論中國共產(chǎn)黨對(duì)執(zhí)政規(guī)律的探索及其歷史經(jīng)驗(yàn)

【摘要】：中國共產(chǎn)黨在其90年發(fā)展歷程特別是新中國成立以來，始終堅(jiān)持探索執(zhí)政規(guī)律以增強(qiáng)執(zhí)政能力。在這一探索過程中，黨以馬克思主義基本原理特別是其執(zhí)政理論為根本世界觀與方法論，注意吸取和借鑒中國傳統(tǒng)的執(zhí)政理念與方法，緊緊立足中國實(shí)際，，逐步探索出黨的執(zhí)政規(guī)律，形成了一整套行之有效的領(lǐng)導(dǎo)方針和工作方法。黨在遵循這些規(guī)律領(lǐng)導(dǎo)中國革命和建設(shè)的過程中，不斷研究新情況、解決新問題，使執(zhí)政規(guī)律的內(nèi)涵日益深化，外延不斷豐富。黨在執(zhí)政規(guī)律理論與實(shí)踐上的斐然成就以及因此而帶來的執(zhí)政能力的日益提升，是幾代中國共產(chǎn)黨人艱辛探索的結(jié)果。以毛澤東為核心的中共第一代領(lǐng)導(dǎo)集體對(duì)黨的執(zhí)政規(guī)律進(jìn)行了初步探索和理論總結(jié)，中國由此順利完成生產(chǎn)資料所有制的社會(huì)主義改造、進(jìn)入了全面探索社會(huì)主義建設(shè)的新時(shí)期。以鄧小平為核心的中共第二代領(lǐng)導(dǎo)集體在前人基礎(chǔ)上繼續(xù)對(duì)執(zhí)政規(guī)律進(jìn)行探索和升華，由此開創(chuàng)了中國特色社會(huì)主義的新局面。以江澤民為核心的中共第三代領(lǐng)導(dǎo)集體繼往開來，提出了“三個(gè)代表”重要思想，是對(duì)中國共產(chǎn)黨執(zhí)政規(guī)律的進(jìn)一步凝練。在新的歷史條件下，以胡錦濤為核心的中共新一屆領(lǐng)導(dǎo)集體提出并帶領(lǐng)全黨踐行科學(xué)發(fā)展觀，拓展和豐富了黨的執(zhí)政規(guī)律。中國共產(chǎn)黨對(duì)執(zhí)政規(guī)律的探索是一個(gè)與時(shí)俱進(jìn)的歷史過程，黨從中積累了寶貴的歷史經(jīng)驗(yàn)：必須永遠(yuǎn)保持同人民群眾的血肉聯(lián)系，必須堅(jiān)持馬克思主義的指導(dǎo)地位，堅(jiān)持以改革創(chuàng)新精神加強(qiáng)黨的建設(shè)，必須堅(jiān)持科學(xué)執(zhí)政、民主執(zhí)政、依法執(zhí)政，堅(jiān)持黨的廉政建設(shè)。深入研究中國共產(chǎn)黨執(zhí)政規(guī)律，對(duì)于不斷提高黨的執(zhí)政水平，推動(dòng)中國特色社會(huì)主義又好又快發(fā)展具有重要的理論意義與實(shí)踐意義。
[Abstract]:In its 90-year development process, especially since the founding of New China, the Communist Party of China has always insisted on exploring the rule of governance in order to enhance its ruling ability. In the course of this exploration, the Party took the basic principles of Marxism, especially its governing theory, as the fundamental world outlook and methodology, paid attention to absorbing and drawing lessons from the traditional Chinese governing ideas and methods, and firmly based on China's reality. Gradually explore the ruling law of the Party, formed a set of effective leadership principles and working methods. In the process of leading China's revolution and construction by following these laws, the Party has been constantly studying new situations and solving new problems, so as to deepen the connotation of the ruling laws and enrich them on an extended basis. The Party's remarkable achievements in the theory and practice of the ruling law and the increasing improvement of its ruling ability are the result of the arduous exploration of several generations of Chinese Communists. With Mao Zedong as the core, the first generation of leading collectives of the Communist Party of China carried out a preliminary exploration and theoretical summary of the ruling laws of the Party, thus successfully completing the socialist transformation of the ownership of the means of production in China. Has entered a new period of all-round exploration of socialist construction. Deng Xiaoping as the core of the second generation of the CPC leadership on the basis of predecessors continue to explore and sublimate the ruling law, thus creating a new situation of socialism with Chinese characteristics. Taking Jiang Zemin as the core, the third generation of leading collective of the Communist Party of China has carried on the past and put forward the important thought of "three represents", which is a further refinement of the ruling law of the Communist Party of China. Under the new historical conditions, the new leadership collective of the Communist Party of China with Hu Jintao as the core put forward and led the whole party to practice the scientific concept of development, which expanded and enriched the ruling law of the Party. The exploration of the ruling law by the Communist Party of China is a historical process of keeping pace with the times, from which the Party has accumulated valuable historical experience: it must always maintain flesh-and-blood ties with the people, and must adhere to the guiding position of Marxism. To strengthen the Party's construction with the spirit of reform and innovation, we must insist on scientific ruling, democratic ruling, ruling according to law and the building of a clean and honest party. In-depth study of the ruling law of the Communist Party of China is of great theoretical and practical significance for continuously improving the ruling level of the Party and promoting the good and rapid development of socialism with Chinese characteristics.
