【摘要】：自20世紀(jì)90年代開(kāi)始,三農(nóng)問(wèn)題是我國(guó)進(jìn)行社會(huì)主義現(xiàn)代化建設(shè)道路上不可回避的“老大難”問(wèn)題。歷屆領(lǐng)導(dǎo)集體解放思想,實(shí)事求是,力求解決農(nóng)民的民生問(wèn)題。以胡錦濤同志為核心的領(lǐng)導(dǎo)集體在繼承前人成果的基礎(chǔ)上,始終堅(jiān)持以人為本的執(zhí)政理念,落實(shí)科學(xué)發(fā)展觀,立足我國(guó)農(nóng)村的實(shí)際,不斷研究新情況新問(wèn)題,調(diào)整政策趨向。 我國(guó)經(jīng)過(guò)30多年的改革開(kāi)放,經(jīng)濟(jì)保持持續(xù)快速增長(zhǎng),進(jìn)入了兩個(gè)“反哺”時(shí)代,對(duì)農(nóng)村發(fā)展加大扶持力度具備了雄厚的經(jīng)濟(jì)基礎(chǔ)和物質(zhì)條件。胡錦濤認(rèn)識(shí)到農(nóng)村的發(fā)展事關(guān)我國(guó)社會(huì)主義現(xiàn)代化建設(shè)的成敗,全面小康的實(shí)現(xiàn)要求大力推動(dòng)農(nóng)村建設(shè)。在科學(xué)發(fā)展觀的指導(dǎo)下,胡錦濤同志把“三農(nóng)”工作提升到“重中之重”的戰(zhàn)略高度,統(tǒng)籌城市和農(nóng)村的經(jīng)濟(jì)社會(huì)發(fā)展,凝聚社會(huì)共識(shí),整合社會(huì)力量,以改革創(chuàng)新的精神致力掃除農(nóng)村發(fā)展道路上的體制障礙。加強(qiáng)農(nóng)村基礎(chǔ)設(shè)施建設(shè),發(fā)展農(nóng)村經(jīng)濟(jì),完善鄉(xiāng)村治理,打造“生產(chǎn)發(fā)展,生活富裕,鄉(xiāng)風(fēng)文明,村容整潔,管理民主”的社會(huì)主義新農(nóng)村。形成富有鮮明特征的農(nóng)村發(fā)展思想,透露出清晰的解決三農(nóng)問(wèn)題的執(zhí)政思路,深化了對(duì)“三農(nóng)”問(wèn)題的認(rèn)識(shí),對(duì)當(dāng)今我們“三農(nóng)”問(wèn)題具有較強(qiáng)的實(shí)踐指導(dǎo)意義,彰顯中國(guó)共產(chǎn)黨“執(zhí)政為民,立黨為公”的本質(zhì)特征。我們要大力研究胡錦濤農(nóng)村發(fā)展思想,把握黨的執(zhí)政思想走向,落實(shí)黨各項(xiàng)農(nóng)村建設(shè)方針政策,解決當(dāng)前制約我國(guó)和諧社會(huì)構(gòu)建的癥結(jié),推動(dòng)社會(huì)主義現(xiàn)代化進(jìn)程。
[Abstract]:Since 1990's, the problem of agriculture, countryside and rural areas has been an unavoidable problem on the road of socialist modernization construction in our country. Successive leaders emancipate their minds, seek truth from facts, and strive to solve farmers' livelihood problems. On the basis of inheriting the achievements of predecessors, the leading group with Comrade Hu Jintao as its core always adheres to the idea of people-oriented governance, implements the scientific development view, bases itself on the reality of our country's countryside, constantly studies new situations and new problems, and adjusts policy trends. After more than 30 years of reform and opening up, China has maintained a sustained and rapid economic growth, entered two "back-feeding" times, and has a strong economic foundation and material conditions for increasing support for rural development. Hu Jintao recognized that the development of rural areas is related to the success or failure of socialist modernization construction in China, and the realization of an all-round well-off society requires vigorously promoting rural construction. Under the guidance of the scientific concept of development, Comrade Hu Jintao promoted the work of "three rural areas" to the strategic height of "top priority", coordinated the economic and social development of urban and rural areas, consolidated social consensus, and integrated social forces. In the spirit of reform and innovation, we strive to remove the institutional barriers on the road to rural development. We should strengthen the construction of rural infrastructure, develop the rural economy, improve rural governance, and build a new socialist countryside with "productive development, rich life, civilized rural style, neat village size and democratic management". The formation of the thought of rural development, which is rich in distinctive characteristics, reveals a clear idea of how to solve the problem of agriculture, countryside and farmers, deepens the understanding of the problem of agriculture, countryside and farmers, and has a strong practical guiding significance to our problem of "agriculture, countryside and countryside" today. Show the Communist Party of China's essential characteristics of "ruling for the people and establishing the Party for the public". We should make great efforts to study Hu Jintao's thought of rural development, grasp the trend of the ruling thought of the Party, implement the principles and policies of the Party's rural construction, solve the crux of restricting the construction of a harmonious society in our country at present, and promote the process of socialist modernization.
