鄧小平政府公共服務(wù)思想與實(shí)踐研究

【摘要】：政府公共服務(wù)問(wèn)題是一個(gè)關(guān)系國(guó)家發(fā)展、社會(huì)穩(wěn)定、人民生活安康、執(zhí)政黨執(zhí)政地位能否穩(wěn)固的大問(wèn)題。鄧小平政府公共服務(wù)思想是在科學(xué)把握我國(guó)現(xiàn)實(shí)國(guó)情的基礎(chǔ)上,圍繞當(dāng)時(shí)我國(guó)的公共服務(wù)問(wèn)題而提出的一系列理論觀點(diǎn)的總和。它是鄧小平理論的重要組成部分,也是馬克思主義政府公共服務(wù)理論在新的歷史條件下的繼承與發(fā)展。在解決我國(guó)政府公共服務(wù)問(wèn)題的具體實(shí)踐中,發(fā)揮了極大的、積極有效的指導(dǎo)作用,對(duì)現(xiàn)階段的政府轉(zhuǎn)型和和諧社會(huì)的建設(shè)具有重要的現(xiàn)實(shí)意義。本文從揭示鄧小平政府公共服務(wù)思想的內(nèi)涵入手,圍繞其形成的理論來(lái)源、現(xiàn)實(shí)條件、主要內(nèi)容等展開(kāi)探析,力圖在已有研究成果的基礎(chǔ)之上,正確、全面地把握鄧小平政府公共服務(wù)思想,并得出重要啟示,以為促進(jìn)現(xiàn)階段我國(guó)所面臨的公共服務(wù)問(wèn)題的順利解決提供一定的借鑒。全文由五個(gè)部分組成： 第一部分：緒論主要是交代選題的目的和意義,總結(jié)國(guó)內(nèi)外對(duì)這一論題的研究狀況。 第二部分：鄧小平政府公共服務(wù)思想形成的基礎(chǔ)。這一部分從鄧小平政府公共服務(wù)思想形成的理論來(lái)源、現(xiàn)實(shí)條件和形成與發(fā)展過(guò)程三個(gè)視角來(lái)著手研究其形成的基礎(chǔ)。鄧小平政府公共服務(wù)思想的理論來(lái)源包括馬克思主義政府公共服務(wù)思想、毛澤東的為人民服務(wù)思想以及我國(guó)古代傳統(tǒng)社會(huì)的政府公共服務(wù)以及當(dāng)代西方政府公共服務(wù)的經(jīng)驗(yàn)；現(xiàn)實(shí)條件則包括鄧小平對(duì)我國(guó)國(guó)內(nèi)發(fā)展環(huán)境的科學(xué)判斷、對(duì)我國(guó)當(dāng)時(shí)政府公共服務(wù)問(wèn)題的準(zhǔn)確把握以及對(duì)我國(guó)社會(huì)發(fā)展階段的科學(xué)界定；而通過(guò)對(duì)鄧小平政府公共服務(wù)思想形成與發(fā)展過(guò)程的分析和掌握,有利于我們對(duì)鄧小平這一思想的深刻認(rèn)識(shí)。這一部分內(nèi)容是本文研究的鋪墊。 第三部分：鄧小平政府公共服務(wù)思想的內(nèi)容。對(duì)鄧小平政府公共服務(wù)思想內(nèi)容的界定,則表現(xiàn)出我國(guó)政府對(duì)廣大人民群眾生活的高度關(guān)注,并能體現(xiàn)我國(guó)社會(huì)主義的優(yōu)越性。 第四部分：鄧小平政府公共服務(wù)思想的理論與實(shí)踐探索。這一部分主要總結(jié)鄧小平在政府公共服務(wù)工作中的重要貢獻(xiàn),分別從他對(duì)基礎(chǔ)性公共服務(wù)的探索、對(duì)社會(huì)性公共服務(wù)的探索、對(duì)經(jīng)濟(jì)性公共服務(wù)的探索、對(duì)安全性公共服務(wù)的探索來(lái)闡述,是本篇論文的重點(diǎn)內(nèi)容。 第五部分：鄧小平政府公共服務(wù)思想與實(shí)踐的現(xiàn)實(shí)啟示。這一部分闡述了以鄧小平政府公共服務(wù)思想為指導(dǎo),努力探尋新時(shí)期政府公共服務(wù)的新思路,在與時(shí)俱進(jìn)中完善政府公共服務(wù)的各項(xiàng)措施,為廣大人民群眾提供全方位的公共服務(wù),推動(dòng)社會(huì)主義和諧社會(huì)的建立。
[Abstract]:The issue of government public service is a big problem which relates to the development of the country, the stability of society, the well-being of the people's life and the stability of the ruling party's ruling position. Deng Xiaoping's government public service thought is the summation of a series of theoretical viewpoints about the problems of public service in China at that time on the basis of scientifically grasping the actual situation of our country. It is an important part of Deng Xiaoping's theory and the inheritance and development of Marxist government's public service theory under the new historical conditions. In the concrete practice of solving the problem of public service of our government, it has played a great, positive and effective guiding role, which is of great practical significance to the transformation of government and the construction of harmonious society at the present stage. This article starts with revealing the connotation of Deng Xiaoping's thought of public service, analyzes the theoretical sources, realistic conditions and main contents of its formation, and tries to be correct on the basis of the existing research results. In order to promote the smooth solution of the problems of public service faced by China at present, the author grasps Deng Xiaoping's thought of public service in an all-round way and draws some important enlightenment. The full text consists of five parts: the first part: introduction is mainly to explain the purpose and significance of the topic, summarize the domestic and foreign research on this topic. The second part: Deng Xiaoping government public service thought formation foundation. This part studies the foundation of the formation of Deng Xiaoping's government public service from three angles of view: the theoretical source, the realistic condition and the forming and developing process. The theoretical sources of Deng Xiaoping's government public service thought include Marxist government public service thought, Mao Zedong's thought of serving the people, and the government public service of ancient Chinese traditional society and the experience of contemporary western government public service. The realistic conditions include Deng Xiaoping's scientific judgment on the domestic development environment, the accurate grasp of the public service problems of the government at that time and the scientific definition of the social development stage of our country. By analyzing and mastering the formation and development of Deng Xiaoping's thought of public service, it is helpful for us to have a deep understanding of this thought. This part is the foreshadowing of this paper. The third part: the content of Deng Xiaoping's government public service thought. The definition of the content of Deng Xiaoping's government's public service shows that our government pays great attention to the life of the broad masses of the people and can embody the superiority of socialism in our country. The fourth part: the theory and practice exploration of Deng Xiaoping's government public service thought. This part mainly summarizes Deng Xiaoping's important contribution in the government public service work, respectively from his exploration to the basic public service, to the social public service, to the economical public service. The exploration of security public service is the key content of this paper. The fifth part: the realistic enlightenment of Deng Xiaoping government's public service thought and practice. This part expounds the measures of perfecting the government public service in the new period, guided by Deng Xiaoping's thought of public service, and trying to explore the new ideas of the government's public service in the new period. To provide all-round public services for the masses and promote the establishment of a harmonious socialist society.
