【摘要】：互聯(lián)網(wǎng)是進(jìn)入20世紀(jì)后的人類最偉大的科技發(fā)明之一,它的發(fā)展和普及已成為事關(guān)當(dāng)今經(jīng)濟(jì)發(fā)展的關(guān)鍵環(huán)節(jié)、社會(huì)運(yùn)轉(zhuǎn)的主要資源和相互競(jìng)爭(zhēng)的重要領(lǐng)域,也對(duì)執(zhí)政黨的執(zhí)政能力也提出了新的挑戰(zhàn)。中國(guó)共產(chǎn)黨第十六屆四中全會(huì)通過(guò)的《中共中央關(guān)于黨的執(zhí)政能力建設(shè)的決定》明確提出“黨的執(zhí)政地位不是與生俱來(lái)的,也不是一勞永逸的”。這一論斷向我們黨提出了要進(jìn)一步加強(qiáng)關(guān)于的執(zhí)政能力研究的重大課題。 執(zhí)政資源建設(shè)可以說(shuō)是我們黨加強(qiáng)執(zhí)政能力建設(shè)的切入點(diǎn),互聯(lián)網(wǎng)作為特殊的執(zhí)政資源,也是提高我們黨執(zhí)政能力建設(shè)的關(guān)鍵點(diǎn),對(duì)中國(guó)共產(chǎn)黨經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)以及生態(tài)文明建設(shè)都有著重要的影響,正確處理好、發(fā)揮好互聯(lián)網(wǎng)的作用將有助于中國(guó)共產(chǎn)黨執(zhí)政能力的提高,有助于中國(guó)特色的社會(huì)主義現(xiàn)代化的實(shí)現(xiàn)。 雖然互聯(lián)網(wǎng)體現(xiàn)出明顯的雙面性,但鑒于它在新的時(shí)代背景下,有著不可替代的功用,黨和政府必須與時(shí)俱進(jìn),重新審視互聯(lián)網(wǎng),發(fā)掘互聯(lián)網(wǎng)的積極功能,做到守正揚(yáng)新,使其在加強(qiáng)黨的執(zhí)政能力建設(shè)上發(fā)揮積極主動(dòng)性。
[Abstract]:The Internet is one of the greatest scientific and technological inventions of mankind after the 20th century. Its development and popularization have become the key link of economic development, the main resources of social operation and the important field of competition. Also to the ruling party's ruling ability also proposed the new challenge. The "decision of the CPC Central Committee on the Construction of the Party's ruling ability" adopted by the fourth Plenary session of the 16th CPC Central Committee clearly states that "the ruling position of the Party is not born out of the birth, nor is it once and for all". This theory to our party to further strengthen the ruling ability of the major issue. The construction of ruling resources can be said to be the starting point for our party to strengthen the building of its ruling capacity. As a special ruling resource, the Internet is also a key point in improving our party's ruling ability. It is also a key point for the economic construction and political construction of the Communist Party of China. Cultural construction, social construction and ecological civilization construction all have an important influence. Correctly handling and giving play to the role of the Internet will contribute to the improvement of the ruling ability of the Communist Party of China and the realization of socialist modernization with Chinese characteristics. Although the Internet is obviously dual in nature, in view of its irreplaceable function in the new era, the Party and the government must keep pace with the times, re-examine the Internet, explore its positive functions, and be upright and new. Make it in strengthen the ruling ability of the party to play a positive initiative.
