【摘要】：執(zhí)政意識(shí)形態(tài)創(chuàng)新是“提高黨的執(zhí)政能力”和“保持黨的先進(jìn)性”的題中應(yīng)有之義,是“黨的建設(shè)科學(xué)化”、“提高黨的建設(shè)科學(xué)化水平”和“建設(shè)馬克思主義學(xué)習(xí)型政黨”的內(nèi)在要求,也是堅(jiān)持馬克思主義意識(shí)形態(tài)指導(dǎo)地位、堅(jiān)持中國共產(chǎn)黨在中國特色社會(huì)主義事業(yè)中的核心領(lǐng)導(dǎo)地位的必然要求。 在世情、國情、黨情、社情發(fā)生深刻變化,在新自由主義、民主社會(huì)主義、歷史虛無主義、“普世價(jià)值”等同馬克思主義爭(zhēng)奪意識(shí)形態(tài)陣地和話語權(quán)的背景下,如何推進(jìn)中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)創(chuàng)新、鞏固和發(fā)展黨的執(zhí)政權(quán)威成為了我國思想界、學(xué)術(shù)界關(guān)注的重大課題。從科學(xué)發(fā)展觀的視域探討中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)的內(nèi)涵、特征、功能,分析中國共產(chǎn)黨四代中央領(lǐng)導(dǎo)集體核心在執(zhí)政意識(shí)形態(tài)方面的探索,探討中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)面臨的挑戰(zhàn)、機(jī)遇,并展望和探索中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)的創(chuàng)新之路無疑具有重大的理論意義和實(shí)踐意義。 全文分六個(gè)部分。第一部分主要運(yùn)用比較方法、詮釋學(xué)方法、文獻(xiàn)解讀方法闡釋執(zhí)政意識(shí)形態(tài)的內(nèi)涵、特征及功能。執(zhí)政意識(shí)形態(tài)是執(zhí)政黨為自己執(zhí)政的合法性進(jìn)行辯護(hù)的思想體系,它是執(zhí)政黨執(zhí)政合法性資源結(jié)構(gòu)中最為基礎(chǔ)的部分,它為政治體系的合法性提供道義上的解釋,它通過培育社會(huì)成員對(duì)于政治體系的合法性認(rèn)同和情感來起作用,有助于政治權(quán)威的形成；它具有建設(shè)性、包容性和開放性等特征；為執(zhí)政黨執(zhí)政合法性提供辯護(hù)、并有政治動(dòng)員和社會(huì)整合功能。第二部分是中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)創(chuàng)新的歷史考察：主要運(yùn)用歷史和邏輯相結(jié)合的方法、文獻(xiàn)解讀的方法梳理中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)發(fā)展的脈絡(luò)和階段演變,本章的重點(diǎn)主要是分析中國共產(chǎn)黨四代中央領(lǐng)導(dǎo)集體核心在執(zhí)政意識(shí)形態(tài)方面的探索。第三部分是中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)創(chuàng)新的當(dāng)代際遇：綜合運(yùn)用實(shí)證分析、比較分析和辯證分析的方法來研究世情、國情、黨情的新變化對(duì)執(zhí)政黨意識(shí)形態(tài)造成的挑戰(zhàn)和機(jī)遇,重點(diǎn)研究經(jīng)濟(jì)全球化、科學(xué)技術(shù)新變化、改革開放和市場(chǎng)經(jīng)濟(jì)帶來的社會(huì)轉(zhuǎn)型和階層分化、西方向中國實(shí)施“和平演變”圖謀、散播各種非馬克思主義思潮等對(duì)中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)造成的沖擊和影響。第四部分探討中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)創(chuàng)新的價(jià)值取向：指出民主、法治、公正、效率是中國共產(chǎn)黨的價(jià)值追求,文章綜合運(yùn)用比較分析和辯證分析方法分析并闡明了實(shí)現(xiàn)民主、法治、公正、效率價(jià)值取向的路徑,如程序民主與實(shí)質(zhì)民主的有機(jī)統(tǒng)一、黨內(nèi)民主與人民民主的有機(jī)統(tǒng)一,人治向法治的轉(zhuǎn)變、法治與德治的有機(jī)結(jié)合等,為中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)創(chuàng)新指明了方向。第五部分是中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)創(chuàng)新的基本原則：運(yùn)用綜合分析法圍繞幾個(gè)統(tǒng)一來展開分析和論述：意識(shí)形態(tài)創(chuàng)新與經(jīng)濟(jì)、政治、社會(huì)發(fā)展的統(tǒng)一；執(zhí)政意識(shí)形態(tài)的穩(wěn)定性和適度彈性的統(tǒng)一；傳統(tǒng)載體與現(xiàn)代科技的統(tǒng)一第六部分是中國共產(chǎn)黨執(zhí)政意識(shí)形態(tài)創(chuàng)新的路徑研究：綜合運(yùn)用實(shí)證分析、比較分析和辯證分析的方法重點(diǎn)闡述了下列問題：用發(fā)展中的馬克思主義作為黨的指導(dǎo)思想；保持黨的核心利益、人民根本利益、人民現(xiàn)實(shí)利益的有機(jī)統(tǒng)一；以經(jīng)典馬克思主義作為基礎(chǔ)資源,吸納中華傳統(tǒng)智慧、西方進(jìn)步學(xué)說,在實(shí)踐基礎(chǔ)上推陳出新；以法律機(jī)制規(guī)范、以思想教育引導(dǎo)、以文化娛樂塑造、以媒體和組織推廣,構(gòu)建執(zhí)政意識(shí)形態(tài)傳播和灌輸?shù)牧Ⅲw網(wǎng)絡(luò)。
[Abstract]:The innovation of the ruling ideology is the meaning of "improving the ruling ability of the party" and "keeping the party's advanced nature". It is the inherent requirement of "scientific party construction", "improving the scientific level of the party building" and "building a Marx learning party", and also holding the guiding position of Marx ideology, insisting The inevitable requirement of the CPC's core leadership in the cause of socialism with Chinese characteristics.
Under the background of new liberalism, democratic socialism, historical nihilism, "universal value" and Marx's contending for ideological position and discourse power, how to promote the innovation of the ruling ideology of the Communist Party of China and consolidate and develop the ruling authority of the party has become our country's thought. From the perspective of Scientific Outlook on Development, the connotation, characteristics and functions of the ruling ideology of the Communist Party of China are discussed from the perspective of Scientific Outlook on Development. The exploration of the ruling ideology of the central leadership of the four generations of the Communist Party of China is analyzed, and the challenges, opportunities, prospects and exploration of the ruling ideology of the Communist Party of China are discussed. The innovation of the ruling ideology of the Communist Party of China is undoubtedly of great theoretical and practical significance.
The full text is divided into six parts. The first part mainly uses the comparative method, the hermeneutic method and the literature interpretation method to explain the connotation, characteristics and functions of the ruling ideology. The ruling ideology is the ideological system of the ruling party to defend the legitimacy of his ruling party. It is the most basic part of the ruling party's legal resource structure. It provides a moral explanation for the legitimacy of the political system. It contributes to the formation of political authority by fostering the legal identity and emotion of the members of the political system and contributes to the formation of political authority. The fifth part is the basic principle of the innovation of the ruling ideology of the Communist Party of China: the application of comprehensive analysis method to analyze and discuss several unifying aspects: the unity of ideological innovation and economic, political and social development; and the ruling consciousness. The unity of the stability and the moderate elasticity of the form; the sixth part of the unification of the traditional carrier and the modern science and technology is the path of the innovation of the ruling ideology of the Communist Party of China: the comprehensive application of the empirical analysis, the comparative analysis and the dialectical analysis of the following issues: the guiding ideology of the Marx doctrine in the development of the party. To maintain the core interests of the party, the fundamental interests of the people, the organic unity of the people's practical interests, the classical Marx doctrine as the basic resource, the traditional wisdom of the Chinese, the theory of western progress, the new practice on the basis of practice, the guidance of ideological education, cultural entertainment and the promotion of media and organization by the legal mechanism.
