的突出問(wèn)題,第三部分提出構(gòu)建和諧社會(huì)過(guò)程中加強(qiáng)與完善基層民主建設(shè)的對(duì)策建議。通過(guò)對(duì)本文的分析和研究,為新形勢(shì)下進(jìn)一步加強(qiáng)和完善我國(guó)基層民主建設(shè)提供了有益的探索,同時(shí)也對(duì)建設(shè)有中國(guó)特色社會(huì)主義民主政治和構(gòu)建社會(huì)主義和諧社會(huì)具有重要的理論價(jià)值和實(shí)踐意義。
[Abstract]:The report of the 17th National Congress of the CPC pointed out that the development of grass-roots democracy will ensure that the broad masses enjoy more and more practical democratic rights. The people rely on the Constitution and the law to directly exercise their democratic rights and jointly manage grass-roots public affairs and public welfare undertakings. Self-management, self-education, self-service, self-supervision and democratic supervision of cadres are the most effective and extensive ways for the masses to become masters of their own affairs. This shows that the Party and the state attach great importance to the building of democracy at the grass-roots level in China. The fourth Plenary session of the 16 CPC Central Committee clearly proposed the construction of socialist harmony. The great strategic task of society, It also puts forward the basic requirements for building a harmonious socialist society. The construction of grass-roots democracy is an important content of socialist democratic political construction, as well as the political cornerstone and important guarantee of building a socialist harmonious society. Without socialist grassroots democracy, there would be no socialist harmonious society. In the context of building a harmonious socialist society, great achievements have been made in the construction of democracy at the grass-roots level in China, but at the same time there are various outstanding problems. In view of this, this paper is divided into three parts. The first part introduces that strengthening the construction of grass-roots democracy is the basic project of building a harmonious socialist society. The second part analyzes the current situation of the development of grass-roots democratic construction in the process of building a harmonious society. Including the achievements and outstanding problems in the process of building a harmonious society at the grass-roots level in China. The third part puts forward the countermeasures and suggestions to strengthen and perfect the grass-roots democratic construction in the process of building a harmonious society. Through the analysis and study of this paper, it provides a useful exploration for further strengthening and perfecting the grass-roots democratic construction in our country under the new situation. At the same time, it has important theoretical value and practical significance for the construction of socialist democratic politics with Chinese characteristics and the construction of socialist harmonious society.
