【摘要】：黨的十一屆三中全會(huì)的召開，標(biāo)志著中國(guó)進(jìn)入了改革開放和現(xiàn)代化建設(shè)的歷史新時(shí)期，中國(guó)共產(chǎn)黨在正確的思想路線指導(dǎo)下，開創(chuàng)了執(zhí)政為民發(fā)展的新局面，開辟了執(zhí)政為民理論發(fā)展的新境界，從理論和實(shí)踐上豐富和發(fā)展了中國(guó)特色社會(huì)主義理論�？梢哉f，中國(guó)共產(chǎn)黨執(zhí)政為民的發(fā)展與黨執(zhí)政能力建設(shè)的提高是伴隨進(jìn)行的，執(zhí)政為民思想也隨著執(zhí)政黨建設(shè)理論的發(fā)展而不斷充實(shí)完善。因此，研究新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想，有助于厘清中國(guó)共產(chǎn)黨執(zhí)政為民思想創(chuàng)新的歷史軌跡，認(rèn)識(shí)馬克思主義中國(guó)化與時(shí)俱進(jìn)的創(chuàng)造力；有助于科學(xué)定位中國(guó)共產(chǎn)黨執(zhí)政為民思想的歷史地位，推進(jìn)馬克思主義中國(guó)化的歷史進(jìn)程；有助于全面了解中國(guó)共產(chǎn)黨執(zhí)政為民思想的精華和實(shí)質(zhì)，凸顯新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的獨(dú)有魅力；有助于人們理性透視新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民發(fā)展的經(jīng)驗(yàn)教訓(xùn)，深化對(duì)執(zhí)政為民發(fā)展規(guī)律的認(rèn)識(shí)，為新世紀(jì)新時(shí)期新階段的執(zhí)政為民發(fā)展提供思想指南。 本文從新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的生成發(fā)展切入，對(duì)其基本內(nèi)容、價(jià)值與啟示進(jìn)行了深入全面地探求。首先，，述評(píng)了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想形成的歷史必然性和演進(jìn)的歷史過程，完整地理清了它的來龍去脈；其次，闡釋了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的基本內(nèi)容，較好地把握了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的深刻內(nèi)涵；最后，公允客觀地解讀了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想價(jià)值的現(xiàn)實(shí)啟示，較深刻地透視了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的發(fā)展規(guī)律與厚重底蘊(yùn)，做到了全文的自然回歸。 本文構(gòu)架由前言和正文的三個(gè)部分組成。 前言。解讀了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想選題的重大意義；綜述了學(xué)術(shù)界對(duì)此問題的研究現(xiàn)狀；概述了本文的基本框架和主要觀點(diǎn)；說明了本文所體現(xiàn)的主要研究方法和創(chuàng)新點(diǎn)。 第一部分，新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的生成發(fā)展。這一部分部分主要從中國(guó)共產(chǎn)黨執(zhí)政為民思想生成來由和發(fā)展過程出發(fā)，為透視新時(shí)期執(zhí)政為民思想的基本內(nèi)容做了必要的理論準(zhǔn)備與奠基。本文認(rèn)為，中國(guó)共產(chǎn)黨的性質(zhì)、宗旨和地位是執(zhí)政為民思想生成的主觀條件，而國(guó)際形勢(shì)的發(fā)展變化、執(zhí)政經(jīng)驗(yàn)的正確總結(jié)、中國(guó)現(xiàn)代化建設(shè)的客觀需要，又是其生成的現(xiàn)實(shí)動(dòng)因。也就是說，執(zhí)政為民思想的生成是歷史與現(xiàn)實(shí)相作用的必然結(jié)果。文章按照歷史發(fā)展的一般順序，通過系統(tǒng)梳理黨的領(lǐng)導(dǎo)人、黨的文獻(xiàn)等關(guān)于這一問題的重要論述，將新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的發(fā)展歷程劃分為三個(gè)歷史階段，分別是基本形成、豐富發(fā)展和開拓創(chuàng)新，此部分主要從動(dòng)態(tài)上論述了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的發(fā)展歷程。 第二部分，新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的基本內(nèi)容。這一部分是對(duì)新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想進(jìn)行系統(tǒng)、全面的梳理，分析其基本內(nèi)容的構(gòu)成，這是本文的重點(diǎn)之處。本部分著力從新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民的戰(zhàn)略目標(biāo)、基本要求、和重要實(shí)現(xiàn)路徑三個(gè)方面來闡述新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的基本內(nèi)容，力求將微觀把握與宏觀審視結(jié)合起來。文章主要?dú)w納了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民的總體目標(biāo)、價(jià)值目標(biāo)、應(yīng)遵循的基本要求、實(shí)現(xiàn)執(zhí)政為民的重要路徑，并著力從宏觀審視與微觀把握兩個(gè)層面，揭示執(zhí)政為民發(fā)展的方向問題、途徑問題和原則問題，這些要素之間相互制約、相互影響，共同推動(dòng)著執(zhí)政為民理論的發(fā)展。 第三部分，新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的重要價(jià)值與啟示。這一部分是對(duì)新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的客觀分析與評(píng)價(jià)，是全文的精華所在，亦是本文的歸宿和落腳點(diǎn)。本文主要從新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的重要價(jià)值和經(jīng)驗(yàn)啟示兩方面入手，著力探析這一思想的重大影響和意義。其重要價(jià)值體現(xiàn)在：繼承并發(fā)展了馬克思主義執(zhí)政理論；指導(dǎo)了并將繼續(xù)指導(dǎo)著中國(guó)共產(chǎn)黨執(zhí)政為民實(shí)踐的發(fā)展。另外，本文詳細(xì)闡述了執(zhí)政為民思想的三條重要啟示：一是始終堅(jiān)持黨的思想路線，不斷推進(jìn)執(zhí)政為民的理論與實(shí)踐創(chuàng)新；二是完善黨的執(zhí)政體制，不斷強(qiáng)化執(zhí)政為民的制度保障；三是改進(jìn)黨的領(lǐng)導(dǎo)和執(zhí)政方式，不斷提高執(zhí)政為民水平。透視新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民思想的現(xiàn)實(shí)啟示不僅是為了總結(jié)經(jīng)驗(yàn)教訓(xùn)，更重要的是為了深化對(duì)執(zhí)政為民發(fā)展規(guī)律的認(rèn)識(shí)，以期更好地指導(dǎo)今后執(zhí)政為民實(shí)踐的發(fā)展。 本文在借鑒學(xué)術(shù)界研究成果的基礎(chǔ)上，結(jié)合文章的中心思想和主要內(nèi)容，在寫作中堅(jiān)持以馬克思主義理論為指導(dǎo)，重點(diǎn)運(yùn)用了文獻(xiàn)解讀、比較研究、歷史與理論邏輯相統(tǒng)一等研究方法。其主要?jiǎng)?chuàng)新點(diǎn)是：一是通過考察改革開放30多年來中國(guó)共產(chǎn)黨執(zhí)政為民思想的發(fā)展歷程，不僅對(duì)執(zhí)政為民思想進(jìn)行了縱向的整體性把握，而且注重對(duì)各個(gè)歷史階段執(zhí)政為民思想的個(gè)性分析，體現(xiàn)了時(shí)間上的繼起與空間上的并存，做到了對(duì)執(zhí)政為民思想深層次、多角度的透視，這是本文的一大亮點(diǎn)。二是體現(xiàn)了新時(shí)期中國(guó)共產(chǎn)黨執(zhí)政為民理論與實(shí)踐的有機(jī)結(jié)合。理論是實(shí)踐的產(chǎn)物，本文雖重在研究執(zhí)政為民思想，但新時(shí)期黨的執(zhí)政為民思想是該階段黨執(zhí)政為民實(shí)踐的經(jīng)驗(yàn)總結(jié)。因此本文在寫作過程中，涉及到執(zhí)政為民實(shí)踐層面上的內(nèi)容，其在某種程度上也映射了該時(shí)期執(zhí)政為民理論的發(fā)展，這是本文的第二個(gè)亮點(diǎn)。三是本文所論述的三條重要現(xiàn)實(shí)啟示，主要是“更加堅(jiān)定黨的思想路線、完善黨的執(zhí)政體制、改進(jìn)黨的領(lǐng)導(dǎo)和執(zhí)政方式”，這是一種較深層次的執(zhí)政為民啟示的透視，以期探求更多完善執(zhí)政為民實(shí)踐的方法途徑，這在此問題的研究方面并不多見，是本文的又一個(gè)創(chuàng)新點(diǎn)。
[Abstract]:The convening of the party in the third Plenary Session of the 11th CPC Central Committee marks China's entry into the new period of reform, opening up and modernization. Under the guidance of the correct ideological line, the Communist Party of China has opened a new situation for the development of the government for the people, opened up a new realm of the development of the theory for the people, and enriched and developed the Chinese characteristic society from theory and practice. It can be said that the development of the Communist Party of China for the people and the improvement of the party's ruling ability are accompanied by the development of the theory of the construction of the ruling party.
