【摘要】： 完善我國農(nóng)村基層民主機制是加強基層民主建設的一個重要環(huán)節(jié)，對于堅定不移地發(fā)展社會主義民主政治這一黨的“十七大”確立的宏偉目標的實現(xiàn)，發(fā)揮著基礎性的作用。完善農(nóng)村基層民主建設是時代的產(chǎn)物，是我國社會主義政治體制改革的一項重要內(nèi)容，是構建和諧社會的重要保障。 村民自治是農(nóng)村基層民主機制建設的重要內(nèi)容，改革開放以來村民主體意識的覺醒以及利益主體的多元化，是其社會現(xiàn)實基礎。其理論基礎則在于治理、善治和公民參與理論。 經(jīng)過幾十年的建設和發(fā)展，我國的農(nóng)村基層民主機制建設已取得了巨大的成績，相關的法律政策日趨完善、村民參與意識提高，農(nóng)民政治地位上升，村干部的綜合素質也有了較大的飛躍，但是，畢竟我國真正開展農(nóng)村基層民主建設的歷史還較短，其中仍然存在著諸多的問題，，突出地表現(xiàn)在農(nóng)村的基層民主選舉機制、民主監(jiān)督機制、農(nóng)民的權利保障機制還有許多方面亟待完善，農(nóng)村法制化建設尚存較大阻力，這些都在較大程度上影響了農(nóng)村基層民主機制的完善，阻礙了村民自治積極作用的發(fā)揮，影響了社會的良性運行和協(xié)調(diào)發(fā)展，延緩了和諧社會建設的步伐。 上述問題的存在，根源于我國當前社會生活中存在的不和諧因素，是由文化、經(jīng)濟、政治和環(huán)境等多方面的因素綜合作用的結果，因此，農(nóng)村基層民主機制的完善，必須統(tǒng)籌兼顧、綜合考慮，多管齊下，從現(xiàn)階段的情況看，必須做好加強農(nóng)村基層黨組織的建設，加強和完善農(nóng)村基層民主的相關制度建設，提高農(nóng)民的民主和參與意識，健全農(nóng)民的權利保障機制等多方面的工作。
[Abstract]:Perfecting the rural grass-roots democratic mechanism is an important link in strengthening the grass-roots democratic construction, and realizing the grand goal of unswervingly developing socialist democratic politics, which was established by the 17th National Congress of the Party, Perfecting the rural grass-roots democratic construction is the product of the times, an important content of the socialist political system reform in our country, and an important guarantee for building a harmonious society. Villager autonomy is an important content of the rural grass-roots democratic mechanism construction. Since the reform and opening up, the awakening of the villager's subjective consciousness and the diversification of the interest subject are the social realistic basis of the villager's autonomy, and its theoretical foundation lies in the governance. Theory of good governance and citizen participation. After decades of construction and development, great achievements have been made in the construction of rural grass-roots democratic mechanism in our country. The relevant laws and policies have become more and more perfect, the villagers' participation consciousness has been improved, and the peasants' political status has risen. The comprehensive quality of village cadres has also made a great leap forward, but after all, the history of our country's genuine rural grass-roots democratic construction is still relatively short, and there are still many problems, which are prominently manifested in the rural grass-roots democratic election mechanism. There are still many aspects to be improved in the democratic supervision mechanism and the peasants' rights guarantee mechanism, and there is still great resistance in the construction of rural legalization, which to a large extent has affected the improvement of the rural grass-roots democratic mechanism. It hinders the positive role of villager autonomy, affects the healthy operation and coordinated development of the society, and delays the pace of building a harmonious society. The existence of the above problems originates from the disharmonious factors existing in the current social life of our country, and is the result of the comprehensive action of many factors, such as culture, economy, politics and environment, etc. Therefore, the rural grass-roots democratic mechanism is perfected. It is necessary to take into account all aspects, consider comprehensively and carry out a multi-pronged approach. In view of the current situation, we must do a good job in strengthening the construction of rural grass-roots party organizations, strengthening and perfecting the related system of rural grass-roots democracy, and enhancing the peasants' sense of democracy and participation. Improve the rights of farmers protection mechanism and other aspects of work.
