江澤民社會主義程序民主思想研究

【摘要】：發(fā)展社會主義民主政治,是進一步推進全面建設(shè)小康社會、實現(xiàn)社會主義現(xiàn)代化和中華民族全面振興的重要政治保證和制度保證。改革開放以來,我國民主化進程逐步推進,并取得了重大進展,但是具體落實民主制度的程序還不很完善,限制了人民民主權(quán)益的充分享有,限制了中國特色的社會主義理論體系的進一步完善和發(fā)展。 黨的第三代中央領(lǐng)導集體解放思想、實事求是、與時俱進,創(chuàng)造性地將“程序”這一概念引入民主的范疇,提出發(fā)展社會主義民主政治,建設(shè)社會主義政治文明,必須實現(xiàn)社會主義民主政治的制度化、規(guī)范化和程序化。這一思想是對毛澤東和鄧小平的社會主義民主觀的進一步豐富與發(fā)展。 程序民主就是將各項民主制度按照一定的步驟、規(guī)章、秩序、途徑固定下來,確保民主制度的有效實施。它是一種從追求實體民主到實質(zhì)民主的過程。實體民主是民主的目標,一種理想化的模式；實質(zhì)民主是民主的落實,一種具體措施。程序民主的目標就是在制度和法制的規(guī)范下按照一定秩序擴大公民的政治參與,真正實現(xiàn)人民的各項政治利益,確保人民根本利益的廣泛實現(xiàn)。 本文以江澤民社會主義程序民主思想為研究對象,本著實事求是、求真務實的態(tài)度,以辯證唯物主義和歷史唯物主義為指導,分別從江澤民社會主義程序民主思想的理論淵源、時代背景、主要內(nèi)容和時代價值這四個方面進行論述研究。通過研究得出：江澤民社會主義程序民主思想是符合我國民主政治發(fā)展階段的先進的科學的理論；江澤民社會主義程序民主思想是人民民主這一實體民主內(nèi)容得以真正貫徹落實的具體程序保障；江澤民社會主義程序民主思想提高了人民的民主素質(zhì)、程序民主技能和政治文化水平,為社會主義民主繼續(xù)前進與發(fā)展提供了不竭動力與智力保障。 江澤民社會主義程序民主思想是我黨關(guān)于馬克思主義民主理論的重要創(chuàng)新與發(fā)展,是我國社會主義民主政治建設(shè)的應有之義,是推進我國政治民主化進程的一個重大突破,是社會主義民主政治發(fā)展的重要標志和根本保障,是我國領(lǐng)導人發(fā)展民主政治建設(shè)的新思路、新境界。社會主義程序民主的充分實施大大加快了我國民主政治發(fā)展的進程,保證了我國民主政治建設(shè)的發(fā)展和社會主義政治文明建設(shè)。
[Abstract]:The development of socialist democratic politics is an important political guarantee and institutional guarantee for further promoting the construction of a well-off society in an all-round way, realizing socialist modernization and the all-round rejuvenation of the Chinese nation. Since the reform and opening up, the democratization process in our country has gradually advanced and made great progress. However, the procedures for the concrete implementation of the democratic system are not very perfect, which limits the full enjoyment of the people's democratic rights and interests. It limits the further improvement and development of the socialist theoretical system with Chinese characteristics. The third generation of the Party's central leadership collective emancipates the mind, seeks truth from facts, keeps pace with the times, creatively introduces the concept of "procedure" into the category of democracy, and puts forward the idea of developing socialist democratic politics and building socialist political civilization. We must realize the institutionalization, standardization and procedure of socialist democratic politics. This thought is the further enrichment and development of Mao Zedong and Deng Xiaoping's socialist democratic view. Procedural democracy is to establish the democratic system according to certain steps, regulations, order and ways to ensure the effective implementation of the democratic system. It is a process from the pursuit of substantive democracy to substantive democracy. Substantive democracy is the goal of democracy, an idealized model, and substantive democracy is the implementation of democracy, a concrete measure. The goal of procedural democracy is to expand citizens' political participation in accordance with a certain order under the norms of system and legal system, to realize the political interests of the people and to ensure the widespread realization of the fundamental interests of the people. Taking Jiang Zemin's thought of socialist procedural democracy as the research object, taking the attitude of seeking truth from facts, and taking dialectical materialism and historical materialism as the guidance, this paper starts from the theoretical origin of Jiang Zemin's thought of socialist procedural democracy. The background, the main content and the value of the times are discussed and studied. Through the research, it is concluded that Jiang Zemin's thought of socialist procedural democracy is an advanced scientific theory in accordance with the stage of the development of democratic politics in China; Jiang Zemin's thought of socialist procedural democracy is the concrete procedural guarantee for the people's democracy, which is the content of entity democracy, to be truly carried out. Jiang Zemin's thought of socialist procedural democracy has improved the democratic quality of the people, the skills of procedural democracy and the level of political culture, and has provided an inexhaustible motive force and intellectual guarantee for the continued progress and development of socialist democracy. Jiang Zemin's thought of socialist procedural democracy is an important innovation and development of our party's theory of Marxist democracy, the proper meaning of the construction of socialist democratic politics in our country, and a major breakthrough in promoting the process of political democratization in our country. It is an important symbol and fundamental guarantee for the development of socialist democratic politics, and a new idea and a new realm for our leaders to develop democratic political construction. The full implementation of socialist procedural democracy has greatly accelerated the process of democratic political development in China and ensured the development of democratic political construction and the construction of socialist political civilization in China.
