【摘要】：“群眾路線”作為中國共產(chǎn)黨的重要理論創(chuàng)造和方針,在各個歷史階段都發(fā)揮著重要的指導(dǎo)作用,被稱為黨的“傳家寶”和“毛澤東思想活的靈魂”。隨著改革開放向縱深推進(jìn),社會結(jié)構(gòu)發(fā)生著深刻變革,各種復(fù)雜的社會矛盾不斷凸顯,新時期基層維穩(wěn)工作面臨諸多問題與挑戰(zhàn)。本選題以當(dāng)前背景下縣級政府基層維穩(wěn)的具體實(shí)踐為對象,在群眾路線等黨的經(jīng)典理論及現(xiàn)有維穩(wěn)制度基礎(chǔ)上,對S省L縣基層維穩(wěn)措施進(jìn)行深入調(diào)研,以期理順群眾路線視域下基層維穩(wěn)工作的內(nèi)在邏輯與基本思路,并提出以群眾路線促進(jìn)基層維穩(wěn)工作的對策。全文共分六個章節(jié):第一章中從群眾路線的內(nèi)涵與外延、理論淵源和發(fā)展脈絡(luò)等三個方面論述了群眾路線的基本理論;第二章主要論述了當(dāng)前我國基層維穩(wěn)工作的做法及成效。通過介紹治安綜合治理、信訪專項(xiàng)整治、矛盾排查化解等措施,從宏觀角度論述當(dāng)前維穩(wěn)各項(xiàng)工作所取得的成效;第三章著重剖析了新時期基層維穩(wěn)工作中面臨的挑戰(zhàn)及其內(nèi)在癥結(jié)。新時期基層維穩(wěn)工作面臨著復(fù)雜多樣的矛盾利益訴求、以宗族村落為單位的大規(guī)模群體事件頻發(fā)、不發(fā)分子的煽動等重要的挑戰(zhàn),而基層維穩(wěn)過程中群眾路線意識淡薄、價值不彰、作風(fēng)不強(qiáng)、能力不足是其根本癥結(jié);筆者在第四章中運(yùn)用“群眾路線”的理論,在群眾路線視域下探究基層維穩(wěn)工作的內(nèi)在邏輯與基本思路。從“一切為了群眾,一切依靠群眾,一切從群眾中來、到群眾中去”這一表述出發(fā),依次闡述基層維穩(wěn)工作的價值選擇、根本標(biāo)準(zhǔn)和基本方法,同時指出“把黨的正確主張變?yōu)槿罕姷淖杂X行動”是治本之舉,并在提出“從管制到共治”、“從單位到社會”、“從被動到主動”、“從經(jīng)驗(yàn)到科學(xué)”、“從碎片到系統(tǒng)”的基本工作思路;第五章通過前幾章節(jié)的分析,在理順其內(nèi)在邏輯和基本思路的基礎(chǔ)之上提出了若干對策。應(yīng)實(shí)現(xiàn)由“應(yīng)急維穩(wěn)”向“體制維穩(wěn)”、由“剛性壓彈”向“柔性疏導(dǎo)”、由“虛弱軟散”向“科學(xué)堅(jiān)實(shí)”、由“生變處置”向“前移預(yù)防”、由“關(guān)注現(xiàn)實(shí)”向“核心利益”等轉(zhuǎn)變,在維穩(wěn)體制、訴求渠道、預(yù)警機(jī)制、干部素質(zhì)和基層基礎(chǔ)等方面實(shí)現(xiàn)跨越;第六章作為全文的案例補(bǔ)充,介紹了L縣以群眾路線促進(jìn)基層維穩(wěn)的“大調(diào)解”的工作體系,同時借用社會治理的相關(guān)理論對其進(jìn)行了思考與討論。
[Abstract]:As the important theoretical creation and policy of the Communist Party of China, "the mass line" has played an important guiding role in all historical stages, and is called the party's "Jiabao" and "the soul of Mao Zedong thought". With the deepening of the reform and opening to the outside world, the social structure has undergone profound changes, and various complex social contradictions are constantly highlighted. In the new period, the grass-roots level stable work is faced with many problems and challenges. This topic is based on the concrete practice of the grass-roots level stability of the county government under the current background. On the basis of the classical theory and the existing maintenance system of the party in the mass line, this paper makes a thorough investigation of the basic maintenance measures in the L County of S Province, in order to straighten out the basic maintenance work under the view of the mass line. There are six chapters in the first chapter. The first chapter discusses the basic theory of the mass line from three aspects, such as the connotation and extension of the mass line, the theoretical origin and the development context, and the second chapter mainly discusses the current stability of the grass-roots level in our country. Through the introduction of the comprehensive management of public security, the special renovation of the letters and visits, the contradictory investigation and dissolving and other measures, the results are discussed from the macro perspective. The third chapter focuses on the analysis of the challenges and the internal crux in the basic maintenance work of the grass-roots level in the new period. The grass-roots maintenance work in the new period is faced with complex and diverse spears. In the fourth chapter, the author uses the theory of "mass line" in the view of the mass line to explore the basic crux of the mass line in the fourth chapter. From the expression of "everything for the masses, all relying on the masses, all from the masses and to the masses", the value selection, basic standards and basic methods are described in turn, and it is pointed out that "the correct idea of the party becomes the conscious action of the masses". In the fifth chapter, we put forward some countermeasures on the basis of the analysis of the previous chapters, and put forward some countermeasures on the basis of the internal logic and basic ideas. From "rigid press" to "flexible guidance", from "rigid resilience" to "flexible guidance", from "weak and soft" to "solid science", from "change disposal" to "forward shift prevention", "focus on reality" to "core interests" and other changes, in the maintenance system, appeals canal, early warning mechanism, cadre quality and basic basic foundation, and so on The sixth chapter, as a case of the full text, introduces the work system of "big mediation" in L county to promote the stability of the grass-roots level by the mass line. At the same time, it uses the related theories of social governance to think and discuss it.
