【摘要】：國(guó)家文化安全，即國(guó)家主流文化價(jià)值體系免遭來(lái)自外部或內(nèi)部文化因素的侵蝕、破壞或顛覆。維護(hù)國(guó)家文化安全旨在增強(qiáng)民族的自尊心和凝聚力，擴(kuò)大本國(guó)文化影響，，以確保本國(guó)主流價(jià)值觀和社會(huì)制度的延續(xù)和發(fā)展。當(dāng)前，面對(duì)全球化這一不可阻擋的浪潮，各個(gè)國(guó)家和民族的文化相互交流、相互交融的程度不斷加深，但在此過(guò)程中也給一些國(guó)家和民族文化安全帶來(lái)嚴(yán)峻的挑戰(zhàn)，以美國(guó)為首的西方國(guó)家文化霸權(quán)的沖擊、文化殖民活動(dòng)的泛濫等都侵蝕著當(dāng)?shù)匚幕踩�，甚至威脅著整個(gè)國(guó)家的安全。黨的十六大以來(lái)，以胡錦濤為總書(shū)記的黨中央面對(duì)世情、國(guó)情和黨情的新變化，將深化文化體制改革作為國(guó)家文化建設(shè)的應(yīng)有之義，堅(jiān)持以人為本、構(gòu)建和諧文化、建設(shè)社會(huì)主義核心價(jià)值體系以及增強(qiáng)文化軟實(shí)力，以實(shí)現(xiàn)推動(dòng)社會(huì)主義文化大發(fā)展大繁榮的目標(biāo)。學(xué)習(xí)和研究胡錦濤的國(guó)家文化安全觀是一項(xiàng)新的理論課題，對(duì)維護(hù)我國(guó)文化安全具有重要的實(shí)踐價(jià)值。 本文共分為緒論、胡錦濤國(guó)家文化安全的理論基礎(chǔ)、胡錦濤的國(guó)家文化安全觀的主要內(nèi)容、胡錦濤國(guó)家文化安全觀的理論價(jià)值與實(shí)踐意義五個(gè)部分。以馬克思主義的國(guó)家理論和馬克思主義文化觀為理論研究基點(diǎn)，以中國(guó)共產(chǎn)黨國(guó)家文化安全戰(zhàn)略和思想為理論研究脈絡(luò)，探究胡錦濤國(guó)家文化安全觀產(chǎn)生的時(shí)代背景、理論基礎(chǔ)、主要內(nèi)容以及實(shí)踐價(jià)值。 第一章緒論中闡述了本課題的研究背景與意義、國(guó)內(nèi)外研究現(xiàn)狀、研究思路和主要方法，以及研究重點(diǎn)與創(chuàng)新點(diǎn)。 第二章闡述胡錦濤國(guó)家文化安全觀產(chǎn)生的時(shí)代背景。主要闡述國(guó)家文化的全球信息化、市場(chǎng)化與產(chǎn)業(yè)化的新格局以及新形勢(shì)下中國(guó)國(guó)家文化安全面臨的新挑戰(zhàn)，主要體現(xiàn)為三個(gè)方面：（1）文化領(lǐng)導(dǎo)權(quán)式微，意識(shí)形態(tài)斗爭(zhēng)更具隱蔽性；（2）文化主體性消解，價(jià)值認(rèn)同多元化；（3）語(yǔ)言文化基礎(chǔ)衰退，國(guó)語(yǔ)發(fā)展內(nèi)外失衡。 第三章闡述胡錦濤國(guó)家文化安全觀形成的理論基礎(chǔ)。胡錦濤的國(guó)家文化安全觀是以馬克思主義意識(shí)形態(tài)理論、國(guó)家利益學(xué)說(shuō)以及社會(huì)交往理論為邏輯起點(diǎn)，結(jié)合中國(guó)具體實(shí)際，在繼承和發(fā)展毛澤東的文化安全觀、鄧小平的文化安全觀和江澤民的文化安全觀的基礎(chǔ)上形成的科學(xué)理論體系。 第四章闡述胡錦濤國(guó)家文化安全觀的主要內(nèi)容，是本文的核心。其主要內(nèi)容包括建設(shè)社會(huì)主義核心價(jià)值體系是實(shí)現(xiàn)意識(shí)形態(tài)安全的根本保證、以人為本的國(guó)家文化安全建設(shè)思路、以建設(shè)和諧文化為重心的國(guó)家文化安全的發(fā)展思路、以增強(qiáng)文化軟實(shí)力為戰(zhàn)略的國(guó)家文化安全的防御思路，這四個(gè)方面是對(duì)胡錦濤國(guó)家文化安全觀內(nèi)涵的科學(xué)詮釋。 第五章闡述胡錦濤國(guó)家文化安全觀的理論創(chuàng)新與實(shí)踐價(jià)值。胡錦濤國(guó)家文化安全觀不僅在理論上具有以文化發(fā)展實(shí)現(xiàn)國(guó)家文化安全的目的和以文化認(rèn)同凝聚民族文化共識(shí)的創(chuàng)新性，而且在實(shí)踐上有利于增強(qiáng)中國(guó)共產(chǎn)黨的執(zhí)政能力、有利于構(gòu)建社會(huì)主義和諧社會(huì)，增進(jìn)世界和諧。
[Abstract]:The national culture security , that is , the national mainstream culture value system , is free from erosion , destruction or subversion from external or internal cultural factors . It is aimed at strengthening the national cultural security , and promoting the continuity and development of national cultural security .

This paper is divided into three parts : introduction , Hu Jintao ' s theory foundation of national culture security , Hu Jintao ' s national culture security concept , Hu Jintao ' s theory value and practical significance of national culture security .

The first chapter introduces the research background and significance of the subject , the research situation , the research thinking and the main method at home and abroad , as well as the research focus and innovation point .

The second chapter expounds the background of the era of Chinese culture security . It mainly expounds the new pattern of the global information , marketization and industrialization of the national culture , and the new challenges facing the Chinese national culture security in the new situation , which is mainly embodied in three aspects : ( 1 ) the cultural leadership , the ideological struggle is more covert ;
( 2 ) Cultural subjectivity digestion , value identity diversification ;
( 3 ) The basic decline of language culture and the imbalance of national language development .

The third chapter expounds the theoretical foundation of the formation of Hu Jintao ' s national culture security concept . Hu ' s national culture security concept is a scientific theory system formed on the basis of Marxist ideology theory , national interest theory and social interaction theory as the logical starting point , combining with China ' s concrete practice , in inheriting and developing Mao Zedong ' s cultural security concept , Deng Xiaoping ' s cultural security concept and Jiang Zemin ' s cultural security concept .

The fourth chapter expounds the main contents of Hu Jintao ' s national culture security concept , which is the core of this paper . Its main contents include the basic guarantee of the realization of ideological security , the people - oriented national culture security construction thinking , the development of the national culture security with the focus of building harmonious culture , and the national culture security thinking of strengthening the soft power of culture . The four aspects are the scientific interpretation of the connotation of Chinese culture security concept of Hu Jintao .

The fifth chapter expounds the theoretical innovation and practical value of Hu Jintao ' s national culture security concept . Hu Jintao ' s national culture security concept not only has the aim of realizing the national cultural security in theory with cultural development , but also the innovation of the national cultural consensus with the cultural identity , and in practice is conducive to the strengthening of the ruling ability of the Communist Party of China , which is conducive to the construction of the socialist harmonious society and the promotion of the world harmony .
