【摘要】：合法性對政治運行發(fā)揮著至關(guān)重要的作用,以描述和解釋政治生活運行機制為目標的分析研究都對其予以關(guān)注,因此合法性問題一直是政治學科研究的重點和熱點,政黨政治興起后,政黨的執(zhí)政合法性亦成為學界探索的焦點問題。中國共產(chǎn)黨執(zhí)政60余年,執(zhí)政合法性基礎(chǔ)幾經(jīng)變遷,改革開放后績效合法性優(yōu)先的合法性基礎(chǔ)構(gòu)建戰(zhàn)略取得良好效果的同時其局限性也逐漸顯現(xiàn),加之我國正處于社會轉(zhuǎn)型的關(guān)鍵時期,合法性基礎(chǔ)重構(gòu)成為黨鞏固執(zhí)政不能回避的考驗。中國共產(chǎn)黨執(zhí)政合法性基礎(chǔ)研究不僅可豐富現(xiàn)有的理論研究成果、加深對合法性問題的理解和對執(zhí)政規(guī)律的認識,更有助于我們從現(xiàn)實層面分析黨執(zhí)政合法性基礎(chǔ)構(gòu)建遭遇的挑戰(zhàn),以更積極的態(tài)度、更理性的方式尋求解決合法性危機或潛在危機的對策。 文章首先將在導論中進行有關(guān)本課題研究現(xiàn)狀的介紹,西方學界對合法性問題研究由來已久并且成果頗豐,筆者力圖對現(xiàn)有研究成果進行總結(jié)梳理,以提取對本論文主題有借鑒價值的學說。同時,該部分將對合法性、合法性基礎(chǔ)、政績困局等相關(guān)概念進行厘定,分析概念所具有的深刻內(nèi)涵,并給出筆者的理解。除導論和小結(jié)外,本文主要包括三個部分： 一、文章分1949年—1957年、1958年—1977年、1978年至今三個時期縱向闡述了中國共產(chǎn)黨執(zhí)政合法性基礎(chǔ)的歷史演變,并注重橫向?qū)冃Ш戏ㄐ耘c同時期中國共產(chǎn)黨其他執(zhí)政合法性基礎(chǔ)進行比較,梳理不同時期績效合法性在中國共產(chǎn)黨執(zhí)政合法性資源中所占的地位和發(fā)揮的作用,并通過權(quán)威數(shù)據(jù)和調(diào)研報告輔以證明。二、以績效合法性所陷入的“政績困局”為基礎(chǔ)全面分析中國共產(chǎn)黨執(zhí)政遭遇的挑戰(zhàn)和困境。合法性基礎(chǔ)的構(gòu)建并不是一勞永逸的,本部分將著重把合法性理論中有關(guān)后發(fā)國家遭遇的績效合法性危機與中國具體情況結(jié)合,以此為出發(fā)點全面探討中國共產(chǎn)黨的執(zhí)政處境,闡述完善并加強黨執(zhí)政合法性的緊迫性。改革開放30年來,中國共產(chǎn)黨對績效合法性的依賴逐漸加強,進入社會變革的關(guān)鍵時期后,績效合法性的局限日益凸顯,陷入“政績困局”。同時全球化背景下,意識形態(tài)合法性基礎(chǔ)構(gòu)建面臨威脅,法理型合法性資源的有效開發(fā)亦不足。三、從績效、法理和意識形態(tài)三個角度出發(fā)全面構(gòu)建中國共產(chǎn)黨執(zhí)政合法性。筆者力圖在吸收西方理論文明成果的基礎(chǔ)上,結(jié)合中國實際,力圖對現(xiàn)有中國共產(chǎn)黨執(zhí)政合法性重構(gòu)路徑進行深入的分析。我們在改善和堅持濟績效增長思路的同時,應(yīng)注重制度構(gòu)建和意識形態(tài)吸引力的加強,最終實現(xiàn)中國共產(chǎn)黨執(zhí)政合法性基礎(chǔ)的主導由績效合法性向法理型權(quán)威的轉(zhuǎn)變。
[Abstract]:Legitimacy plays a vital role in the political operation, and the analysis and research aimed at describing and explaining the mechanism of political life are all concerned, so legitimacy has always been the focus and hot spot of political research. After the rise of party politics, the ruling legitimacy of political parties has also become the focus of academic exploration. After more than 60 years in power, the foundation of legitimacy of the CPC has changed several times. After the reform and opening up, the strategy of constructing the legitimacy foundation of the priority of performance legitimacy has achieved good results, while its limitations have gradually appeared. In addition, our country is in the key period of social transformation, the reconstruction of legitimacy foundation becomes the test that the Party can not avoid. The basic research on the legitimacy of the ruling of the Communist Party of China can not only enrich the existing theoretical research results, but also deepen the understanding of the legitimacy problem and the ruling law. It is more helpful for us to analyze the challenges encountered in the construction of the legitimacy foundation of the Party from a realistic perspective, and to seek solutions to the legitimacy crisis or the potential crisis in a more positive and rational manner. First of all, the article will introduce the research status quo of this topic in the introduction, the western academic circles have a long history of the legitimacy research and have a lot of achievements, the author tries to summarize and comb the existing research results. In order to extract the theme of this paper has reference value theory. At the same time, this part will determine the relevant concepts such as legitimacy, legitimacy foundation, political achievements difficulties and so on, analyze the profound connotation of the concept, and give the author's understanding. In addition to the introduction and summary, this paper mainly includes three parts: first, the article divided into 1949-1957, 1958-1977, 1978-present three periods of vertical elaboration of the CPC ruling legitimacy of the historical basis of evolution. It also pays attention to the horizontal comparison between the performance legitimacy and other ruling legitimacy foundations of the CPC in the same period, and combs the position and function of the performance legitimacy in the ruling legitimacy resources of the Communist Party of China in different periods. And through authoritative data and research reports to support the proof. Secondly, on the basis of performance legitimacy, the paper analyzes the challenges and difficulties encountered by the Communist Party of China. The foundation of legitimacy is not established once and for all. This part will focus on combining the crisis of performance legitimacy encountered in the theory of legitimacy with the specific conditions of China, so as to explore the ruling situation of the Communist Party of China in an all-round way. The urgency of perfecting and strengthening the legitimacy of the Party's ruling power is expounded. Since the reform and opening up 30 years ago, the Communist Party of China has gradually strengthened its dependence on performance legitimacy. After entering the critical period of social change, the limitation of performance legitimacy has become increasingly prominent and has fallen into a "political performance dilemma". At the same time, under the background of globalization, the construction of ideological legitimacy foundation is threatened, and the effective exploitation of legal legitimacy resources is also insufficient. Third, construct the ruling legitimacy of CPC from three angles of performance, legal theory and ideology. On the basis of absorbing the achievements of western theoretical civilization and combining with the reality of China, the author tries to make an in-depth analysis of the existing path of reconstruction of the ruling legitimacy of the Communist Party of China. At the same time, we should pay attention to the construction of the system and the strengthening of the attraction of ideology, and finally realize the transformation from the legitimacy of performance to the authority of legal theory of the ruling legitimacy of the Communist Party of China.
