【摘要】：正確處理人民內(nèi)部矛盾是黨和國家政治生活的主題。中國共產(chǎn)黨十七屆五中全會把“正確處理人民內(nèi)部矛盾”寫進(jìn)會議公報,并強調(diào)要“最大限度激發(fā)社會創(chuàng)造活力、最大限度增加和諧因素、最大限度減少不和諧因素,妥善協(xié)調(diào)各方面的利益關(guān)系”。這意味著黨和政府把正確處理人民內(nèi)部矛盾切實提高到維護(hù)社會穩(wěn)定、建設(shè)社會主義和諧社會的地位。正確處理人民內(nèi)部矛盾,有助于提高廣大人民群眾的積極性和創(chuàng)造性,調(diào)動一切可以調(diào)動的力量、保證經(jīng)濟(jì)良性運行；有助于化解各種不安定因素,保持社會和諧穩(wěn)定；有助于實現(xiàn)黨的歷史任務(wù),提高黨的執(zhí)政能力,促進(jìn)改革開放的深化和現(xiàn)代化建設(shè)事業(yè)的順利發(fā)展。 研究毛澤東關(guān)于正確處理人民內(nèi)部矛盾的相關(guān)問題,文章主要采用比較分析的方法、重溯歷史的視角和多種學(xué)科的知識；并用社會結(jié)構(gòu)、社會沖突的知識分析人民內(nèi)部矛盾產(chǎn)生的原因,結(jié)合階級階層學(xué)說分析人民內(nèi)部矛盾的類型,深入探討中國政黨建設(shè)和社會管理的內(nèi)容。文章從理論上,真實、客觀地理清黨的理論探索的發(fā)展脈絡(luò),是對于馬克思主義、毛澤東思想的理論繼承和發(fā)展。在現(xiàn)實中,為黨和政府處理人民內(nèi)部矛盾問題提供思路,為有關(guān)職能部門制定相關(guān)政策、采取積極措施提供參考。 本文首先對毛澤東關(guān)于“正確處理人民內(nèi)部矛盾的問題”的一系列相關(guān)著作進(jìn)行文本梳理,對當(dāng)時中國諸方面的人民內(nèi)部矛盾進(jìn)行了分析和理論、實踐探索。其次,針對改革開放以來的人民內(nèi)部矛盾,結(jié)合理論發(fā)展和實踐中的新情況、新問題,聚焦矛盾的特點和表現(xiàn),積極探索處理和應(yīng)對方法。再次,對兩個時期進(jìn)行比較分析,梳理黨的歷屆領(lǐng)導(dǎo)集體在正確處理人民內(nèi)部矛盾方面的理論成果。最后,提出關(guān)于正確處理人民內(nèi)部矛盾問題的發(fā)展思路：形成科學(xué)有效的訴求表達(dá)機制、利益協(xié)調(diào)機制、權(quán)益保障機制和社會預(yù)警機制；統(tǒng)籌協(xié)調(diào)各方面利益關(guān)系,適應(yīng)我國社會結(jié)構(gòu)和利益格局的發(fā)展變化；積極進(jìn)行黨政建設(shè),引導(dǎo)和教育廣大人民群眾,不斷推進(jìn)社會管理創(chuàng)新,保持穩(wěn)定的社會和政治環(huán)境,開創(chuàng)社會和諧的新局面；探索社會管理在處理人民內(nèi)部矛盾方面的原則、體系及新機制方面的啟示,從而更好的處理人民內(nèi)部矛盾,以期達(dá)到社會管理的目標(biāo)。
[Abstract]:Correctly handling contradictions among the people is the theme of the political life of the party and the state. The Fifth Plenary session of the 17th Central Committee of the Communist Party of China (CPC) wrote "correctly handling contradictions among the people" in the communiqu 茅 of the meeting, and stressed the need to "maximize the vitality of social creation, maximize the number of harmonious factors, minimize disharmony factors, and properly coordinate the interests of all parties." This means that the party and the government should correctly handle the contradictions among the people to maintain social stability and build a harmonious socialist society. Correctly handling contradictions among the people will help to improve the enthusiasm and creativity of the broad masses of the people, mobilize all forces that can be mobilized, and ensure the benign operation of the economy; help to defuse all kinds of unstable factors and maintain social harmony and stability; help to realize the party's historical tasks, improve the party's ruling ability, and promote the deepening of reform and opening up and the smooth development of modernization. To study Mao Zedong's problems related to correctly handling contradictions among the people, this paper mainly adopts the method of comparative analysis, retraces the historical perspective and the knowledge of various disciplines, analyzes the causes of contradictions among the people with the knowledge of social structure and social conflict, and analyzes the types of contradictions among the people in combination with the theory of class and class, and probes into the contents of the construction of political parties and social management in China. In theory, the development of the theoretical exploration of the Party is the theoretical inheritance and development of Marxism and Mao Zedong thought. In reality, it provides ideas for the party and the government to deal with the contradictions among the people, and provides a reference for the relevant functional departments to formulate relevant policies and take positive measures. First of all, this paper combs a series of related works of Mao Zedong on "correctly handling contradictions among the people", and analyzes and explores the contradictions among the people in various aspects of China at that time. Secondly, in view of the contradictions among the people since the reform and opening up, combined with the new situation and new problems in theoretical development and practice, focusing on the characteristics and manifestations of contradictions, actively explore ways to deal with and deal with them. Thirdly, it makes a comparative analysis of the two periods and combs the theoretical achievements of the leading collectives of the Party in correctly handling the contradictions among the people. Finally, it puts forward the development ideas of correctly handling the contradictions among the people: forming a scientific and effective mechanism of expression of appeal, coordination mechanism of interests, mechanism of protection of rights and interests and mechanism of social early warning, coordinating the interests of all aspects as a whole, and adapting to the development and changes of the social structure and interest pattern of our country. Actively carry out party and government construction, guide and educate the broad masses of the people, constantly promote social management innovation, maintain a stable social and political environment, and create a new situation of social harmony; explore the enlightenment of social management in dealing with contradictions among the people, so as to better deal with contradictions among the people, so as to achieve the goal of social management.
