【摘要】：鄧小平國(guó)家治理思想內(nèi)涵豐富,重點(diǎn)回答了由誰(shuí)治理和怎樣治理兩大基本問(wèn)題,有力地推進(jìn)了當(dāng)代中國(guó)國(guó)家治理現(xiàn)代化的歷史進(jìn)程。在國(guó)家治理的主體向度上,他強(qiáng)調(diào)加強(qiáng)和改善黨的領(lǐng)導(dǎo),實(shí)行黨政職能分開(kāi),調(diào)動(dòng)地方、企業(yè)和人民群眾的積極性;在國(guó)家治理的方式向度上,他強(qiáng)調(diào)不搞運(yùn)動(dòng),加強(qiáng)社會(huì)主義民主,健全社會(huì)主義法制,依靠制度治理國(guó)家。在新的歷史條件下,鄧小平的國(guó)家治理思想對(duì)推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化仍具有重要的價(jià)值和啟示:黨的領(lǐng)導(dǎo)是實(shí)施有效國(guó)家治理的根本保證;發(fā)揮各治理主體的作用是現(xiàn)代國(guó)家治理的重要標(biāo)志;克服"運(yùn)動(dòng)式治理"是建立現(xiàn)代國(guó)家治理的前提;民主和法制是現(xiàn)代國(guó)家治理的主要手段。
[Abstract]:The thought of national governance of Deng Xiaoping is rich in connotation, which focuses on answering the two basic questions of who governs and how to govern, and powerfully advances the historical process of the modernization of state governance in contemporary China. In terms of the principal aspect of state governance, he emphasized strengthening and improving the party's leadership, implementing the separation of party and government functions, and mobilizing the enthusiasm of localities, enterprises, and the masses of the people; in terms of the way in which the country was governed, he stressed that no movement should be carried out. Strengthen socialist democracy, perfect socialist legal system, rely on system to govern the country. Under the new historical conditions, Deng Xiaoping's thought of national governance still has important value and enlightenment to promote the modernization of national governance system and governance ability: the leadership of the Party is the fundamental guarantee of effective national governance; It is an important symbol of modern state governance to play the role of the main body of governance, to overcome the "sport governance" is the premise of establishing modern state governance, and democracy and legal system are the main means of modern state governance.
