【摘要】：行政文化理論是行政管理研究中的重要問題,行政文化建設(shè)則是行政改革與行政發(fā)展的一個關(guān)鍵部分。行政文化變遷是行政文化發(fā)展的客觀過程與結(jié)果,研究行政文化變遷的理論與實踐問題,對于構(gòu)建行政文化理論體系,對于當前的行政改革都具有積極的意義。根據(jù)文化人類學(xué)中文化變遷的理論、行政生態(tài)學(xué)中行政環(huán)境與行政發(fā)展關(guān)系的理論以及馬克思主義中經(jīng)濟基礎(chǔ)與上層建筑的關(guān)系等理論,本文提出了行政文化變遷的內(nèi)涵(含義、內(nèi)容、特點、功能)、動力、方向和規(guī)律等理論觀點,梳理并總結(jié)了西方行政文化變遷的軌跡與經(jīng)驗,回顧、分析了我國行政文化變遷的歷程與存在的問題,并對我國行政文化的發(fā)展做了展望。行政文化變遷是指隨著時間的推移,行政文化在行政系統(tǒng)內(nèi)外力量的作用下,所發(fā)生的結(jié)構(gòu)、功能和模式的變化,是行政文化由低級向高級持續(xù)演變的客觀過程。行政文化變遷的內(nèi)容分為行政文化的創(chuàng)新、傳播與社會化等形式內(nèi)容與行政意識、行政理念和行政思想的變遷等實際內(nèi)容兩個方面。行政文化變遷具有創(chuàng)新性、持續(xù)性、差異性、前進性與曲折性、融合性與整合性的特征,其基本功能是實現(xiàn)行政文化的與時俱進,進而引起、指導(dǎo)和規(guī)范行政發(fā)展。行政文化變遷的動力主要有行政文化內(nèi)容和結(jié)構(gòu)的變動、行政體系的變化和革新、社會文化環(huán)境的變化、經(jīng)濟的不斷發(fā)展幾個方面。未來行政文化將向服務(wù)型、開放型、責(zé)任型與有限型以及價值多元化行政文化變遷。其變遷遵循生產(chǎn)力適應(yīng)律、功能結(jié)構(gòu)律、目的自然決定律、加速變遷律等規(guī)律。對歐洲大陸(法國、德國)、英國、美國和日本等西方主要國家行政文化的生成、發(fā)展、挫折、進步的軌跡進行梳理,結(jié)合這些國家的政治史與行政史,從宏觀上展示西方行政文化變遷的全貌。西方行政文化的變遷具有民主法治的傳統(tǒng),始終以行政發(fā)展為基礎(chǔ)且各國之間的差異明顯,同時也驗證了本文提出的行政文化變遷規(guī)律。推動中國行政文化的發(fā)展是本文的最終目的,因此本文落腳于中國行政文化的變遷問題。將我國行政文化變遷的歷程分為中華人民共和國成立之前的傳統(tǒng)行政文化階段、中華人民共和國成立到改革開放之前的行政文化過渡階段和改革開放后的現(xiàn)代行政文化階段。提出我國行政文化的變遷存在發(fā)展模式單一、創(chuàng)新能力不強、封閉性強及滯后于制度變遷等問題。未來,我國行政文化的發(fā)展將方向更加明確、主體更加多元、方式更加優(yōu)化以及與行政發(fā)展聯(lián)系更加緊密。
[Abstract]:The theory of administrative culture is an important issue in the study of administrative management, and the construction of administrative culture is a key part of administrative reform and development. The change of administrative culture is the objective process and result of the development of administrative culture. The study of the theory and practice of administrative cultural change is of positive significance to the construction of administrative culture theoretical system and to the current administrative reform. According to the theory of cultural change in cultural anthropology, The theory of the relationship between administrative environment and administrative development in administrative ecology and the relationship between economic base and superstructure in Marxism, etc., this paper puts forward the connotation (meaning, content, characteristics, function, motive force) of the change of administrative culture. From the perspective of direction and law, this paper summarizes the track and experience of the change of western administrative culture, and analyzes the course and problems of the change of administrative culture in China. The change of administrative culture refers to the change of structure, function and mode of administrative culture under the influence of internal and external forces of administrative system with the passage of time. It is an objective process of administrative culture's continuous evolution from lower level to higher level. The contents of administrative culture change include the innovation, communication and socialization of administrative culture and administrative consciousness. The change of administrative culture has the characteristics of innovation, persistence, difference, advance and flexibility, fusion and integration, and so on. Its basic function is to realize the administrative culture to keep pace with the times, and then cause, guide and standardize the administrative development. The motive force of the change of the administrative culture mainly includes the change of the content and structure of the administrative culture, the change and innovation of the administrative system. The changes of social and cultural environment and the continuous development of economy. In the future, the administrative culture will change to the service type, the open type, the responsibility type and the limited type, as well as the value diversification administrative culture vicissitude, its vicissitude follows the productivity adaptation law, the function structure law. Objective to analyze the formation, development, frustration and progress of administrative culture in the European continent (France, Germany, Britain, the United States and Japan). Combining the political history and the administrative history of these countries, we can show the whole picture of the changes of the western administrative culture from the macro perspective. The changes of the western administrative culture have the tradition of democracy and rule of law, and they are always based on the administrative development and the differences between the countries are obvious. At the same time, it also verifies the law of administrative culture vicissitude put forward in this paper. The ultimate purpose of this paper is to promote the development of Chinese administrative culture. Therefore, this paper focuses on the change of Chinese administrative culture. The course of the change of Chinese administrative culture is divided into the stage of traditional administrative culture before the founding of the people's Republic of China. The transitional stage of administrative culture from the founding of the people's Republic of China to the reform and opening up and the stage of modern administrative culture after the reform and opening up. In the future, the direction of the development of administrative culture in China will be more clear, the main body more pluralistic, the way more optimized and more closely related to the administrative development.
