【摘要】：建國(guó)后,在以毛澤東為首的共產(chǎn)黨人帶領(lǐng)下,經(jīng)過全國(guó)各族人民的艱苦奮斗,以三大改造的完成為標(biāo)志,新中國(guó)進(jìn)入到全面建設(shè)社會(huì)主義時(shí)期。共產(chǎn)黨始終把建設(shè)社會(huì)主義和保衛(wèi)社會(huì)主義當(dāng)做新中國(guó)和全體中國(guó)人民的兩個(gè)重大任務(wù),毛澤東作為黨和國(guó)家的領(lǐng)袖,對(duì)國(guó)內(nèi)外形勢(shì)保持著清醒的認(rèn)識(shí),提出了一系列符合國(guó)情的社會(huì)主義國(guó)防建設(shè)設(shè)想,國(guó)防動(dòng)員思想就是其中重要的一個(gè)部分。國(guó)防動(dòng)員是一種自衛(wèi)性戰(zhàn)爭(zhēng)動(dòng)員行為,作為保衛(wèi)國(guó)家安全的重要一環(huán),尤其需要對(duì)其進(jìn)行專門的理論研究,建立完善的法律法規(guī),開展科學(xué)的全面建設(shè)。深入研究毛澤東國(guó)防動(dòng)員理論,不但豐富了毛澤東軍事思想體系的寶庫(kù),還有利于新形勢(shì)下堅(jiān)持國(guó)防建設(shè)戰(zhàn)略的現(xiàn)代化科學(xué)化發(fā)展。本文共分為四個(gè)部分： 第一部分為緒論。本章主要從研究背景、研究意義和價(jià)值、研究現(xiàn)狀、研究思路和方法四個(gè)方面,對(duì)全文做了一個(gè)引言性的論述。 第二部分試圖從以下兩個(gè)方面考察毛澤東國(guó)防動(dòng)員思想的歷史背景。首先是在毛澤東汲取馬列主義軍事和動(dòng)員理論寶貴經(jīng)驗(yàn)的基礎(chǔ)上,探究毛澤東國(guó)防動(dòng)員思想的馬克思主義特征。其次對(duì)毛澤東在歷次革命戰(zhàn)爭(zhēng)中指揮革命軍隊(duì)克敵制勝的過程中,總結(jié)關(guān)于民眾動(dòng)員的經(jīng)驗(yàn)是其國(guó)防動(dòng)員思想重要的實(shí)踐基礎(chǔ)。 第三部分論述了在全面社會(huì)主義建設(shè)時(shí)期毛澤東國(guó)防動(dòng)員思想的具體內(nèi)容。包括四個(gè)方面：一是在“積極防御”戰(zhàn)略方針下開展國(guó)防動(dòng)員建設(shè)；二是要正確處理國(guó)防經(jīng)濟(jì)建設(shè)和國(guó)防建設(shè)的關(guān)系；是要立足“準(zhǔn)備打仗”,達(dá)到“全民皆兵”；四是針對(duì)臨戰(zhàn)的要求開展“大三線”、“小三線”的建設(shè)。 第四部分論述毛澤東國(guó)防動(dòng)員思想的歷史意義和啟示。本文堅(jiān)持馬克思主義唯物歷史觀為指導(dǎo),認(rèn)識(shí)到毛澤東國(guó)防動(dòng)員思想有四個(gè)方面的歷史意義。然后,本文立足新時(shí)期的現(xiàn)實(shí)要求,對(duì)毛澤東國(guó)防思想在新時(shí)代對(duì)社會(huì)動(dòng)員、軍隊(duì)和國(guó)防現(xiàn)代化,以及國(guó)防動(dòng)員法制共三個(gè)方面的啟示做了較為深刻的論述。
[Abstract]:After the founding of the people's Republic of China, under the leadership of the Communists headed by Mao Zedong, through the arduous struggle of the people of all ethnic groups throughout the country and marked by the completion of the three major reforms, New China entered the period of building socialism in an all-round way. The Communist Party has always regarded building socialism and defending socialism as two major tasks for the new China and the whole Chinese people. Mao Zedong, as the leader of the party and the state, maintained a clear understanding of the situation at home and abroad, and put forward a series of socialist national defense construction ideas in line with the national conditions, of which the thought of national defense mobilization is an important part. National defense mobilization is a kind of self-defense war mobilization behavior, as an important part of safeguarding national security, it is especially necessary to carry out special theoretical research, establish perfect laws and regulations, and carry out scientific and all-round construction. The in-depth study of Mao Zedong's theory of national defense mobilization not only enriches the treasure house of Mao Zedong's military ideological system, but also helps to adhere to the modernization and scientific development of national defense construction strategy under the new situation. This paper is divided into four parts: the first part is the introduction. This chapter mainly makes an introduction to the full text from four aspects: research background, research significance and value, research status, research ideas and methods. The second part attempts to investigate the historical background of Mao Zedong's thought of national defense mobilization from the following two aspects. First of all, on the basis of Mao Zedong's valuable experience of Marxism-Leninist military and mobilization theory, this paper probes into the Marxist characteristics of Mao Zedong's thought of national defense mobilization. Secondly, in the process of Mao Zedong directing the revolutionary army to defeat the enemy in previous revolutionary wars, summing up the experience of mass mobilization is an important practical basis for his thought of national defense mobilization. The third part discusses the concrete content of Mao Zedong's national defense mobilization thought in the period of comprehensive socialist construction. It includes four aspects: first, to carry out the construction of national defense mobilization under the strategic policy of "active defense"; second, to correctly handle the relationship between national defense economic construction and national defense construction; to base on "preparing for war" and to achieve "all the soldiers of the whole people"; and fourth, to carry out the construction of the "big third line" and "small third line" in accordance with the requirements of the war. The fourth part discusses the historical significance and enlightenment of Mao Zedong's thought of national defense mobilization. Under the guidance of Marxist materialistic historical view, this paper recognizes that Mao Zedong's thought of national defense mobilization has four historical significance. Then, based on the realistic requirements of the new period, this paper makes a profound discussion on the enlightenment of Mao Zedong's national defense thought to social mobilization, army and national defense modernization, and the legal system of national defense mobilization in the new era.
