【摘要】：中國共產(chǎn)黨是我們國家的執(zhí)政黨，它的執(zhí)政理念、原則是通過政府的行政行為來實現(xiàn)的。在這個意義層面上，行政藝術(shù)對于執(zhí)政黨的理念、原則的實現(xiàn)具有至關(guān)重要的意義。 2011年2月，胡錦濤在“省部級主要領(lǐng)導(dǎo)干部社會管理及其創(chuàng)新專題研討班開班式”上強調(diào)，把解決社會的和諧與穩(wěn)定問題作為重點來抓，創(chuàng)新社會行政管理，不斷地去提高社會的科學(xué)管理水平。政府行政是對社會的一種管理活動。 國內(nèi)外關(guān)于執(zhí)政黨執(zhí)政方式的研究很豐富，關(guān)于政府行政藝術(shù)的研究也很多，本文研究政府的行政行為，以及研究政府如何通過行政藝術(shù)來體現(xiàn)我們黨的執(zhí)政理念和執(zhí)政原則。行政藝術(shù)是在行政過程中所采取的手段、方法，其運用恰當(dāng)與否，直接影響執(zhí)政理念、原則的實現(xiàn)。 國外執(zhí)政黨的執(zhí)政政策、主張和理念，靠行政藝術(shù)的具體實施來體現(xiàn)的，通過選舉成為執(zhí)政黨重組政府的行政來實現(xiàn)其理念、政策和主張。 開展中國共產(chǎn)黨作為執(zhí)政黨行政藝術(shù)的研究，就是要研究黨領(lǐng)導(dǎo)下的政府如何通過行政手段，體現(xiàn)以人為本的思想，實現(xiàn)人性化管理；就是要論證說明改變行政管理的觀念，懂得科學(xué)化的管理藝術(shù)，對于中國共產(chǎn)黨作為執(zhí)政黨執(zhí)政能力來說是不可或缺的重要環(huán)節(jié)。中國共產(chǎn)黨行政藝術(shù)運用的是否科學(xué)化、民主化，關(guān)系到執(zhí)政地位的穩(wěn)固，執(zhí)政黨通過行政藝術(shù)的實施，來及時調(diào)整不符合實際的執(zhí)政理念和主觀因素，，讓執(zhí)政理念更完善，更符合人民的意愿，從而達到鞏固執(zhí)政地位的目的。 執(zhí)政就是執(zhí)掌國家政權(quán)，由一個勢力掌握國家的政治大權(quán)，中國共產(chǎn)黨執(zhí)政是政府行政的前提。行政是行使國家行政權(quán)力，管理國家和社會的事務(wù)。黨執(zhí)政和政府行政在我們國家本質(zhì)是一致的，因為我們國家是中國共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作與政治協(xié)商制度，中國共產(chǎn)黨不僅是執(zhí)政黨,而且是處于領(lǐng)導(dǎo)地位的、領(lǐng)導(dǎo)各民主黨派的黨。各民主黨派是參政黨,不是在野黨，更非反對黨，它是接受中國共產(chǎn)黨領(lǐng)導(dǎo)并與中國共產(chǎn)黨長期合作的政黨。就現(xiàn)實情況而言，中國共產(chǎn)黨是全國人民的領(lǐng)導(dǎo)核心，領(lǐng)導(dǎo)立法，帶頭執(zhí)法，不超越憲法和法律。根據(jù)黨的性質(zhì)和宗旨，決定了中國共產(chǎn)黨執(zhí)政的目的是為最廣大人民的根本利益服務(wù)的。政府機關(guān)依法行政，是在貫徹黨執(zhí)政為民的主張，中國共產(chǎn)黨通過國家意志表現(xiàn)黨的意志，黨的主張與國家意志具有統(tǒng)一性，都是為人民服務(wù)的。政府的行政行為是黨執(zhí)政理念的具體體現(xiàn)，政府行政行為要根據(jù)黨的意圖來組織實施,體現(xiàn)中國共產(chǎn)黨的執(zhí)政理念、原則，中國共產(chǎn)黨的執(zhí)政理念是立黨為公、執(zhí)政為民。政府的行政行為就要為人民執(zhí)政、全心全意為人民服務(wù)的。 作為執(zhí)政黨的中國共產(chǎn)黨，行政的好壞，關(guān)系到執(zhí)政理念、原則的實現(xiàn)。行政藝術(shù)是行政好壞的一個關(guān)鍵，因此，行政藝術(shù)展開的實施，一定要體現(xiàn)執(zhí)政理念和原則。行政藝術(shù)的執(zhí)行者，在各個部門體現(xiàn)的是行政領(lǐng)導(dǎo)的藝術(shù)。民主執(zhí)政是共產(chǎn)黨執(zhí)政理念，政府的行政領(lǐng)導(dǎo)藝術(shù)就要體現(xiàn)為人民執(zhí)政、靠人民執(zhí)政的執(zhí)政理念。中國共產(chǎn)黨來自人民，服務(wù)于人民，共產(chǎn)黨之所以能取得執(zhí)政地位，關(guān)鍵在于得到廣大人民的支持，只有緊緊依靠人民群眾，黨才能繼續(xù)執(zhí)政好政權(quán)。政府要密切與群眾的關(guān)系，依靠群眾，了解和貼近社情民意,使黨關(guān)注民生的意愿通過政府的行政行為表現(xiàn)出來，這樣的政府行政藝術(shù)的方法，更符合客觀實際，更讓群眾接受和滿意。通過開展政府行政藝術(shù)的研究，消除那些在政府行政行為過程中偏離黨執(zhí)政理念的觀念，糾正不符合客觀實際的手段、方法，平衡各種矛盾和沖突,從而使中國共產(chǎn)黨執(zhí)政黨得到廣大人民的支持，繼續(xù)執(zhí)政好政權(quán)，保持社會穩(wěn)定與和諧的發(fā)展。 筆者認為，行政藝術(shù)的核心是領(lǐng)導(dǎo)藝術(shù)。領(lǐng)導(dǎo)方法藝術(shù)化是領(lǐng)導(dǎo)藝術(shù)魅力的體現(xiàn)，是領(lǐng)導(dǎo)在實踐中與個人體驗的產(chǎn)物。行政領(lǐng)導(dǎo)魅力的提升，是行政領(lǐng)導(dǎo)水平提高的一部分。行政領(lǐng)導(dǎo)魅力是構(gòu)成行政領(lǐng)導(dǎo)藝術(shù)的重要因素。 中國共產(chǎn)黨執(zhí)政理念、原則是通過行政藝術(shù)所采取的手段、方法展現(xiàn)的。要做好行政的藝術(shù)化、科學(xué)化，就需要有科學(xué)的指導(dǎo)思想：牢固樹立群眾觀點是做好黨行政藝術(shù)的思想基礎(chǔ)，貫徹科學(xué)發(fā)展觀是做好黨行政藝術(shù)的核心，科學(xué)行政，要體現(xiàn)以人為本的思想。 當(dāng)前中國共產(chǎn)黨在行政藝術(shù)中存在著一些不適應(yīng)新形勢要求的執(zhí)政理念，黨四中全會指出“黨內(nèi)存在不少不適應(yīng)新形勢新任務(wù)要求，不符合黨的性質(zhì)和宗旨的問題，嚴重損害黨同人民群眾的血肉聯(lián)系”，我們必須在變化中對出現(xiàn)的新問題，研究解決的辦法。本論文在研究中發(fā)現(xiàn)，當(dāng)前的個別黨員干部對待群眾的觀念淡薄，“對群眾感情不深，很少深入實際、深入基層，不愿做群眾工作，有的不掌握群眾心理，不了解群眾愿望，不熟悉群眾語言，工作方法簡單、態(tài)度生硬、作風(fēng)粗暴，不會做群眾工作，不采用各種手段和方法，或說明情況，或糾正錯誤。 隨著社會的進步，傳統(tǒng)行政方式不適應(yīng)新形勢下的變化，需要我們中國共產(chǎn)執(zhí)政黨進行行政的藝術(shù)化，需要行政藝術(shù)的新變革：新形勢下傳統(tǒng)行政方式的變革要求，執(zhí)政黨行政歷史方位的變化有待提升行政藝術(shù)，社會群體分化有待執(zhí)政黨修煉和提升行政的藝術(shù)，現(xiàn)代化發(fā)展要求執(zhí)政黨的行政方式藝術(shù)化。 政府行政水平是我們黨執(zhí)政能力的重要體現(xiàn)。提升我們黨的執(zhí)政能力，就是要提高政府的行政能力，而行政藝術(shù)是政府行政水平的重要標志。 要想行政更具藝術(shù)化，就需要有化解群眾矛盾和不滿情緒的正確思維方式，需要與群眾建立起互動的模式，推行藝術(shù)化行政。要做到行政藝術(shù)，就需要講究有效的方法，去不斷地創(chuàng)新新形勢下中國共產(chǎn)黨作為執(zhí)政黨工作的方式方法。 行政理念是中國共產(chǎn)黨作為執(zhí)政黨的靈魂，是黨行政活動的指南，是黨科學(xué)行政的理論武器，它對于本論文研究執(zhí)政黨藝術(shù)、科學(xué)的行政具有指導(dǎo)實踐的意義。 對推進執(zhí)政黨行政的藝術(shù)化、科學(xué)具有現(xiàn)實的意義，是構(gòu)建黨行政藝術(shù)的科學(xué)化體系的不可分割的一部分。充分顯示了執(zhí)政黨行政的理念，體現(xiàn)了我們黨全心全意為人民服務(wù)的根本宗旨，體現(xiàn)了胡錦濤總書記的“以人為本”的科學(xué)發(fā)展觀的思想。它是馬克思主義的方法論與實踐論的體現(xiàn)，是在不斷實現(xiàn)著、豐富著馬克思主義的中國化。
[Abstract]:The Communist Party of China is the ruling party of our country. Its ruling idea and principle are realized by the administrative act of the government. In this sense, the administrative art is of great significance to the realization of the idea and principle of the ruling party.

At present, the Communist Party of China has some ruling ideas that are not adapted to the requirements of the new situation.
