【摘要】：鄧小平的協(xié)商民主思想滲透著深深的民生關(guān)注取向,對民生問題的處理貫穿了協(xié)商民主的參與精神、穩(wěn)妥意識和人民價值歸宿。從抗日戰(zhàn)爭時期的"三三制"政權(quán)組織原則到改革開放的新時期,鄧小平與中國協(xié)商民主的發(fā)展進程息息相關(guān),其協(xié)商民主思想是中國特色社會主義民主政治最為重要的思想根基和理論來源。鄧小平的協(xié)商民主思想具有重要的時代價值:協(xié)調(diào)優(yōu)化社會關(guān)系,減少和化解社會矛盾,增進共同面對困難和挑戰(zhàn)的社會共識;強化民主監(jiān)督,有助于提高民主質(zhì)量,推進國家在協(xié)同治理中不斷趨向善治;促進決策的民主化與科學(xué)化,有助于在提高效率和降低成本中實現(xiàn)公共決策的最大效能。結(jié)合鄧小平的協(xié)商民主思想,要在以促進民生為重點推進協(xié)商民主的制度安排、以開放包容的統(tǒng)一戰(zhàn)線為協(xié)商民主壯大發(fā)展載體、以發(fā)揚中華優(yōu)秀傳統(tǒng)文化為協(xié)商民主開拓發(fā)展空間、以融入市場經(jīng)濟元素為協(xié)商民主注入發(fā)展動力等方面推進中國特色協(xié)商民主的未來發(fā)展。
[Abstract]:Deng Xiaoping's thought of deliberative democracy permeates the deeply concerned orientation of the people's livelihood, and the handling of the people's livelihood issues runs through the spirit of participation in the negotiation democracy, the sense of safety and the fate of the people's value. From the principle of "three or three systems" regime organization during the Anti-Japanese War to the new period of reform and opening up, Deng Xiaoping is closely related to the development of China's consultative democracy. His thought of deliberative democracy is the most important ideological foundation and theoretical source of socialist democratic politics with Chinese characteristics. Deng Xiaoping's idea of deliberative democracy has important value of the times: coordinating and optimizing social relations, reducing and resolving social contradictions, enhancing the social consensus of facing difficulties and challenges, strengthening democratic supervision, helping to improve the quality of democracy. It is helpful to realize the maximum efficiency of public decision making in improving efficiency and reducing cost by promoting the democratization and scientization of decision making. In combination with Deng Xiaoping's idea of deliberative democracy, it is necessary to promote the institutional arrangement of deliberative democracy with emphasis on promoting the people's livelihood, and to take an open and inclusive United front as the carrier for the expansion and development of deliberative democracy. The future development of consultative democracy with Chinese characteristics is promoted by developing the excellent Chinese traditional culture as the consultative democracy and by incorporating the elements of the market economy into the development power of the negotiated democracy.
