【摘要】：黨的群眾基礎(chǔ)是黨賴以生存和發(fā)展的依托。研究新時(shí)期黨的群眾基礎(chǔ)擴(kuò)大問題，有助于認(rèn)清目前黨在新階層中擴(kuò)大群眾基礎(chǔ)面臨的問題，以加強(qiáng)新階層中擴(kuò)大黨的群眾基礎(chǔ)工作；有助于提高黨的執(zhí)政能力和保持黨的先進(jìn)性，從而進(jìn)一步鞏固黨的執(zhí)政基礎(chǔ)。 本文主要從四方面論述新時(shí)期擴(kuò)大黨的群眾基礎(chǔ)問題。第一部分梳理了馬克思、恩格斯和列寧以及中國共產(chǎn)黨三代領(lǐng)導(dǎo)人關(guān)于群眾基礎(chǔ)的論述，并對(duì)中國共產(chǎn)黨擴(kuò)大群眾基礎(chǔ)的歷史進(jìn)行了回顧。第二部分論述了新時(shí)期擴(kuò)大黨的群眾基礎(chǔ)對(duì)黨執(zhí)政的意義，主要從保持黨的先進(jìn)性、推動(dòng)中國特色社會(huì)主義事業(yè)的發(fā)展、提高黨的執(zhí)政能力、提高黨的拒腐防變能力和維護(hù)黨執(zhí)政環(huán)境的和諧穩(wěn)定五方面論述新時(shí)期擴(kuò)大黨的群眾基礎(chǔ)的重要性。第三部分在肯定新時(shí)期擴(kuò)大黨的群眾基礎(chǔ)已取得的成績的基礎(chǔ)上，提出了新時(shí)期擴(kuò)大黨的群眾基礎(chǔ)面臨的問題并進(jìn)行了原因分析。認(rèn)為新時(shí)期擴(kuò)大黨的群眾基礎(chǔ)面臨的問題，主要表現(xiàn)為黨在新階層中的組織作用不強(qiáng)；現(xiàn)有的新階層黨員的先進(jìn)性難以發(fā)揮；黨在新階層組織中發(fā)展黨員的難度增加；黨在新階層組織中的影響力、凝聚力和號(hào)召力不強(qiáng)等。造成這些問題的原因，一是在新階層中發(fā)展黨員和管理黨員方面存在問題；二是由于新階層人員對(duì)黨的認(rèn)識(shí)出現(xiàn)偏差；三是黨的執(zhí)政水平還不夠高，不能滿足新階層各方面的利益訴求等。第四部分探索了新時(shí)期擴(kuò)大黨的群眾基礎(chǔ)的路徑，一是要建設(shè)一個(gè)先進(jìn)的黨，提高黨的吸引力和凝聚力；二是營造新階層入黨的良好環(huán)境；三是發(fā)揮執(zhí)政黨的領(lǐng)導(dǎo)作用，協(xié)調(diào)好新階層之間的利益；四是充分發(fā)揮新階層中黨的基層組織作用，擴(kuò)大黨的影響力。 針對(duì)新時(shí)期黨在擴(kuò)大群眾基礎(chǔ)面臨的問題，有計(jì)劃、有組織、有策略的不斷擴(kuò)大黨的群眾基礎(chǔ)，黨就會(huì)獲得新階層的大力擁護(hù)，黨的事業(yè)就能得到最廣泛的群眾支持，，黨就能在建設(shè)中國特設(shè)社會(huì)主義事業(yè)的道路上不斷前進(jìn)。
[Abstract]:The mass foundation of the Party is the support of the Party's survival and development. The study of the expansion of the mass foundation of the Party in the new period is helpful to recognize the problems that the Party is facing in expanding the mass foundation in the new stratum, so as to strengthen the work of expanding the mass foundation of the party in the new stratum. It is helpful to improve the Party's ruling ability and maintain the Party's advanced nature, so as to further consolidate the Party's ruling foundation. This article mainly discusses the expansion of the Party's mass base in the new period from four aspects. The first part combs Marx, Engels, Lenin and three generations of leaders of the Communist Party of China on the mass basis, and reviews the history of the Communist Party of China to expand the mass basis. The second part discusses the significance of expanding the mass base of the Party to the Party's ruling power in the new period, mainly from maintaining the advanced nature of the Party, promoting the development of the socialist cause with Chinese characteristics, and improving the Party's ruling ability. This paper discusses the importance of expanding the mass base of the Party in the new period from five aspects: improving the Party's ability to resist corruption and preventing change and maintaining the harmony and stability of the Party's ruling environment. On the basis of affirming the achievements of expanding the mass base of the Party in the new period, the third part puts forward the problems facing the expansion of the mass base of the Party in the new period and analyzes the reasons. It is believed that the problems faced in expanding the mass base of the Party in the new period are mainly manifested in the weak organizational role of the Party in the new stratum, the difficulty of developing the advanced nature of the existing Party members in the new stratum, the increasing difficulty of the Party in recruiting the Party members in the new class organization, The Party's influence, cohesion and appeal in the new class organization are not strong. The reasons for these problems are, first, problems in recruiting party members and managing party members in the new class; second, the deviation in the understanding of the Party among the personnel of the new class; and third, the Party's level of governance is not high enough. Can not satisfy the interests of all aspects of the new class, and so on. The fourth part explores the ways to expand the mass base of the party in the new period. First, it is necessary to build an advanced party to enhance its attractiveness and cohesion; second, to create a good environment for the new class to join the party; and third, to give full play to the leading role of the ruling party. Fourth, give full play to the role of the Party's grass-roots organizations in the new stratum and expand the Party's influence. In view of the problems faced by the Party in expanding its mass base in the new period, it will continue to expand the mass base of the party in a planned, organized and strategic manner, so that the party will gain the strong support of the new class, and the cause of the party will receive the broadest support of the masses. The Party will be able to continue to advance on the road of building China's ad hoc socialist cause.
