【摘要】：當(dāng)前,構(gòu)建和諧的黨群關(guān)系是構(gòu)建和諧社會的基本前提和重要內(nèi)容,構(gòu)建和諧的黨群關(guān)系,對于中國共產(chǎn)黨鞏固自己的執(zhí)政地位、密切與人民群眾的血肉聯(lián)系以及領(lǐng)導(dǎo)全國各族人民努力奮斗以實現(xiàn)建設(shè)小康社會的目標(biāo),都有著重要的理論與實踐意義。 本文首先對馬克思主義關(guān)于黨群關(guān)系的理論進(jìn)行了系統(tǒng)的梳理與探討。從馬克思恩格斯關(guān)于黨群關(guān)系的主要思想開始,直至江澤民提出“三個代表”重要思想和胡錦濤總書記提出“以人為本”的科學(xué)發(fā)展觀,系統(tǒng)地總結(jié)出了馬克思主義有關(guān)黨群關(guān)系的主要思想,為現(xiàn)階段構(gòu)建和諧的黨群關(guān)系提供了理論基礎(chǔ)。 第二部分說明了現(xiàn)階段構(gòu)建和諧黨群關(guān)系的重要性；同時通過總結(jié)構(gòu)建和諧黨群關(guān)系實踐取得的成就,分析現(xiàn)階段我國黨群關(guān)系面臨的新挑戰(zhàn),如黨群之間還存在著思想隔閡,黨群之間的矛盾突出且趨向復(fù)雜,基礎(chǔ)黨組織的凝聚力號召力有所減弱等；進(jìn)而分析影響黨群關(guān)系不和諧的原因,包括長期執(zhí)政使黨存在著脫離群眾的危險,黨的政策貫徹不力使部分群眾利益受損,黨內(nèi)存在的腐敗現(xiàn)象損害了人民群眾對黨的信任,黨做群眾工作的方式還不適應(yīng)時代發(fā)展的需要等,最終正確地認(rèn)識了現(xiàn)階段我國構(gòu)建和諧黨群關(guān)系的時代背景。 第三部分在前兩部分的基礎(chǔ)上,提出現(xiàn)階段構(gòu)建和諧黨群關(guān)系的對策,對策主要有：第一,堅持“立黨為公,執(zhí)政為民”的理念；第二,落實科學(xué)發(fā)展觀,使廣大群眾共享發(fā)展成果；第三,加強(qiáng)黨的自身建設(shè),樹立黨的良好形象；第四,加強(qiáng)黨與群眾之間的良性互動。
[Abstract]:At present, building a harmonious relationship between the Party and the masses is the basic premise and important content of building a harmonious society. The construction of a harmonious relationship between the parties and the masses will consolidate the ruling position of the Communist Party of China. It is of great theoretical and practical significance to have close ties with the people and to lead the people of all ethnic groups in the country to strive to realize the goal of building a well-off society. Firstly, this paper systematically combs and discusses the Marxist theory on the relationship between the Party and the masses. From Marx and Engels' main thoughts on the relationship between the Party and the masses, until Jiang Zemin put forward the important thought of "three represents" and General Secretary Hu Jintao put forward the "people-oriented" concept of scientific development, This paper systematically summarizes the main thoughts of Marxism on the relationship between the Party and the masses, and provides a theoretical basis for the construction of a harmonious relationship between the Party and the masses at the present stage. The second part explains the importance of constructing harmonious relationship between the Party and the masses at the present stage. At the same time, through summing up the achievements in the practice of constructing harmonious relationship between the Party and the masses, this paper analyzes the new challenges facing the relationship between the Party and the masses at the present stage, such as the ideological gap between the Party and the masses, the contradiction between the Party and the masses is prominent and tends to be complex. The rallying power of the basic Party organization is weakened; Then it analyzes the reasons that affect the disharmony between the Party and the masses, including the danger of the Party being divorced from the masses due to the long-term ruling, the lack of implementation of the Party's policies and the damage to the interests of some of the masses, and the corruption that exists within the Party has damaged the people's trust in the Party. The way that the Party does mass work does not meet the needs of the development of the times, and finally correctly understands the background of the construction of harmonious relations between the Party and the masses in our country at the present stage. The third part, on the basis of the first two parts, puts forward the countermeasures of constructing the harmonious relationship between the Party and the masses at the present stage. The countermeasures are as follows: first, adhere to the idea of "building the party for the public and governing for the people"; Second, implement the scientific concept of development so that the masses share the fruits of development; third, strengthen the Party's own construction, set up a good image of the party; fourth, strengthen the healthy interaction between the party and the masses.
