【摘要】： 20世紀(jì)80年代,教代會(huì)制度作為高校民主管理的基本制度和形式應(yīng)運(yùn)而生,自此,我國(guó)高校管理引入了民主管理理念。隨著社會(huì)主義民主政治日益推進(jìn),我國(guó)高校民主管理蓬勃發(fā)展起來,這對(duì)深化高等教育體制改革,促進(jìn)高等教育事業(yè)又好又快發(fā)展起到了不可估量的作用。在推進(jìn)民主管理的過程中我們發(fā)現(xiàn),高校民主管理制度建設(shè)明顯滯后,跟不上時(shí)代的發(fā)展,高校民主管理出現(xiàn)流于形式和走過場(chǎng)的現(xiàn)象,嚴(yán)重挫傷了教職工參與管理的積極性。究其原因,最主要的是高校民主管理形式比較散亂,缺乏行之有效的民主管理運(yùn)行機(jī)制。 本文從政治文明的視角切入,從民主治理的概念入手,引入治理理論和協(xié)商民主理論,對(duì)高校民主治理機(jī)制所存在問題進(jìn)行深入剖析,找出造成這種狀況的原因,并提出完善高等院校民主治理機(jī)制的對(duì)策,力圖為構(gòu)建符合我國(guó)高校實(shí)際情況的民主治理機(jī)制提供可資借鑒的依據(jù),為我國(guó)現(xiàn)代大學(xué)制度的建設(shè)提供具有建設(shè)性意義的參考。 主要內(nèi)容有: 1.主要是提出問題,介紹本文的研究意義、研究方法,以及學(xué)界的研究現(xiàn)狀。 2.主要是對(duì)相關(guān)概念進(jìn)行界定,論證本文相關(guān)理論基礎(chǔ),即治理理論和協(xié)商民主理論。 3.主要介紹我國(guó)高校民主治理機(jī)制的運(yùn)行現(xiàn)狀。以文獻(xiàn)資料為依據(jù),介紹國(guó)家制定的有關(guān)于高校民主治理的政策法規(guī);以調(diào)查資料為依據(jù),客觀呈現(xiàn)了目前高校民主治理機(jī)制的運(yùn)行情況。 4.從民主治理機(jī)制的構(gòu)成要素和運(yùn)行環(huán)節(jié)兩個(gè)角度剖析我國(guó)高校民主治理機(jī)制存在的問題,從制度缺失、觀念錯(cuò)位、權(quán)力沖突和利益矛盾四方面探討產(chǎn)生問題的深層原因。 5.針對(duì)高校民主治理機(jī)制存在的問題和原因,從機(jī)制的構(gòu)成要素和運(yùn)行環(huán)節(jié)兩個(gè)角度就構(gòu)建高校民主治理機(jī)制提出的對(duì)策。
[Abstract]:In 1980s, as the basic system and form of democratic management in colleges and universities, the educational Congress system emerged as the times require. Since then, the democratic management concept has been introduced into the management of colleges and universities in our country, and with the development of socialist democratic politics. The vigorous development of democratic management in colleges and universities in our country has played an inestimable role in deepening the reform of the higher education system and promoting the good and rapid development of the cause of higher education. The construction of democratic management system in colleges and universities obviously lags behind and can not keep up with the development of the times. The phenomenon of democratic management in colleges and universities appears to be mere formality and formality, which seriously dampens the enthusiasm of teaching staff to participate in management. The main reason is that the democratic management in colleges and universities is scattered and lacks effective democratic management operation mechanism. This article from the perspective of political civilization, starting with the concept of democratic governance, the introduction of governance theory and the theory of democratic consultation, in-depth analysis of the existing problems of democratic governance mechanism in colleges and universities. To find out the causes of this situation, and put forward to improve the democratic governance mechanism of colleges and universities, trying to build a democratic governance mechanism in accordance with the actual situation of colleges and universities in China to provide a reference basis. To provide a constructive reference for the construction of modern university system in China. The main contents are: 1. It mainly introduces the research significance, research methods and the current situation of academic research. 2. It mainly defines the related concepts and demonstrates the theoretical basis of this paper, that is, governance theory and deliberative democracy theory. 3. Introduce the running status of democratic governance mechanism in colleges and universities in our country. Based on the literature, we introduce the policies and regulations about democratic governance in colleges and universities. Based on the investigation data, this paper objectively presents the running situation of democratic governance mechanism in colleges and universities. 4. Analyze the problems of democratic governance mechanism in colleges and universities from the two angles of the constituent elements and running links of democratic governance mechanism, from the point of view of the lack of system and the misplacement of ideas. This paper discusses the deep causes of the problems in the four aspects of power conflict and interest contradiction. 5. Aiming at the problems and reasons of the democratic governance mechanism in colleges and universities, the countermeasures are put forward from the two aspects of the constituent elements and the running links of the mechanism to construct the democratic governance mechanism in colleges and universities.
