【摘要】：基層黨內(nèi)選舉民主與協(xié)商民主不僅表現(xiàn)出黨內(nèi)民主發(fā)展的一種主要形態(tài)與方式,同時也構(gòu)成了黨內(nèi)民主建設(shè)的主要內(nèi)容。兩種民主模式在政策、程序、價值目標(biāo)與責(zé)任等方面表現(xiàn)出一定的依存性與協(xié)同性;在發(fā)展的"層次性"與"梯度性"、"剛性規(guī)約"與"柔性治理"等方面,起著相互促進(jìn)與支持的作用�；鶎狱h內(nèi)選舉民主與協(xié)商民主互相結(jié)合、循序漸進(jìn)地協(xié)同發(fā)展,有利于拓展黨內(nèi)民主的廣度和深度,有利于增進(jìn)黨內(nèi)共識。
[Abstract]:The democracy of election and consultation at the grass-roots level not only shows one of the main forms and ways of the development of inner-party democracy, but also constitutes the main content of the construction of inner-party democracy. The two democratic models are in the policy and procedure. The value goal and responsibility show certain dependence and synergy, in the development of "hierarchy" and "gradient", "rigid statute" and "flexible governance" and other aspects, It is beneficial to expand the breadth and depth of inner-party democracy and promote the consensus of the party.
